VILLANOVA - Eric Tars, the National Homelessness Law Center’s Legal Director, presented a hybrid CLE, "Human Rights & the U.S. Attorney 101: Practical Skills for Using International Human Rights in Domestic Advocacy," at Villanova University Charles Widger School of Law on Aug. 29.
Professor Stephanie Sena, Anti-Poverty Fellow at Villanova Law, introduced Eric and welcomed attorneys and students.
Tars discussed housing as a human rights issue. He outlined how the NHLC has utilized international human rights as part of a long-term strategy to fight the criminalization of homelessness in the United States. "Homeless people are sleeping safer tonight because of this work that we did at the international level, at the federal level and brought it down to the local level," he said. "It changed the baseline of the conversation at the federal level on criminalization, where now human rights are part of the conversation."
Eric discussed the impact of Martin v. Boise in the 9th Circuit and other precedent-setting cases. He one of the attorneys of record on Martin v. Boise.
The event was co-sponsored by LASP and the Villanova University Charles Widger School of Law’s Initiative to End Poverty and Inequality.

2-year anniversary of Hurricane Ida:
LASP continues to help low-income survivors
|
|
Long after a storm has passed, natural disasters cause legal problems that last for years. With the two-year anniversary of Hurricane Ida on Sept. 1, Legal Aid of Southeastern PA (LASP) continues to help low-income survivors with legal problems related to the storm in Bucks, Chester, Delaware and Montgomery counties.
From September 2021 to December 2022, LASP advocates worked with 124 survivors to handle complicated Federal Emergency Management Agency (FEMA) applications and appeals, landlord-tenant problems, and other disaster-related legal issues. The window for FEMA appeals closed March 10, 2023.
But legal impacts from the storm continue.
LASP’s disaster relief staff attorney may be able to help survivors with mortgage issues, landlord-tenant issues, flood insurance disputes, consumer issues, and more. To contact Legal Aid of Southeastern PA about a legal problem related to Hurricane Ida, call our Helpline at 877-429-5994 or apply online 24/7 at lasp.org/apply.
In addition to working directly with Hurricane Ida survivors, LASP also was elected to the Southeastern PA Voluntary Organizations Active in A Disaster in December 2022. SEPA VOAD is a forum where organizations share knowledge and resources throughout the disaster cycle including response and recovery to help disaster survivors and their communities. As part of SEPA VOAD, LASP staff meet regularly with local nonprofits, emergency management professionals and others involved in the Hurricane Ida recovery effort.

A new eviction prevention program started July 2 in one courtroom in Lower Makefield Township. Volunteers are invited!
The Bucks County Bar Association Pro Bono Committee, Legal Aid of Southeastern PA (LASP), and the Bucks County Opportunity Council (BCOC) are collaborating on the effort, with support from the Bucks County Dept. of Housing and Community Development. The project is occurring in Magisterial District Court 07-1-11 in Judge Corryn Kronnagel’s courtroom, located in Morrisville.

Pro Bono Net’s new, free FEMA appeals national trainings for lawyers & advocates working with disaster survivors
|

Note: One of the “lessons learned” from Hurricane Ida is that understanding the FEMA application requirements and appeals process would be helpful to all attorneys and advocates in case a future federal disaster declaration occurs. (The FEMA deadline for appeals related to Hurricane Ida in PA was March 10, 2023.)
Pro Bono Net is presenting a new Federal Emergency Management Agency (FEMA) national training for lawyers and advocates. The final of a four-part series, the webinar is not only for those currently working with survivors of climate-driven disasters, but also for advocates who may potentially support disaster survivors in the future.
Tuesday, Sept. 19 at 2 p.m. ET – “A Beginner’s Guide to Appealing the Federal Emergency Management Agency’s Disaster Assistance Decision (Spanish interpretation provided),” for community librarians, disaster case managers, staff and attorneys at legal aid organizations and pro bono programs, attorneys interested in doing pro bono work after a disaster, and advocates from long-term recovery groups nationwide. CHESTER City - Luke Myers joined LASP Aug. 7 as Veterans Advocacy Project Law Clerk based in the Chester City Office. He holds a J.D. from Temple University Beasley School of Law, where he received the Beasley Scholarship and an Equal Justice America Fellowship in 2021 and 2022, and the Outstanding Oral Advocacy award in fall 2021. He was named a Rubin-Presser Public Interest Fellow upon graduating from Temple in May. Luke also holds a B.A. in Political Science, magna cum laude, from Colgate University, where he was President and Vice President of Colgate's chapter of the NCAA Student-Athlete Advisory Committee. He held multiple roles on the Student Government Association, including Chief Executive Advisor / Chief of Staff. As an intern at Community Legal Services of Philadelphia, Luke worked on Social Security and Medicaid eligibility cases. At Philadelphia Lawyers for Social Equity, he researched and drafted materials for a mass pardon for non-violent marijuana felony convictions. At Philadelphia Legal Assistance, he focused on Unemployment Compensation. He was elected as a voting delegate representing Pennsylvania's 6th Congressional District at the Democratic National Convention in 2020. He also interned for PA Rep. Jennifer O'Mara, the Philadelphia District Attorney's Office, and PA Sen. Judy Schwank. Luke enjoys distance running, collects vinyl records, tends plants, and supports Philly's pro teams. PA Legal Aid Network events

The Pennsylvania Legal Aid Network (PLAN) held a reception for 2023 Martin Luther King, Jr. interns in Harrisburg July 26. In her keynote address, Edith Benson discussed the start of the MLK internship program 30+ years ago in 1991. She also provided a brief history of legal aid in Pennsylvania.
Each intern shared insights from their summer in their respective legal aid organizations, including Davis Logan, who interned in LASP's Chester City office in Delaware County. Davis is a student at the University of Wisconsin Law School.
PLAN also held a Leadership Conference in State College June 13-14.

The multi-county tour started in Norristown at Rep. Greg Scott's office. They also visited Breaking Bread Shelter in Upper Darby, which assists people experiencing homelessness.
Another stop included the historic Calvary Baptist Church in Chester City, Delaware County. In 1948-51, Martin Luther King, Jr. attended Calvary Baptist Church while he studied at the Crozer Theological Seminary in Upland. Pastor Keith Dickens led a tour for the interns and LASP staff. The final stop in Norristown was the Victim Services Center of Montgomery County, Inc., LASP's partner in protecting victims of domestic violence.
