The Aiken County Voters are above both:
- the County Council (which is over the regional library); and
- the Board of Education (which is over all of the schools in the district).
There may be a similar organizational chart in your county, too.
Article I, Section 1, of the South Carolina Constitution reads:
"§ 1. Political power in people. All political power is vested in and derived from the people only, therefore, they have the right at all times to modify their form of government. (1970 (56) 2684; 1971 (57) 315.)"

As much as I would like for South Carolinians to rise up en masse and demand for the "liberal" and do-nothing South Carolina legislature to immediately do what is right in the sight of our Creator -- to whom we must all give account (Hebrews 4:13) -- it seems to me that we must demand what is right from our local (county level) elected officials first!
