District Celebrates 70th Anniversary


The District celebrated its 70th anniversary on May 7, 2023. Looking back on the past 70 years, the District is proud of its commitment to the community we serve and the care for the services and resources we deliver to our customers.


Our Special District was formed by our residents to serve an essential need at a local level. Special Districts are critical to keep our communities thriving. At the District, we continue to establish initiatives that ensure a resilient and diverse water supply for our customers.


While looking back is always nostalgic, educational, and insightful, looking forward to our future remains the focus of our day-to-day operations. Current strategic initiatives include, but are not limited to:

  • Carbon neutrality: offsetting our energy costs and emission with our local solar projects;
  • Seismic resiliency: retrofitting our reservoirs to withstand seismic events; and
  • Infrastructure investment: setting the bar for an industry-leading 100-year replacement cycle for our 175 miles of watermains and 13,500 service lines.

We value being a resource and continue our commitment to excellent customer service. 

District Breaks Ground on New Corporation Yard


The District broke ground on a new Corporation Yard, which will provide much needed facilities for the District while remaining aligned with the District’s guiding principle of innovation and focus on carbon neutrality.



This new facility will bring an Emergency Operations Center to the community. The original building, still in use today, was predominantly designed for the former water treatment plant and dates to the early 1950s. In addition to being a seismic-resilient building, it will also support a training room and space for inventory of pipes and fittings for timely emergency repairs and daily operational needs.


The building will also be 100% electric and energy consumption will be 100% offset with onsite solar. The site and building will be built to the highest seismic code and are also designed to LEED Silver standards under the U.S. Green Building Council, which will significantly help meet State climate action goals. 



The site will also include a community demonstration garden showcasing low water use plants and recycled water. The District understands the urgency for innovating now to be prepared for the future. We are excited to share this new facility with our community and hope to complete construction by June 2024.

Curb Water Theft Costs


The District works hard to treat rate payer funds as our own and protect the resources in our care. Water theft is detrimental to the District and our customers. There are many costs associated with water theft, including water loss, damage to District facilities, and the cost of labor expenses associated with investigation and repair.


Water theft can also threaten our system and affect water system pressure when a fire hydrant is utilized without adequate device protection. We have many tools available for our customers and developers to request temporary or restored connection to our system.


Our customers are very resourceful and helpful in reporting water leaks, and we ask that you remain diligent in notifying the District when you witness water theft. Please call our office at (925) 625-3798 to report water theft.
