DEPUTY RYAN CLINKUNBROOMER
End of Watch: 9/16/23
September 16: On Saturday evening, we received the heart-wrenching news of the tragic, line-of-duty death of Deputy Ryan Clinkunbroomer. The 30-year-old deputy was ambushed and shot while sitting in his patrol car at an intersection near Palmdale Station. He was transported by paramedics to a hospital, where he succumbed to his injuries. The suspect was apprehended by LASD personnel 36 hours later at his Palmdale residence.

Deputy Clinkunbroomer was an eight-year LASD veteran who proudly followed in the footsteps of his father (retired Lieutenant Michael Clinkunbroomer) and grandfather. The young deputy had been assigned to Palmdale Station since 2018 and served as a field training officer for the last year and a half. He was also engaged to be married, after proposing to his fiancee just four days before his death.

On Sunday, PPOA Board Member Juan Carlos Calderon joined hundreds of LASD personnel, supporters and community members who gathered outside Palmdale Station for a vigil that culminated with a moment of silence and the crowd joining together to sing "Amazing Grace."

Law Enforcement Technician
Joint Labor Management Committee Meeting
September 19: PPOA representatives met with Assistant Sheriff Jill Torres and other LASD executives for a Law Enforcement Technician (LET) Joint Labor Management Committee meeting. Participants from PPOA included President Nancy Escobedo, Board Member Joe Walker, Executive Director Wayne Quint Jr., Labor Representative Mark Sanchez, and retired LET Jim Blankenship, via telephone. Topics of discussion were related to LET staffing and classification.

The LET Joint Labor Management Committee is a byproduct of contract negotiations between PPOA, the County and the Sheriff's Department. For details, see Article 27 (below) from the Unit 621 Memorandum of Understanding.
Crime and Intelligence Analysts Appreciation Day
September 20: In honor of National Crime and Intelligence Analysts Appreciation Day, PPOA is proud to acknowledge LASD Crime Analysts and their crucial roles in fighting crime in Los Angeles County. Thank you all for your dedication and expertise!
Meet and Confer re: Proposed Schedule Change
September 20: Representatives from PPOA and PDC South took part in a final Meet and Confer regarding a proposed schedule change for personnel at the PDC South Ranch. Meeting participants from PPOA included Labor Representatives Dave Ladjevic and Mark Sanchez along with union legal counsel.
Coalition of County Unions Meeting
September 20: LA County labor leaders hosted their monthly Coalition of County Unions (CCU) meeting to discuss the many challenges and issues impacting County employees. Executive Director Wayne Quint Jr. participated in the meeting on behalf of PPOA.

The CCU collectively represents more than 30,000 union members employed by the County of Los Angeles and is their unified voice on health insurance, vacation pay, retirement and more.

California Peace Officer Memorial Foundation Meeting
September 21: PPOA President Nancy Escobedo joined fellow representatives of the California Peace Officers' Memorial Foundation (CPOMF) for a meeting hosted by the Association of Orange County Deputy Sheriffs. During the meeting, ALADS made a motion, with a second from PPOA, to add Deputy Ryan Clinkunbroomer's name to the California Peace Officers' Memorial Monument in Sacramento on State Capitol grounds. The motion was passed unanimously.

PPOA Delegates Meeting
September 21: PPOA delegates met with union board members and staff on Thursday evening in Alhambra. Topics of discussion at the quarterly meeting included healthcare premiums, union board elections, the Public Records Act, bargaining unit contracts, and more. We were also honored to be joined by a special guest speaker, Ron DeLord. The fiery former Texas cop turned labor organizer spoke with delegates about the impacts of the police reform movement and the challenges going forward.
National Security Officer Appreciation Week
September 22: Each year, the third week in September is recognized as National Security Officer Appreciation Week. As that week comes to a close, PPOA would like to take a moment to acknowledge the work ethic and professionalism of Sheriff's Security Officers and Security Assistants throughout Los Angeles County.

Custody Assistant Dana Love, assigned to Access to Care Bureau, has been off due to an an ongoing medical condition. She has exhausted all of her time and in an effort to ensure her medical benefits continue, she is requesting leave donations. If you are a non-represented employee and in a position to donate time, she would be sincerely grateful. Non-represented employees may donate non-elective annual leave to another non-represented employee. Elective annual leave may not be donated. However, non-represented employees may donate previously earned sick leave (in excess of 160 hours) or vacation time. Anyone wishing to donate time to Custody Assistant Love should complete an authorization to donate leave represented form and submit it to their unit timekeeper. Sergeant Alejandro Martinez recently learned that his son was diagnosed with Leukemia. As you can imagine, this news has been devastating for the Martinez family. Alec is a 15-year old sophomore in high school and is currently receiving treatment at Children's Hospital in Los Angeles. Colleagues of Sergeant Martinez (assigned to Population Management Bureau) established a GoFundMe page in order to help provide vital support to Alec and his family during this trying journey. PPOA members have long benefitted from our affiliation with the Fraternal Order of Police (FOP), the world's largest organization of law enforcement officers, with more than 368,000 members in more than 2,100 lodges nationwide. All active PPOA members are part of California FOP Lodge 1.

Important news regarding FOP membership for retired PPOA members: When a sworn PPOA member retires and wishes to reactivate his/her FOP member benefits, the following step must be taken:
To reactivate your membership as a retired peace officer, you will need to pay FOP annual dues of $40 for 2023. To do so, please send an email to the FOP Lodge 1 Secretary: wmwestermann@sbcglobal.net. Be sure to include your full name and advise you are a retired PPOA member requesting membership with FOP.
