Scholarships for Institute for Organization Management available
WSAE is again proud to partner with Institute for Organization Management, the U.S. Chamber of Commerce Foundation's professional development program for non-profit executives, and offer four $500 partial tuition scholarships to one of Institute's 2020 sites. The four scholarships, available to our members, will be awarded to students attending Institute for the first time to assist with enrollment fees and cannot be combined with any other Institute scholarships. Please note, this can be combined with the Premier Investor Discount (PID) and/or Group Rate.

For almost 100 years, Institute has educated association, chamber, and other nonprofit leaders across the country through its national program, highly rated curriculum and high caliber instructors. Thousands of executives have attended Institute sites across the country to strengthen their management skills, learn industry best practices and gain a broad national perspective from peers. Institute has helped them build stronger organizations, become stronger business advocates and better serve their members. In addition, you will earn points towards your CCE or CAE as Institute's curriculum is directly tied to the bodies of knowledge of both industry certifications.

Upon completion of the Institute program, graduates receive the IOM recognition which allows them to use the letters "IOM" in public mention and professional correspondence. The IOM recognition signifies the completion of 96 hours of course instruction in nonprofit management and commitment to the industry.

If you are interested in this scholarship opportunity, contact Michelle Czosek (mczosek@wsae.org) by November 15, 2019, for Winter Institute (January 5-9, 2020, in Tucson, AZ), or March 27, 2020, for Midwest Institute (offered June 7-11 in Madison, WI). For more information about Institute's curriculum, sites, and dates, visit the Institute web site and Prospective Student Toolkit to help you gain insight into the program.

ASAE releases two new tax policy issue briefs
Since the 2017 tax reform, two major tax-related issues have dominated ASAE advocacy: the unrelated business income tax (so-called "UBIT") on parking and transit benefits employers provide employees; and the excise tax, under Internal Revenue Code Section 4960, on certain compensation associations and nonprofits provide senior employees.

Whenever the Fed cuts interest rates, it makes big news. However, does the rate cut matter to your association? Absolutely. It can affect everything from budgeting to real estate decisions.
Labor Department issues final rule on overtime pay
After four years of uncertainty, the DOL has set a new wage threshold up to which employers must pay workers for overtime. On Sept. 24, the DOL issued a final rule that will make overtime pay available to 1.3 million additional workers. The new rule, which will take effect Jan. 1, 2020, will raise the annual salary level at which companies will have to pay overtime to exempt workers from $23,660 to $35,568.  The final rule falls about halfway between the current level and the one initially proposed by the Obama administration.
Nonprofits still seeking repeal of fringe benefits tax
With limited time left in this year's Congressional calendar, must-solve issues continue to saturate the legislative agenda. One such issue - also the center of ASAE public policy efforts - is repeal of a 21-percent tax on parking and transit benefits provided by tax-exempt employers.
California bill treats contractors as employees
A groundbreaking bill passed by the California Senate extends labor protections and employee benefits to many workers previously considered contractors. Associations that use freelancers in the state may need to reclassify them as full-time employees starting in 2020.
Warren proposes tax on 'excessive' lobbying
Democratic presidential candidate Elizabeth Warren came out this week with a plan to aggressively crack down on lobbying in Washington. The proposal would impose a 35 percent tax on annual lobbying expenses above $500,000 for corporations and trade associations. The progressive tax would increase to 60 percent for lobbying expenditures over $1 million and 75 percent for expenses exceeding $5 million.
