AB 2268 (Muratsuchi)
AB 2268 seeks to exempt TK students from being administered either the initial or summative ELPAC for the purposes of English Learner identification. This solution will allow the state to work to identify a long-term solution for identifying and supporting multilingual children in TK programs that is developmentally appropriate. The bill will ensure that the language proficiency of the state’s youngest emerging bilingual students is not evaluated with developmentally inappropriate assessments that could harm their academic and life trajectories. Current Status: Passed Assembly Floor Unanimously; Heading to Senate Education Committee
AB 2074 (Muratsuchi & Alvarez)
AB 2074 would require the department to develop a statewide implementation plan for the English Learner (EL) Roadmap Policy. In developing the plan, the department will be required to identify 3 positions within to develop the plan and to subsequently support LEAs in implementing the plan. Clear and measurable statewide goals of implementation and a system of monitoring and accountability will also be required. Current Status: Assembly Appropriations Committee where they will stay until mid May when all the bills that have a fiscal impact on the state will be dispensed with.
AB 2071 (Carrillo)
AB 2071 would require the state board to develop and adopt a “California English Learner Roadmap: Parent Toolkit” that will be made available to families served by LEAs implementing the EL Roadmap Policy. The bill would require the state board to convene a workgroup to assist in the development of the parent toolkit and to develop forms that may be used by parents of ELs to request services from teachers or administrators as related to the parent toolkit. The bill would also establish the EL Roadmap Implementation Grant Program appropriating $30,000,000 to the program with the goal of locally planning and implementing the EL Roadmap Policy. Current Status: Assembly Appropriations Committee where they will stay until mid May when all the bills that have a fiscal impact on the state will be dispensed with.
AB 2222 (Rubio)
AB 2222 will not advance in the Legislature this year. The bill which would have require changes to teacher training, teacher preparation, and instructional materials based on the Science of Reading, was opposed by CTA and English Learner advocacy groups Californians Together and CABE
