Critical Legislative Deadline Approaches

Tomorrow marks a key legislative deadline - the last day for each house to pass bills introduced in that house. This year is critical one for our industry, with several priority bills of interest with the potential to have great impact on the commercial real estate industry.


In case you missed it: On Wednesday, industry sponsored bill AB 2433 (Quirk-Silva; D-Fullerton) passed on the Assembly floor with a bipartisan final vote of 67-0. AB 2433 streamlines the building permit process by implementing common sense reforms. Learn more by viewing Wednesday's announcement.

Despite strong opposition from our industry, SB 1103 (Menjivar; D-Van Nuys), which proposes detrimental commercial lease mandates, ultimately passed with a vote of 22-10. While this wasn't the outcome our industry hoped for, the bill received strong bipartisan opposition, and we will continue the fight in the Assembly.


Two costly janitorial bills have passed the Assembly despite strong opposition. AB 2364 (Rivas; D-Los Angeles) passed on a 50-10 vote. This bill threatens to create a bureaucratic nightmare with unrealistic cleaning quotas and skyrocketing costs for employers. AB 2374 (Haney; D-San Francisco) passed on a 51-11 vote by the Assembly. This bill would expand the “contractor” definition, leading to higher operating costs for employers.

April 2024 California Employment Report

Our partners at The Center for Jobs and Economy have released their initial analysis of the April Employment Report from the California Employment Development Department. Employment numbers showed positive gains in April, but at relatively modest levels. In the first four months of 2024, job gains have averaged 10,600, better than the 2,300 average loss in the same period during 2023 but below the overall 20,800 average during pre-pandemic 2019.


Employment gains were also modest at 5,800 but were only the second positive posting since last June. Although unemployment also showed little change, California again showed the highest unemployment rate among the states and DC for the third month in a row.
