Maui Wildfire Disaster Recovery Efforts - How Can Your DEC Help?
The Hawaii Pacific Export Council (HPEC) has established a Maui Wildfire Disaster Business Recovery Fund to directly support businesses and exporters impacted by the recent tragedy on Maui caused by wildfires. HPEC has convened a task force to assess the most immediate needs of the business community on Maui and will be deploying funds and resources in the weeks and months ahead to assist Maui businesses as they recover from the Lahaina and Upcountry fires that recently devastated the island.
HPEC will work closely with our four DEC members who reside on Maui, to ensure that the funds are directed in the most efficient manner possible and are not duplicative of existing efforts. Donors will be kept up to date on how the fund is deployed in support of business recovery efforts.
“Tina Yamaki, President of the Retail Merchants of Hawaii, said 176 retail stores burned down and 1,372 retail employees were affected by the Maui wildfires, which is expected to cause $312 million in lost sales.” (Star-Advertiser, August 21, 2023)
Since 2012, HPEC’s programs have directly supported more than $143 million in new sales for businesses exporting their goods and services, supporting over 800 export-related jobs.
HPEC is one of sixty-one District Export Councils across the country that provide support to local firms and businesses looking to enter international markets. These councils work with the U.S. Department of Commerce and other federal agencies to address their community’s needs.

CBP continues to offer live webinars that will be recorded and available for subsequent

Panama Canal’s low water delays could last 10 months impacting U.S. Gulf/East Coast ports

The Panama Canal’s drought induced low water problems are causing vessel traffic jams that could last for the next ten months according to the Athens-based shipbroker Intermodal.
In an exclusive interview with AJOT, Intermodal’s Research Analyst, Chara Georgousi reported that: “According to the Panama Canal Authority's latest update, water-saving measures will be in place for the next 10 months. The effects on supply chains could be further pronounced as the disruption will coincide with the peak holiday season when retailers increase shipping activities to accommodate the upcoming holiday consumer demand.”
While there is no immediate threat to container shipping to and from U.S. East and Gulf Coast ports, container shipping linking the ports to Asia rely on the Panama Canal. If low water conditions persist, the conditions “can have implications … they will be more long term rather near term, not so short term, because for the moment … they (container carriers) do not face immediate consequences ... They appear rather resilient….”

NEW YORK -- A flurry of worker protest videos have surfaced on Douyin, the Chinese version of TikTok, in recent months as slowing demand and supply chain shifts heap pressure on the country's factories.
Earlier this year, a user named Jingjing's Memory posted a video of factory workers standing in front of the gate of Huijuchang Textile in the city of Jiangyin. Text overlaid on the footage reads, "The place I worked at for over 20 years went out of business, now I have no social security and no money."

Secretary Raimondo met with the Advisory Committee on Supply Chain Competitiveness (ACSCC), the Secretary’s chief advisory body that provides recommendations to support U.S. supply chain and economic competitiveness and further the Biden-Harris Administration’s broader export, economic, and job growth goals. During the meeting, Secretary Raimondo thanked the ACSCC’s members for previous recommendations they have provided.
The meeting also served as an opportunity for the Secretary to ask for the ACSCC’s input on key supply chain priorities, including the Indo-Pacific Economic Framework for Prosperity (IPEF); the Department of Commerce’s Supply Chain Center; ongoing U.S.-India supply chain work; and the Manufacturing Extension Partnership.
During the meeting, Secretary Raimondo was joined by National Economic Council Director Lael Brainard; Department of Energy Under Secretary for Infrastructure David Crane; Deputy Under Secretary of Commerce for International Trade Diane Farrell; Assistant Secretary of Commerce for Industry and Analysis Grant Harris; Special Assistant to the President for Economic Development and Industrial Strategy Monica Gorman; Deputy Assistant Secretary for Services Neema Singh Guliani; and Chief Negotiator for the Indo-Pacific Economic Framework for Prosperity Sharon Yuan.

Raimondo says business with China is key but increasingly risky

US Commerce Secretary Gina Raimondo argued that China is driving away American companies by making investments in the world’s second-biggest economy increasingly hazardous.
“Increasingly I hear from businesses, ‘China is uninvestible because it’s become too risky,’” Raimondo told reporters Tuesday aboard a high-speed train from Beijing to Shanghai. “There are the traditional concerns that they’ve become accustomed to dealing with. And then there’s a whole new set of concerns, the sum total of which is making China feel too risky for them to invest.”
The comments by Washington’s top trade promoter underscore that commerce has become one of the main strands of tension between the two powers, even as she and the Chinese officials she met with this week stressed that economic ties are key to sustaining a working relationship.
Raimondo said that US firms face novel challenges such as fines and ambiguity concerning China’s new anti-espionage law, in addition to existing issues including intellectual-property theft and competition with subsidized Chinese firms.

Transatlantic Confidence Index
The third edition of the Transatlantic Confidence Index, issued by BritishAmerican Business and Bain & Company, shows continuing overall strength in the trade, business and economic relationships between the UK and US.

Duncan Edwards, CEO, BritishAmerican Business, said: “This year’s results highlight that confidence in the transatlantic corridor remains strong. This is welcome news and indeed companies on both sides of the Atlantic are calling for greater economic collaboration and trade partnership between the US and the UK. Last week’s talks between PM Sunak and President Biden were encouraging and we hope that the new Atlantic Declaration will lead to further progress in the year ahead.

The CHIPS Act is critical, because the United States only produces 12% of worldwide chips, while US semiconductor consumption is estimated at 33%. The United States economic well-being is dependent upon foreign entities (South Korea, China, and Taiwan) making their chips available to American industry.
