We Have an App for That!

To improve customer service and better respond to resident requests, the City has partnered with GoGov to launch the My San Fernando mobile phone app! 


The My San Fernando app will be the primary method for requesting City services for things like potholes, graffiti, code enforcement issues, illegal dumping, etc., while also connecting residents to other important information. The My San Fernando app is available in both the Apple App Store or Google Play for download.

Spring Jamboree

The Annual Spring Jamboree held on Saturday, March 30, 2024, was a great success! Families, consisting of over 130 adults and 220 children, enjoyed a fun-filled day that included games such as Springo!, arts & crafts, prizes, raffles, food kits and more! The event would not be complete without a visit from the Easter Bunny! It was a great day of endless fun and unforgettable memories for all who attended. Recreation Scholarship Program

The San Fernando City Council established a Recreation Scholarship Program (RSP) to provide financial assistance to families wishing to participate in the fee base programs offered to San Fernando residents. RSP assistance is available to San Fernando residents for all recreational programs offered by the Recreation and Community Services Department, including programs for youth, adults, and seniors. Scholarships cover 50% of the cost of the activity.


To be eligible for RSP assistance you must be a resident of the City of San Fernando. Assistance is available on a first-come, first-serve basis. A brief self-certifying form and a utility bill must be submitted to the Department when registering for any fee base activity. For additional information and eligibility requirements regarding RSP please call (818) 898-1290 or visit:

Youth Basketball

WINTER 2024 SEASON

The 2024 Winter Season ended on March 23, 2024, as the finalist teams dribbled and scored their way to the championship. Coach Jimmy Hernandez led all three divisions to victory. All three teams known as the Bulls showcased their talent and dominance on the court. Congratulations to the 2024 Winter Season Champions! 

NO LIMIT BASKETBALL CLINICS

These clinics offer off-season training and conditioning to help youth ages 7 to 17 sharpen their skills, get better at the game and keep youth engaged and focused on the sport. Sessions will be held at San Fernando Recreation Park on Mondays, during April 2024.

Open Gym Pickle Pall

Open Gym Pickle Ball returned to Recreation Park this month. Join the fun every Tuesday from 6 pm to 9 pm. All equipment is available at the park. Drop in to learn and make new friends through this growing sport.

Lopez Adobe

Tours of the Adobe will shift back to Saturday nights this month with tours on April 27, 2024, from 5 pm to 8 pm, to align with the San Fernando Outdoor Market held in the Downtown San Fernando Mall. Monthly tours on Saturday evenings will continue through December 2024.

3 Wins Fitness San Fernando

3 Wins Fitness is back at Recreation Park! If you are looking to ease into a fitness program that offers great instruction and an encouraging environment then join the team on Monday, Wednesday and Fridays, at 8:15am for this free program. Registration and assessment is conducted on site.

Teens for a Better Community

MONTHLY MEETING

Teens for a Better Community met on Wednesday, March 20, 2024, and TreePeople representatives presented an overview of their organization, highlighting their environmental initiatives and areas of operation. They shared their personal journeys into environmental work and discussed how their roles at TreePeople align with their goals and interests, followed by a Q&A session with the teens. Opportunities for San Fernando teens to engage with TreePeople were presented, including night hikes, volunteering, and community leadership opportunities. The meeting also included interactive activities such as learning about watersheds and a storm water management design proposal near Workman Street, emphasizing community involvement and advocacy. The session concluded with a hands-on activity of cleaning native plant seeds for participants to plant at home.


All high school students are welcome to join in the next meeting scheduled for April 17, 2024, at 6 pm, t Las Palmas Park.

Tutčint Youth Program

Tutčint Youth Programs are Indigenous Youth Empowerment Programs operated out of Las Palmas Park. Enrollment is open at this time. Programs are free for Los Angeles County residents. Summer programming is coming soon, offering opportunities for nature hikes, beach trips, Dodgers games, financial literacy sessions, and much more. 

 

Tutčint Youth Empowerment offers services for students ages 12 to 17, including group workshops, cultural education and enrichment, academic support, and an opportunity for students to learn leadership skills. Tutčint Youth Program's continuum of Services provides direct and indirect services to each individual Youth, Family, and Community. Tutčint aims to create social justice leaders by reclaiming Indigenous Knowledges and focusing on the holistic approach to well-being. 

 

An enhanced service building group upon the Youth Empowerment Program, Pukúu has established the Health Youth Leadership Program (HLP) to engage youth in addressing community health issues using an Indigenous and holistic approach. Youth leaders, ages 14-24, learn transformative youth organizing skills rooted in growth, healing, and personal transformation, all while building community together.

SENIOR FEST

This year’s Senior Fest (formerly known as Senior Expo) is expected to be bigger and better than ever before! In keeping with this year’s theme, “Powered by Connection,” participants will have access to connect with over 30 vendors providing valuable information, free health screenings, art activities and more! Continental breakfast and a healthy lunch will be provided. Join in and participate in honoring  and celebrating senior community members.

SENIOR MEALS

In partnership with ONEgeneration, Las Palmas Park continues to host the Elderly Nutrition Program (ENP) for seniors. Stop by and register with the ONEgeneration team, Rene and Hayle, and enjoy a delicious and nutritious hot meal! Folks that are 60+ can qualify for this free program (suggested donation is $3), Mondays through Fridays. If you know of anyone that is 60+ and is homebound, ONEgeneration can deliver hot meals five days a week! Please call (818) 898-7340 for more information. 


LOS ANGELES REGIONAL FOOD BANK

The Regional Food Bank monthly distribution was held on April 1, 2024, at Las Palmas Park, from 9:00 am to 11:00 am. This program continues to serve seniors age 60+ on a monthly basis at Las Palmas Park. This drive-through food program provides a free food kit containing nutritious items such as meats, canned fruits and vegetables, cereals and grains. The program serves an average of 150 seniors monthly. The next distribution will held on May 6, 2024. MONTHLY BIRTHDAY CELEBRATION

MONTHLY MATINEE

Enjoy a nice afternoon at the Monthly Matinee program featuring one of many great films at Las Palmas Park. Every first Thursday of the month at 12pm, the matinee program is open to the public and invites you to sit down, relax and enjoy a family friendly film.

SFPD Officers responded to a collision at Hubbard St. and First St. One officer detected alcohol on the at-fault driver, who was subsequently arrested for DUI.


MONDAY, MARCH 4, 2024, AT ABOUT 1:40 PM

SFPD Officers responded to a vandalism report in the 400 block of Jessie St. Officers detained two males near the scene, where one admitted to the graffiti. A black spray can and methamphetamine were found and damage was estimated at $1500. One male was arrested for felony vandalism and drug possession.


ON THE MORNING OF MONDAY, MARCH 5, 2024

The LA County Sheriff’s Department, La Crescenta Station, found a stolen FEMA trailer donated to San Fernando City and used by SFPD Explorer Post. It was recovered with minor damage.


SUNDAY, MARCH 10, 2024, AT ABOUT 8:00 PM

An SFPD officer witnessed a reckless driver running a red light. When attempting a traffic stop, the driver failed to yield, leading to a brief pursuit. Subsequently, the driver was arrested for evading police, reckless driving, and possession of nitrous oxide.


MONDAY, MARCH 11, 2024 AT ABOUT 5:30 PM

An SFPD officer responded to an attempted robbery at McDonald’s on Truman St. The victim, a juvenile walking home from school, was targeted. LAUSD Police took over the investigation following the Safe Passage Program protocol.


FRIDAY, MARCH 15, 2024, AT ABOUT 2:52 PM

An SFPD officer responded to a collision at Park Ave and First St. Five juvenile suspects fled the scene. Additional units arrived, apprehending three juveniles. An adult suspect tried to flee but was blocked by patrol units. She was arrested for resisting arrest and contributing to delinquency of a minor. One juvenile passenger was arrested for resisting arrest and released to a relative later.


SATURDAY, MARCH 16, 2024, AT ABOUT 9:15 PM

An SFPD Officer conducted a traffic stop in the area of Wolfskill Street and Pico Street. The driver was subsequently arrested, cited and released for driving without a license, speeding and failing to stop at a stop sign.


SUNDAY, MARCH 17, 2024, AT ABOUT 11:45 AM

SFPD officers responded to a shoplifting report at Vallarta on South Workman St. The suspect was detained and arrested after an investigation.


SUNDAY, MARCH 17, 2024, AT ABOUT 10:10 PM

SFPD officers responded to a fight in the 1200 block of San Fernando Road. Officers found a couple engaged in a domestic dispute and arrested both for domestic violence.


FRIDAY, MARCH 22, 2024 AT ABOUT 4:14 AM

SFPD Officers responded to reports of individuals wearing ski masks in the area of the 1100 block of N. Maclay Ave. Upon arrival, officers witnessed suspects fleeing in a vehicle at high speed. Despite a pursuit, the vehicle was lost on the 118 Freeway due to excessive speed. Upon returning to the scene, officers found a warehouse with a rammed garage door, revealing a large-scale illegal cannabis grow. Approximately 1,400 cannabis plants were discovered, and the operation was dismantled with evidence seized.


FRIDAY, MARCH 22, 2024, AT ABOUT 3:30 PM

An SFPD officer responded to shots fired in the 200 block of Park Avenue, but did not locate any physical evidence. At 4:15 PM, a witness with dash cam footage came to the station, showing a male firing four shots at a white vehicle while walking with a group. The subjects fled eastbound, then northbound through the park.


FRIDAY, MARCH 22, 2024, AT ABOUT 7:38 PM

An SFPD officer received a LoJack activation from a stolen vehicle. The officer found the vehicle parked in the 600 Block of Workman Street with a male suspect nearby. The suspect was detained and later arrested for grand theft auto.


TUESDAY, MARCH 26, 2024, AT ABOUT 10:14 PM

SFPD officers responded to an intoxicated juvenile in the 1900 Block of Seventh Street. They found the subject heavily intoxicated and contacted LAFD, who transported the individual to Olive View Medical Center for medical attention.

SFPD's Parent Academy was held on March 14 and 21, 2024, at Cesar Chavez Learning Academies (CCLA). Discussion topics included the Rights, Roles, and Responsibilities of Parents and Maintaining a Positive Home Environment for Children.

Neighborhood Watch Meeting


The monthly Neighborhood Watch meeting was held on March 20, 2024, in the Council Chambers. Discussion topics included Fraud/Identity Theft Awareness and Prevention and general questions and concerns from residents.


On March 24, 2024, Lieutenant Dominguez held a Senior Citizen Neighborhood Watch meeting at the American Legion. Discussion topics included crimes seniors are more vulnerable to and prevention steps.


The next regular Neighborhood Watch meeting is scheduled for Wednesday, April 17, 2024, at 6 pm, in the Council Chambers.

Downtown Master Plan

The City of San Fernando is developing the Downtown Master Plan. Identified as one of the priorities in the City’s 2022-2027 Strategic Goals, the Downtown Master Plan will help guide the future development and revitalization of the City’s historic downtown area, which encompasses approximately 60 city blocks or 185 acres around San Fernando Road and Maclay Avenue. 

 

While the City’s ultimate goal is to facilitate the long-term success of Downtown San Fernando as a thriving, vibrant, and resilient destination for both locals and visitors, the objectives of this planning effort will be to:


  • Study Downtown San Fernando;
  • Engage the San Fernando community;
  • Develop a community-driven vision for Downtown San Fernando; and
  • Recommend strategies for how to implement the community’s vision.

Homeless Connect Day Success

On March 21, 2024, the City partnered with LA Family Housing to host a special event: Homeless Connect Day at Las Palmas Park! It was a fantastic opportunity for the City, along with partners from the County of Los Angeles and local non-profit agencies, to come together and offer free, comprehensive services to families and individuals facing homelessness. With around 100 attendees and 35 agencies in attendance, the goal was simple: provide essential support and resources to those who need it most. Together, through collaborative efforts, a real difference can be made in tackling homelessness and supporting the community's most vulnerable members.

Utility Assistance

San Fernando residents who are experiencing difficulties with their Edison and SoCal Gas utility bills may be able to qualify for one-time bill grants. The City is thrilled to highlight the remarkable contributions made by Home Again LA (HALA) and North Valley Caring Services in January 2024, supporting and making a positive impact on the San Fernando community.


HOME AGAIN LA

  • One household obtained utility assistance from Southern California Edison;
  • One household obtained utility assistance from Southern California Gas;
  • Seven households utilized Home Again LA's rental assistance program to prevent eviction;
  • Three senior households received health resources through Comprehensive Community Health Centers (CCHC);
  • One individual obtained shelter through LA Family Housing; and
  • Home Again LA attended the Spring Jamboree event and handed out 145 Easter Baskets to children.


NORTH VALLEY CARING SERVICES

  • Offered referrals for essential public benefits and services to 16 individuals; and
  • Engaged in face-to-face contact with 70 individuals.

City Partnership with Home Again LA

Stop by the Business & Community Resource Center at City Hall on Mondays and Wednesdays to connect with a Resource Case Manager from Home Again LA (HALA). HALA is a local non-profit that will be providing essential resources such as connection to public benefits, case management, rental assistance, and transportation resources to individuals and families at risk, or experiencing homelessness.

Los Angeles County First-Time Homebuyer $35K Grants - Greenline Home Program


Are you dreaming of owning a home?


Homeownership has historically been one of the most effective means for wealth building and financial well-being. However, due to longstanding challenges like the discriminatory practice of redlining, this dream has been out of reach for many, especially in BIPOC communities.


To combat the historical injustices of redlining, the LA County Department of Consumer and Business Affairs in partnership with Neighborhood Housing Services of Los Angeles County (NHS) launched the Greenline Home Program.


This initiative offers a $35,000 grant to assist with down payments or closing costs towards the purchase of a home. Our goal? To level the playing field in homeownership and open doors for communities that have been historically marginalized.


WHO CAN APPLY?

  • First-time homebuyers living in Los Angeles County.
  • Residents with low to moderate income.
  • Residents living in high-/highest-need areas.

New Home Loan Program to Help Moderate-Income Buys

A few weeks ago, the LACDA (LA County Development Authority) announced its new Home Ownership Program, HOP120. The loans will assist moderate-income homebuyers earning 120% of the Area Median Income for Los Angeles County in the purchase of their first home. HOP120 provides a second mortgage loan for first-time homebuyers with assistance up to $85,000, or 20% of the purchase price, whichever is less. The loan provides down payment and/or closing cost assistance and is secured with a Deed of Trust and Promissory Note. Eligible properties must be in unincorporated Los Angeles County or participating cities.



To apply for the Program, applicants must use an LACDA-approved participating lender who will submit the application on their behalf. For more details on HOP 120, click here

Outreach for Individuals Experiencing Homelessness

To request outreach, please send an email to City staff at homeless@sfcity.org or call the Outreach Line at (818) 898-1210. Please be sure to include pertinent information in the email, such as a description of the location, date last seen, description of the individual, as well as any specific concerns regarding the person’s well-being. Once reported, City staff and/or a regional service provider will connect with the individual within 24 to 48 hours on weekdays, and within 72 hours on weekends. Call the Police Department at (818) 898-1267 if the individual is trespassing, harassing, or engaging in other illegal activity.

First-Time Homebuyers Loan Program

San Fernando residents qualify for first-time homebuyer’s loan program through the Los Angeles Development Authority’s (LACDA) Home Ownership Program (HOP). The Home Ownership Program provides a second mortgage loan of up to $85,000, or 20% of the purchase price, whichever is less, with 0% interest. Repayment of the loan is required when the home is sold, transfer of title, or home is longer owner-occupied. Eligible properties are single-family homes, townhomes, and condominiums with a maximum purchase price of $700,000.

Neighborhood Clean-Up!! Program

The Neighborhood Clean-Up! Program is now accepting applications! This program is aimed at improving the overall cleanliness and well-being of San Fernando’s neighborhoods and offers qualifying residents a free, one-time service to help improve the outer appearance of their homes and neighborhoods. Services include removal of dead or overgrown vegetation, tree trimming, and assistance with junk or debris removal.

Temporary Moratorium on Artificial Turf

On March 18, 2024, the City Council extended the temporary moratorium on the installation of artificial turf and synthetic grass until April 2, 2025. The temporary moratorium was originally adopted in April 2023. Numerous studies identified that artificial turf and synthetic grass contain a wide range of chemicals that are known to be toxic and harmful to the environment and to residents, especially children. City staff will use additional time to develop a comprehensive Residential Landscape Ordinance including compliance with the State laws on water usage and stormwater management; standards and requirements for hardscape and landscape, private tree protection, and maintenance.

 

The City will be conducting a second workshop with the Southern California Metropolitan Water District (MWD) on their turf replacement program and rebates for tree planting. Upper Reservoir Replacement Project

Pacific Hydrotech, Inc. (Contractor), began modifications of water lines along Hubbard Street, at Dronfield Avenue. The modifications allow for a more direct flow of water through the water system. Additionally, hydrostatic testing was performed to ensure the new reservoir does not have any leakage failures.

Transition to ION Exchange Treatment Plant

On March 6, 2024, the Public Works Department Water Division deactivated the Metropolitan Water District (MWD) interconnection and commenced operations at the newly implemented and permitted ION Exchange treatment plant. The installed treatment plants possess the capacity to deliver 2,000 gallons per minute of treated water, thereby contributing to the reduction in the utilization of MWD water.


The praise is extended to the Water Division staff for successfully undertaking this demanding task. This achievement marks a significant milestone in enhancing the resilience of the water system, and their diligent efforts leading to this point.

Infiltration Project at Recreation Park

The infiltration project at Recreation Park has been effective, particularly during recent rainstorms. The system has reached capacity, prompting the infiltration gates to close and divert water onto the normal storm drain. Once the water percolates into the ground, the gates immediately reopen to continue receiving water. While the SCADA system controlling the gates has generally performed well.

Online Permit Counter

The Public Works Department now has an Online Permit Counter! 


Construction and Non-construction permits are available online that concern the public right of way. Utility Service requests can also be submitted such as sewer dye test, fire flow test, sewer capital fee, and water meter installation, providing customers with an efficient method to apply online and pay online.

Navigating the Rainy Season


As we step into the New Year, it's important to be mindful that the rainy season is still in full swing until Spring. During this period, heavy rains and high winds are expected, and all residents need to be prepared for these weather conditions.


Winds have the potential to cause damage by toppling various items and dispersing debris that was not properly disposed of. This debris may find its way into storm drains and local waterways. The accumulation of litter and debris in drains, coupled with increased rainfall, raises the concern of potential flooding and transport of pollutants. Trash can also reach our waterways without passing through the storm drain system. Wind can lift debris and transport it to our local lakes and creeks. Despite these challenges, there are several proactive measures we can take to safeguard our waterways.


Let's work together to ensure the safety and resilience of our community during this rainy season.


Take Action!


  • Check your local weather regularly for adverse weather conditions such as strong wind and rain.
  • Secure your trash bins to prevent them from falling over with wind.
  • Ensure your trash bins are closed or covered at all times.
  • Inspect your lawn and outdoor areas for any trash or debris and properly dispose of it.
  • Sweep dirt out of curbs and into landscaping to prevent it from entering storm drains.
  • Always pick up after your pet.
  • Do not apply fertilizers before a rain event or within
  • 5 feet of pavement
  • 25 feet of a storm drain
  • 50 feet of a water body

Local Transaction Tax Town Hall

On Monday, March 25, 2024, the City hosted its Local Transaction Tax Town Hall Meeting.

Important Dates for the Fiscal Year 2024-2025 Budget Process


The Fiscal Year (FY) 2024-2025 Budget process officially kicked-off on March 18, 2024, when staff gave a presentation reviewing the City's Annual Comprehensive Financial Report for FY 2022-2023 and an update to the FY 2023-2024 Budget. 


Below are key dates for those community members interested in providing input to the City's Budget process:

Water Services and Programs

NEW WATER RATES

Effective January 1, 2024, water and sewer rates were increased as approved by City Council in September 2019, as part of the “City of San Fernando Water and Sewer Rate Study.” This is the final year of rate adjustments under the current authority. The City will be conducting a new rate study in Fiscal Year 2024-2025. 


February and March 2024 bills were prorated, while the April 2024 will be the first bill reflecting 100% at the new rates. More information regarding the City’s Water and Sewer Services is provided on the City's website: SFCITY.ORG/Utilities/#How-To-Apply-Water.


HOW TO PAY

The City offers a variety of payment options as follows:


By Mail: Payments can sent via mail to: City of San Fernando, 117 Macneil Street, San Fernando, CA 91340.


Night Dropbox: A drop box is available outside the City Hall’s main entrance. We request that all payments be placed in an envelope and that no cash is enclosed. Payments received in the drop-box will be processed by 9:00 am the next business day.


AutoPay: AutoPay is available to all City of San Fernando water customers. It is a direct debit program that works with your bank for a quick and simple way to pay your utility bill electronically. Click Here to download an AutoPay Application.


In Person: Customers are welcome to pay at the Finance Counter at City Hall (117 Macneil Street, San Fernando, CA 91340).


EXTENDED CALIFORNIA WATER & WASTEWATER ARREARAGE PAYMENT PROGRAM

The City has received $482,581 from the Extended California Water and Wastewater Arrearage Payment Program to cover unpaid water and wastewater fees from June 16, 2021 to December 31, 2022. These funds were provided through funding from the State Water Resources Control Board using Federal American Rescue Plan Act.


A letter has been issued to all qualified accounts which have been credited for the authorized grant period.

City Programs: The City offers Low Income Rate Assistance Program. For additional details on eligibility and an application for this program, visit the Low Income Rate Assistance Program Overview, or contact the Finance Department at Finance@sfcity.org or (818) 898-1212.


State Utility Programs: Low Income Home Energy Assistance Program (LIHEAP) is a federally funded program that helps low-income households pay for heating or cooling in their homes. In the wake of the COVID-19 pandemic, the American Rescue Plan Act of 2021 awarded California additional funding to help households struggling to make ends meet, and many Californians in need may qualify.​ ​​LIHEAP can offer a one-time payment to help pay your heating or cooling bills, even if you use wood, propane, or oil.​ In addition to help with paying ​​your energy bill, LIHEAP can also provide in-home weatherization services. Utility Company Programs: SoCalGas has announced $10 million in funding to support low-income families, seniors and small restaurant owners with bill assistance and to bolster community resources for those who may be struggling financially. More information on eligibility and how to apply is available on the SoCalGas Gas Assistance Fund website.

The Language Translation Services Pilot Continues

As part of the Language Translation Services pilot, all City Council meetings will continue to have in-person Spanish interpretation available to ensure everyone can fully participate and stay informed.
