Wednesday Was A Day To Remember

by Michaela Fissel

Wednesday, March 13, 2024, marked a significant day in the history of the Connecticut peer recovery community.

Our wonderful community showed up to give Forty-one spoken testimonies in support of Senate Bill 370: AN ACT CONCERNING PEER-RUN RESPITE CENTERS FOR PERSONS EXPERIENCING A MENTAL HEALTH CRISIS. An additional 43 written testimonies were submitted online. Never before has the peer recovery community received such an outpouring of support for a peer-run alternative to psychiatric hospitalization.

If you are unfamiliar with the term "peer-run respite," The testimony of the dedicated KTP Executive Director, Jordan Fairchild, explains their purpose and importance perfectly. Jordan testified that "Peer-run respites are a community-based alternative to inpatient psychiatric and emergency hospitalization for people experiencing thoughts of suicide, self-injury, and mental health crises. They are staffed by peer support specialists who have similar lived experiences to the people utilizing the respite's services, and provide 24/7 mental health support. Importantly, these programs are completely voluntary and are operated in home-like environments, meaning that peer respites provide comfortable, trusted mental health support without the many traumatic rights removals that occur in inpatient hospital settings. Importantly, peer run respites are considered a harm reduction approach to mental health, as peers working at the respite will not use force when someone talks about suicide, self-injury, voice hearing, or other marginalized mental health experiences."

Before I get into the legislation about peer-run respites, I will speak to the experience.

I've remained involved in the peer community for 17 years since choosing recovery at the age of 21. During this time, I've been involved in many legislative campaigns throughout the recovery community. For nearly two decades, the peer recovery community has taken a position of defense against bills proposed through ignorance, misunderstanding, and fear. This has included annual legislation to enact involuntary outpatient commitment and other laws that use force to limit the liberties of folks who receive a psychiatric diagnosis.

I've also witnessed the leveraging of the peer community to support the priorities of providers seeking greater pay and reimbursement for peer support. We've repeatedly shown up to defend our civil liberties, including the right to bodily autonomy, and to promote the interests of groups that we depend on for employment.

Wednesday was different.

For the first time in the history of our state, people experiencing mental health, addiction, and trauma recovery were directing the conversation. Providers, insurance administrators, policy analysts, researchers, advocates, family members, and allies across industries gathered to listen and uplift our voices. Our shared position challenged the narrow scope of clinical treatment and offered the solution of peer respites as a space that centers choice, empathy, compassion, dialogue, and vulnerability as central to the healing process. As I sat in hearing room 1D, my heart swelled, and my eyes filled with joyful tears as I recognized the remarkable moment we were living together.

Now, onto legislation. If you have not been following the campaign for peer respites (going on seven years strong), here is a brief statement regarding the current bill:

Senate Bill 370 would establish eight peer-run respite centers, including three affinity programs specific for Black, Indigenous, and People of Color, transgender, queer or questioning, intersex or other gender identities, and Spanish-speaking folks, respectively - in addition to establishing

a peer-led technical assistance program to support peer-run respite program implementation and sustainability.

Currently, 15 states have peer respites. Connecticut has none. That needs to change. The peer community has been working hard toward this change, especially with beautiful moments of community support like Wednesday, and there is still much work to do. I hope everyone will take the time to call their legislators when Jordan Fairchild issues the call to action.

Before I close, I would like to thank Emma James Burke, Jennifer Tirado, and Jennifer Henry for courageously stepping into the arena by sharing your story in support of peer respites. Through our collective efforts, AU was featured in an article from Inside Investigator. Here is the Story

POTENTIAL BENIFITS

  • Learn skills to cope and negotiate with voices to build a more positive relationship with the voices.
  • Research shows that control over voices is possible and benefits clinical outcomes.[i]
  • Voice hearers can learn to have pride in their experience and to give their voices personal and positive meaning.
  • Learn to no longer be dominated by ones voices, and make their own choices.

PARTICIPATE IN A MAP INTERVIEW

The Maastricht Interview is a questionnaire that includes questions related to the experience of voice hearing and paranoia.

The interview is a 1:1 approach, and conducted between 6-8 sessions.

The interview encourages the participant to explore the experience of voice hearing, built trust, openness, and understanding in their own experience. This occurs in a structured and supportive environment, led by trained Maastricht’s Guides.

The outcome is a document written fully in the words of the participant, outlines their unique lived experience, as well as identified points of interest to work towards personal recovery.

The act of documenting ones experience can be validating to the Voice Hearer. With continued conversation, ultimately reducing internalized stigma, and promoting social engagement.

VETERAN PEER SUPPORT SERVICES

Peer support services help Veterans who are using mental health treatment services in VHA. Any Veteran can have mental health problems, trouble with addictions, or other related problems. These can all negatively affect their daily living and personal wellness. Peer Specialists are employees who are Veterans. They have personally experienced similar life challenges to the Veterans who are using mental health services in VHA.
