Virginia's Medicaid Managed Care Program

Commonwealth Coordinated Care Plus (CCC Plus) participants will utilize a new website beginning June 1, 2023, to select a Medicaid health plan, learn about benefits, and search for in-network doctors. VirginiaManagedCare.com, which will replace the current CCCPlusva.com website, is organized in a similar fashion. CCCPlusva.com will automatically redirect subscribers to the new website on June 1, 2023.


Members can call the Managed Care Helpline at 1-800-643-2273 (TTY: 1-800-817-6608), available Monday - Friday from 8:30 a.m. to 6 p.m.

Advocacy In Motion

Advocate for the continued payment of personal care attendants to parents of minor children and spouses under the Consumer-Directed model. As we continue to investigate the possibility of our company becoming an agency, we ask that you advocate by: 


  • Finding Your Legislator and tell them you do not want your choice to use the Consumer-Directed model of services to be taken away from you.
  • Taking Action to tell your Representative to safeguard Virginians' right to Consumer Directed Care.
  • Stay Informed to stay notified about future activities, text "SAVEMEDICAID" to 1-855-671-1478.

Consumer Direct Care Network Virginia (CDVA) is holding registration webinars! CDVA is the new Fiscal Employer Agent for people who have Optima Health as their Medicaid plan. CDVA will hold daily webinars to help with the transition from Public Partnership LLC (PPL) and to review:


  • The enrollment procedure
  • Website registration
  • Downloading and enrollment for the CellTrak mobile app


It is critical for EORs, attendants, and clients to attend at least one virtual training to ensure that this transition goes as smoothly as possible.

Consumer Direct Care Network Virginia

(CDVA) 



The Department of Social Services (DSS) initiated electronic submissions for all background checks on June 1, 2023. Attendants will get a "Virginia Central Registry Search Authorization" email from the DSS Portal once the completed attendant packet has been received by Consumer Direct Care Network Virginia (CDVA), allowing them to submit their documentation to CDVA for DSS processing.

Optima Closeout With PPL



The deadline for Optima enrollment with PPL is June 30, 2023. If you are an Optima member beginning July 1, 2023, you must complete the FARF (Fiscal Agent Request Form) with CDCN rather than PPL.


As the Employer of Record, please encourage any attendants who stockpile their timesheets and are with Optima to turn in their timesheets. When 07/29/2023 arrives, PPL will be unable to pay out any Optima timesheets, regardless of whether they were with PPL when they worked. If you have additional questions please call PPL directly.

Cardinal Care Update



Cardinal Care began serving Virginia Medicaid participants in January 2023. Originally, DMAS projected July 1, 2023, would be the consolidation date between Medallion 4.0 and Commonwealth Coordinated Care Plus (CCC Plus). DMAS anticipates that the new Cardinal Care Managed Care contract will begin in late 2023. DMAS will continue to give information on the Cardinal Care MCO contract consolidation date.

Medicaid Renewal Date


After nearly three years, DMAS resumed normal renewal operations in March and has already completed over 196,000 Medicaid renewals. DMAS is working fast to remind members to update their contact information, check their mail, and return any documentation as soon as possible through mailings, emails, and robocalls.

Summer 2023 P-EBT for

K-12 Students


The USDA has authorized Virginia's plan to provide a one-time summer P-EBT benefit to eligible school-aged children in 2023. Beginning July 22, 2023, the Virginia Department of Social Services (VDSS) will issue Summer P-EBT benefits to eligible school-aged children. For each qualified school-aged child, households will get $120.

Camp Fairlee offers a safe and accessible camp experience in which individuals are challenged to explore their full potential, learn new skills, and form new and lasting friendships under the supervision of trained and qualified staff.
