in Observance of Juneteenth Holiday

Juneteenth (short for “June Nineteenth”) marks the day when federal troops arrived in Galveston, Texas in 1865 to take control of the state and ensure that all enslaved people be freed. The troops’ arrival came a full two and a half years after the signing of the Emancipation Proclamation. Juneteenth honors the end to slavery in the United States and is considered the longest-running African American holiday. On June 17, 2021, it officially became a federal holiday.

Men in Child Care


According to the US Bureau of Labor Statistics (2019), fewer than 3 percent of preschool and kindergarten teachers are men.


It is important for children to recognize themselves reflected in their environment, in their race, culture, and language and also their gender. And yet, 50% of the children in child care homes and in early elementary classrooms rarely see their own gender reflected in their teachers and caregivers.

The parent fee waiver has been extended through September 30, 2023


Great news! The Governor signed Assembly Bill 110 (AB 110) into law on 5/15/2023. This law extends the parent fee waiver through September 30, 2023 so families with parent fees will resume paying fees beginning October 1, 2023.


We will be in contact with families as we get closer to the expiration date with detailed information on family fee billing.

Federal Advocacy


Child Action, Inc. staff attended the Child Care Aware of America conference in Washington, D.C. to engage in federal advocacy. We were asking for a $4.38 billion increase in Child Care and Development Block Grant (CCDBG) funding. Additionally, we urged legislators to vote against decreased funding for the CCDBG. During our time in D.C., we met with the staff of Congresswoman Matsui and Congressman Bera.

in Support of SB 380


If signed into law, SB 380 (Limón) will help early learning and childcare providers and families by transitioning providers to a single cost based reimbursement rate, suspends family fees until an equitable family fee schedule can be established, and funds providers using an enrollment based contract earning mechanism.


SB 380 has passed through the California Senate and is now in the California Assembly for consideration.

Child Care Provider Appreciation Day


This year, we saw proclamations recognizing Child Care Provider Appreciation Day from Sacramento County, City of Citrus Heights, City of Elk Grove, City of Galt, City of Rancho Cordova, and City of Sacramento. The proclamations were requested by the newly formed Sacramento County Child Care Coalition, in which CAI serves among the leadership.

Free and Low Cost Vision Healthcare Providers in Sacramento


Community health centers, university clinics, or nonprofit foundations usually provide free and low-cost vision services. Low-cost clinics typically operate on sliding scale fees. They might also have charity programs that allow people to access their services for free.

CDSS also released CHILD CARE BULLETIN (CCB) NO. 21-19E which states that the deadline for child care providers to complete the ARPA survey has been extended from June 1, 2023, to August 15, 2023.  


Child care providers who have not yet completed the ARPA survey: there is still time. Click here to complete the survey and to be eligible to receive ARPA-funded investments, such as $1,442 per child stipends (AB 179).
