T2 Peer Exchange Leads to Local Road Improvements

Woodford County is moving forward with a high friction surface treatment (HFST) on Huntertown Road.


In August 2022, T2 held a Local Road Safety Plan (LRSP) peer exchange to identify, analyze, and prioritize roadway safety improvements on local roads. Our office presented agency specific crash data to everyone in attendance.


One participant, Woodford County Operations Supervisor Tracie Wright, shared the crash summary with county officials and they quickly took steps to implement changes.


Huntertown Road was identified as the road with the highest crash frequency in the county between 2016 and 2020. In working with T2 Outreach Engineer Adam Kirk, applying HFST was identified as the appropriate countermeasure for the circumstances. The project is set to start after July 1 this year.

Gateway Students Graduate From Transportation Construction Certificate Program

Since 2018, T2 has partnered with Gateway Community Technical College and the Kentucky Transportation Cabinet (KYTC) to offer a 96-hour Transportation Construction Certificate Program. The program provides participants with an entry point into the transportation construction field.

Shelly Lindsay-Madrid, who graduated with the latest cohort in May, spoke highly of her experience. Shelly, who prefers working outside to an office job, wanted to continue her career in the construction industry but wasn't sure whether house construction was the right path. She heard about the program from a friend and went for it. Shelly praised the program for opening doors to the concrete and asphalt industries, as well as teaching safety on the job site.

Jeff Hackbart rejoins our team, this time as a T2 Technical Assistant Engineer.


Jeff comes to our team with 20 years of experience as a city engineer and previously served as T2’s Safety Circuit Rider.


In his spare time, he enjoys skiing, hiking, and spending time with his family and friends.

Road safety countermeasures are actions taken to improve transportation safety and therefore decrease the number of injuries and fatalities. These countermeasures can consist of infrastructure, behavioral, or programmatic/policy implementation. This two-hour training will provide an overview of safety countermeasures applicable to local roads with an emphasis on low-cost practices. Discussions include Crash Modification Factors (CMFs), systemic safety analysis, and factors for evaluating and selecting countermeasures.

KTC Research:

Incorporating Variability in KYTC Planning and Project Development

In this project, the magnitude and impact of the uncertainty of collected, estimated, and modeled data is estimated. We focused on two of the most important datasets used as inputs into KYTC project plans, programs, and decisions — safety estimates and traffic counts. We developed tools and procedures for estimating uncertainty in these datasets, and the results will be useful when using these data for project design and prioritization. While data uncertainty is expected to increase with timeframes for estimates (i.e., forecasts), there can be considerable uncertainty even in data collected and measured today.

National Roadway Safety Strategy

The National Roadway Safety Strategy (NRSS) was first released in January 2022. The 2023 National Roadway Safety Strategy Progress Report provides a concise one-year update on USDOT’s efforts to address serious and fatal injuries on our roadways, details our accomplishments related to addressing the NRSS actions in 2022, and identifies USDOT’s new commitments to actions under the NRSS in 2023 and beyond.
