The Logan County Chamber of Commerce is honoring The Leavitt Group of Colorado - Tracey Glissman, Jill Whitman, Doug Stumpf, Becky Workman, Melissa Moos and Russel Adels - as the Business of the Week.

...Kellogg-Ewing-Leavitt began business as Kellogg-Ewing & Associates in 1979 by Will Kellogg and John Ewing to provide insurance coverage for the needs of clients in communities throughout Northeastern Colorado. Larry Eakin joined the agency as a minority owner and office manager in 1980. Kellogg-Ewing & Associates partnered with the Leavitt Group in 1995. The Leavitt Group remains one of the largest private-held insurance brokerages in the nation.

...Doug Stumpf began as a producer in 1986 and purchased ownership in 2000, upon Will Kellogg’s passing. Larry Eakin retired in 2004 and John Ewing retired in 2005 after building the agency for many years. Becky Workman is an agency co-owner and location manager and oversees the entire personal lines business of Leavitt Group of Colorado. Becky began her insurance career in 1997.

...Melissa Moos began her insurance career out of college in 2000 and is the agency farm-ranch specialist. Jill Whitman started with the agency in 2002 and is the commercial lines account manager, as well as other office responsibilities. Tracy Glissmann has been with the agency since 2006, providing clients with their health benefit needs and bond business. Russell Adels has been with the agency since 2019 as an outside sales producer, specializing in commercial and farm/ranch accounts.

...CIA-Leavitt Insurance Agency, Inc. and Kellogg-Ewing-Leavitt Insurance Agency, Inc, merged insurance agencies in February 2021. The locations in Sterling, Alamosa, Colorado Springs and Ft. Morgan transitioned to Leavitt Group of Colorado in May 2022, to serve the insurance needs for communities throughout Colorado.

...Dan Bowers and Gabe Rodriguez from the Colorado Springs location, and Brenda Edgar from the Alamosa location are agency co-owners for Leavitt Group of Colorado and provide sales, direction and vision for the future of the agency.

Polis Signs Workplace Regulations

Gov. Jared Polis signed into law a bill that redefines harassment in Colorado - the conclusion of a five-day period in which he inked four new workplace regulations, three of which received significant changes through negotiations during the legislative session. The story of continuing regulatory increases was one that played out again in 2023, much like it has since Democrats won control over the House, Senate and governor’s office in 2019. This year, however, business leaders working in conjunction with legislators were able to transform a potentially seismic bill and several others that could hamper employers’ operational abilities into laws with smaller impacts that still protect workers. Foremost among the proposals with far-ranging impacts was Senate Bill 172, the Protecting Opportunities and Workers’ Rights (POWR) Act that returned after being defeated in 2021 and failing to get introduced in 2022 because of an impasse in negotiations. Co-sponsored again by Democratic Sen. Faith Winter of Westminster, the bill sought to broaden the definition of harassment beyond the standard of “severe or pervasive” behavior accepted by courts and to make it harder for employers to claim an affirmative defense.

Tax Breaks And Growth Limits

Though Gov. Jared Polis couldn’t get the Colorado Legislature to pass the centerpiece bill to his affordable-housing agenda, he was able to cap a month of bill-signings on Wednesday with two bills that could further his goal of boosting the stock of housing in this state. The Democratic governor signed House Bill 1255, which bars cities from setting arbitrary growth limits, and he inked HB 1189, which offers tax credits to employers who help contribute to workers’ savings accounts to buy homes. Those actions came two weeks after he signed Senate Bill 1, which will boost the state’s ability to sign onto public-private partnerships to develop land that it owns for workforce housing. Those add to several tenant-rights bills including one that limits the size of deposits that apartment operators can charge to new residents, and to an earlier bill he signed to add transparency to the metropolitan districts that are building most of the new single-family housing along the Front Range. But that final collection of new housing laws coming from the 2023 legislative session is likely a quite different one than the governor, housing advocates, business groups or the influx of new Democratic legislators imagined when the session began this year.

The report also charts the progress and status of key issues addressed in the Colorado Chamber’s 2023 Legislative Agenda. At a time when Colorado’s economic competitiveness is slipping on the national landscape, the Colorado Chamber’s work has been more important than ever as the Chamber advocates for a healthy business climate, which starts with good policy at the state level. This legislative session the Chamber secured many victories for its members – from restrictive workforce bills to housing bills and more.

Frant New VP For Consumer Policy

The U.S. Chamber of Commerce has announced the hiring of Nina Frant as Vice President for Consumer Policy, adding to the Chamber’s best-in-class expertise advocating for a smart policy and regulatory environment that supports the economy. Nina joins the Chamber after serving as an attorney-advisor to former Commissioner Christine Wilson at the Federal Trade Commission. She brings with her over 15 years of legal experience in consumer protection and competition policy, including areas related to privacy, data security, and consumer financial, marketing, and advertising practices. “American companies serve consumers—after all, if they fail to do so, they will cease to exist. Unfortunately, too often Washington thinks it knows what is best for businesses and consumers,” said Sean Heather, U.S. Chamber of Commerce Senior Vice President of International Regulatory Affairs & Antitrust. “Having worked in and out of government, Nina understands that policies can be both pro-consumer and pro-business, as markets ensure the interests of both are well-aligned. Her experience will be invaluable to our members as we seek to hold regulatory overreach in check.”
