Legislative Update

Week of June 12, 2023

Legislative leaders have indicated that the House and Senate are still negotiating budget details. Confidence that a budget will be enacted by the beginning of the fiscal year on July 1 has waned due to an impasse on large ticket items like tax cuts and state reserves. Session is now anticipated to continue through mid-July.

House Bill 186, Juvenile Justice Modifications – AB, passed the Senate floor with no opposition. This bill will make several changes that were requested by the Division of Juvenile Justice. It will now go back to the House for concurrence. If the House votes to concur, the bill will go to the Governor’s desk.

As bills continue to travel through various committees, it is important to note that the legislature operates on a two-year cycle. We are currently in the “long” session in which all bills can be considered. Next year, typically mid-May, will be what is referred to as the “short” session and the bills that can be considered is limited. Although we will not officially know which bills will be eligible for the short session until the long session adjourns, bills that made crossover are more than certain to be on that list.
