April 22: No-Cost, Virtual DoD SBIR/STTR Program and Proposal Preparation Workshop

Join us on Tuesday, April 22nd for a no-cost, half-day Department of Defense SBIR/STTR program and proposal preparation workshop. The session will be presented by DoD SBIR/STTR experts, TechOpp Consulting in partnership with the SBTDC, DEFTECH and NC Board of Science, Technology and Innovation.


The DoD distributes the most SBIR/STTR funding of any federal agency, representing 50% ($2B) of all awards. Given DoD's broad technology interests, this session is relevant to small businesses and university researchers across the technology spectrum.

  • How to communicate with technical points of contact before a solicitation is released
  • How to identify solicitations and when they are released
  • Communication during open pre-solicitation period
  • Proposal guidance: what DoD is looking for in strong proposals and how does this compare to other SBIR/STTR funding agencies
  • Commercialization discussion: what does this look like in a DoD proposal
  • Guidance on open topic opportunities

Application Now Open: 2025 SBIR/STTR Bootcamp and Proposal Services

Thirty-five (35) science-focused startup companies will be selected to attend a two-day training program to receive strategic guidance matching the company’s technology to an appropriate agency as well as targeted support to submit a competitive Phase I SBIR/STTR application during the 2025 calendar year and business coaching from “Startup Advisors,” serial entrepreneurs, investors, and SBIR grant writing experts.


Twenty-one (21) selected companies will receive an additional 5-13 hours of 1-1 grant writing support post Boot Camp. Panel presentations will also be incorporated around how to obtain funding from the Department of Defense.

NC SBIR Success: 3C Institute Raises Over $50M in SBIR Funding, Prepares to Launch Quest

Promoting Youth Well-Being Through Evidence-Based Programs

3C Institute’s mission is to promote the health and well-being of youth and families by creating and scaling evidence-based programs and practices. Since its founding in 2001 by Dr. Melissa DeRosier, the company has focused on innovative digital technologies to support social, emotional, and behavioral health as broadly as possible. With an in-house multi-disciplinary team of 40 researchers, software developers, graphic artists, editors, and UX designers, 3C has built and monetized its robust technology infrastructure. 


3C has Received Over 100 SBIR Awards

3C has received more than 100 SBIR awards over the life of the company, totaling over $55M from the Department of Health and Human Services (including NIH, CDC, and ACL) and the Department of Education. 3C has leveraged these SBIRs to grow its technologies and digital capacities in strategic ways, including user-centered and efficacy research to establish high engagement, quality, and effectiveness. 


For companies that focus on social impact, like 3C, it can be extremely difficult to interest investors. SBIR funds were critical for the survival and growth of 3C. Additionally, SBIRs enabled 3C to both develop products and conduct rigorous research to show that each product achieved its intended goals, a true focus on R&D that can be difficult when a company receives investment capital. Further, non-dilutive SBIR funds ensured 3C could maintain its focus on R&D while also marketing and selling its products.  


Transition to a Successful Services Company

In 2008, 3C transitioned to a successful services company, tailoring its SBIR-funded technologies for external clients. 3C now partners with dozens of universities, non-profits, and research institutes across the globe to create and scale custom web applications for behavioral intervention, professional development, and data systems across a broad array of health fields. 


In 2024, 3C embarked on a transformation to expand use of its SBIR-developed software tools. Building on more than a decade of R&D and $10M in SBIR funding, 3C launched Quest as a software as a service (SaaS) product in January of 2025. Quest is a full-feature system for creating surveys, collecting data, managing databases, and visualizing results. Quest uniquely offers built-in developmental accommodations and gamified design elements to make it possible to collect high quality data with children as young as 5 years of age. In effect, Quest reduces time and labor costs for research in the social, emotional, and behavioral health fields, and directly engages youth in the data collection process, so they have a voice in the research and evaluations that affect their lives. Further, Quest is HIPAA and FERPA compliant, unlike some competitors, making it possible to securely collect data with confidence. 


Launching New Products

The company is now replicating this formula with other products. For example, 3C is launching SHARE (Student Health Assessment, Response, and Evaluation), a behavioral health assessment platform for school mental health providers working with K-12 students. SHARE is currently undergoing SBIR-funded pilot testing in school districts across the U.S. and will be released for commercialization in fall 2025. 


SBTDC Assistance

3C first became an SBTDC client in 2003. In those early years, the SBTDC helped 3C navigate both the business world and the SBIR process. Dr. DeRosier participated in multiple conferences, workshops, and roundtables, as well as one-on-one counseling. 3C also benefitted from the SBTDC’s internship program. As the company transitions to a SaaS business, the SBTDC is providing essential consultation and connections to expand globally.

SBTDC Supports Venture Connect Conference

The tech team at CED's Venture Connect, March 26-27.

SBTDC sponsored one of the state’s premier investor events, CED’s Venture Connect, held March 26-27 in Raleigh. Our Technology Commercial Team coached 35 SBTDC clients who pitched at the event and also provided guidance and rehearsals for a wide range of Life Sciences presenters, as part of SBTDC’s 2025 partnership with CED. Venture Connect provides a showcase for emerging technology and biotech companies and allows investors to network and meet founders during a very exciting and fun event. 

I-Corps Customer Discovery Program 

Registration Open for May Cohort

This program, open to both university researchers and small businesses, introduces the concepts of business model generation and the process of customer discovery, while giving you the tools to determine whether your innovation, in its current stage, has product-market fit. The curriculum provides real-world, hands-on, immersive learning around customer discovery, and identifying and validating market opportunities.


Starting on May 8th, the approximately five-week program involves a curriculum immersion kickoff, a weekly online curriculum and a lessons learned report-out. Weekly online sessions are a combination of instructor and team presentations as well as active interactions between the teams, instructors and other teams in the cohort.


In addition to scheduled cohort events, the main activity of the program is customer discovery, where the team leaves the lab to evaluate potential product-market fit and the wider business model. At the end of the curriculum, teams are expected to have performed at least twenty (20) face-to-face interviews with potential customers from their proposed target market(s). The team’s progress in customer discovery will be shared with the entire cohort to facilitate group learning.

Marketplace 2025: May 27-28

Procurement Opportunities for Small Businesses 

Marketplace is a biennial regional “reverse” trade show that allows small business owners like you the opportunity to meet contracting officers from over 50 federal, state, and local government agencies and large prime contractors. It also gives attendees an opportunity to learn more about how to get government contracts through educational workshops.


Marketplace 2025 will be held at the Sheraton Imperial Hotel in Research Triangle Park (Durham) on May 27-28.
