ACEC Florida and AIA are committed to remaining aligned on preserving QBS. In the coming months, we will continue looking for opportunities to work with the Board of Governors to devise these new procurement rules. We aim to address the concerns and challenges faced by the university planners that led to the passage of SB 7026.

Last month I highlighted the passage of SB 7026 during Florida’s 2023 legislative session. This bill included provisions that exempt Florida’s colleges and universities from needing to comply with Florida’s Consultant’s Competitive Negotiation Act (CCNA), codified as Florida Statute 287.055.

ACEC Florida | FDOT Transportation Conference Huge Success

Seven Projects Earn Outstanding Project Awards

Seven FDOT projects were selected for Outstanding Project Awards at the 2023 Transportation Conference held from May 31 – June 1, 2023, in Orlando, FL.


Annually, ACEC Florida recognizes the outstanding achievements of members in carrying out Florida transportation studies and projects. Nominations were submitted from projects in FDOT’s seven districts, Florida’s Turnpike Enterprise and the Central Office.


The awards committee is comprised of ACEC Florida and FDOT representatives.

Ben Watts Partnership & SBE/DBE Utilization Awards

Congratulations to Greg Evans, PE as the 2023 Ben Watts Partnership Award recipient! Established in 2001, this award honors the individual who has made an extraordinary contribution to developing the effective partnership that now exists between FDOT and the engineering consultant community.




And congratulations also go to RK&K as the recipient of the 2023 SBE/DBE Utilization Award! Established in 2004, this award is presented annually and recognizes the non-DBE prime consulting firm that has made the most significant use of DBE sub-consulting firms.

Join the FES | ACEC Florida Joint Energy Committee Meeting on Wednesday, June 21, 2023, at 3:30 pm with guest speaker Kati Austgen, Senior Project Manager, New Reactors at the Nuclear Energy Institute.


Kati Austgen specializes in advocacy for all new reactor technologies, including large light-water reactors, small modular reactors, non-light-water reactors, and micro-reactors. Kati leads the NEI New Reactor Regulatory Working Group, which is focused on providing industry coordination and strategic guidance on key generic licensing and regulatory issues for new reactors.

ACEC Florida Goes to Washington

ACEC Florida participated in the highly anticipated 2023 ACEC Annual Convention & Legislative Summit, which took place from June 11th to June 14th at the prestigious Grand Hyatt Washington in the heart of DC.


As a prominent chapter of ACEC, ACEC Florida was proud to be part of this influential gathering of engineering professionals from across the nation. The convention provided an exceptional platform for knowledge sharing, networking, and collaboration, bringing together industry leaders, policymakers, and experts to discuss critical issues and advocate for the advancement of the engineering profession.

CHW Elevates Anthony V. Caggiano, Jr., PE, as Principal


CHW Professional Consultants, a leading planning, ecological, surveying, engineering, landscape architecture, construction services, and CEI firm is proud to announce the elevation of Anthony “Tony” V. Caggiano, Jr., PE, as Principal and Senior Director, leading the Construction Engineering Services department. Tony, well-known for aligning project stakeholders through effective communication, brings an arsenal of engineering expertise spanning more than 14 years to his new role. His unique blend of specialties, ranging from geotechnical and materials engineering to structural forensic evaluations, roadway evaluations, and quality assurance/quality control, has been a driving force behind numerous successful projects across Florida's public, private, commercial, residential, and infrastructure sectors.

Yang joins Hanson’s Orlando regional office


Yimin Yang, aviation civil designer, recently joined Hanson Professional Services Inc.’s Orlando regional office. He will perform engineering calculations, use computer software for analysis and design and collaborate with senior technical staff. Yang was previously an engineering technician for an engineering firm in Longwood. He received a bachelor’s degree in civil engineering and a master’s degree in transportation engineering, both from Illinois Institute of Technology.

Hanson hires Stephens as senior design technician


Christopher Stephens, senior design technician, recently joined Hanson Professional Services Inc.’s Jacksonville office. He will primarily be responsible for providing design support to Florida infrastructure project teams. Stephens was previously a Florida production lead for a global design and engineering firm in Jacksonville. He received an associate degree from Florida Community College at Jacksonville.


Phillip W. Stevens Named Transportation Business Line Director at CHA Consulting, Inc.


CHA Consulting, Inc. (CHA), an innovative engineering design, consulting and project management firm, is pleased to announce Phillip (Phil) W. Stevens, Ph.D., PE, P.Eng., F.ASCE, has joined the firm as Senior Vice President and Transportation Business Line Director. Phil will provide strategic and operational leadership to CHA’s growing transportation business line, which has seen a surge in recent years to more than four hundred employees tackling some of the most complex highway, bridge and traffic infrastructure projects around the country.
