The following are announcements from Town Council’s March 7, 2023, meeting. Watch the meeting here.
Andell West Update
During the meeting, Christopher J. Corrada, Principal from Riverstone Properties (Goodwin Company), provided an update on the Andell West project. After meeting with stakeholders regarding the project, including EDEN’s, the new owner of Freshfields, Riverstone Properties drafted a new Andell West plan, which addresses the below topics:

Proper infrastructure integration – The new plan improves flow for pedestrians and vehicles.

Architectural harmony to ensure the design mirrors the design of Freshfields Village as much as possible.

Buffering – The new plan allocates a 100-foot buffer along Kiawah Island Parkway and around the South edge of the property, which neighbors Cassique; it additionally added green space to create an internal park.

Fuel Center – Limited the size and made improvements.

Permitted uses – Mirrors Freshfields with some additional restrictions such as housing.
MUSC Update
In 2022, MUSC held a groundbreaking ceremony for a new medical pavilion and emergency department on its property on Seabrook Island Road. However, since this milestone, MUSC has encountered an issue resulting in its delay. At this time, the neighboring property owner still has not granted egress (or access) onto Andell Bluff Road, which is necessary for emergency vehicles. Read more here.

April Town Council Community Drop-In
|
|
As part of the Town's Communication Action Plan, the Town will be hosting its second Town Council Community Drop-In Meeting this Friday, April 7 from 9 AM - 11 AM at The Sandcastle.
Council members Michael Heidingsfelder and Brad Belt will be available to every community member and stakeholder to drop in during the time listed above to allow any community member to:
- Ask questions
- Explain concerns
- Provide any recommendations
- Voice any criticism or areas of opportunity for improvement
This drop-in is an informal, more conversational meeting without an explicit agenda or presentation planned. There is no need to come on time; interested parties can drop in when available. There will be no live streaming or recording of this meeting, but Council will provide a brief summary of the conversations for all community members the following week.

Public Notice from Charleston County Planning and Zoning Department
“The applicant for the Andell Commercial PD has requested a waiver of the one year waiting period before submitting a new rezoning application for this property. This request will be considered by County Council’s Planning/Public Works Committee on Thursday, March 30 at 5:00 PM. This meeting will take place in:
North Charleston City Council Chambers,
2500 City Hall Ln, North Charleston, SC 29406.
If the Planning/Public Works Committee gives it a favorable vote, it will be on the County Council agenda on Tuesday, April 4 at 6:30 PM, which will also take place in North Charleston City Council Chambers.”
The waiver request to Charleston County Council allows the applicant, Riverstone to submit a revised planned development application without waiting one year. Please note the meeting location change as Charleston County Council Chambers is currently undergoing renovations.

Sea Islands Shorebird Festival
|
|
The first Sea Islands Shorebird Festival is a 2-day event (May 11 & 12) hosted and organized by local municipalities, governmental agencies, volunteer groups, and non-profit organizations working on coastal bird conservation and education. The festival celebrates the critically important sites of Seabrook and Kiawah Island for shorebirds, notably for the federally threatened Red Knot, for which these islands play a crucial role during their northern migration.
The festival aims to celebrate shorebirds and the islands they depend on, educate community members and visitors, and raise awareness to protect these magnificent birds and places.
