Four Policy Changes to Help Save Lives in Highway Work Zones
The MN Legislature is currently considering a contingency account for additional work zone safety measures and a study for automated enforcement. Learn about other ways we can advocate for continued safety measures in work zones. The following article was written by ARTBA Chair Paula Hammond.
Six roadway workers were killed March 23 when a driver traveling at high speed collided with another car on Interstate 695 near Baltimore, Maryland.
The force of the crash sent the vehicle barreling into a highway construction zone, causing it to flip. A video from a nearby Maryland Department of Transportation camera makes it clear no one in the pathway of that car had any chance to survive. The loss for the families is devastating and something that everyone in the transportation community also feels.
The names of the fallen should be remembered: Rolando Ruiz (46); brothers Carlos Orlando Villatoro Escobar (43) and Jose Armando Escobar (52); Mahlon Simmons III (52) and his son, Mahlon Simmons II (31); and Sybil Lee DiMaggio (46).

Week 16: Vigorous and Lengthy Debates on Budget Bills Continue
Fresh off the heels of AGC’s Day at the Capitol, the House debated and passed the transportation budget bill this past week. House Session Daily has the play by play of the lengthy floor debate, which occurred over two days with dozens of amendments offered and voted down. The Senate is expected to take it up late next week, and from there a conference committee will be appointed to work out the differences between the bills. For a full comparison of transportation provisions, please see AGC’s Mid-Session Legislative Overview. There have been two significant updates since publication. The Senate removed the 75-cent delivery fee, and lowered the metro area sales tax from ¾ cent to ½ cent in the Tax Committee.
Next week, the House is expected to take up the economic development and labor and industry finance bills, which contains the AGC-opposed bill for imposing strict liability for general contractors. The bill as a standalone awaits a hearing in the Senate Finance Committee and the House Ways and Means Committee.
Other high-profile bills are nearing their final stops in each of the legislative bodies. Legalization of adult-use cannabis is up for a vote on the House floor on Monday, April 24th. Paid family and medical leave bills are nearing their final committee stops in both the House and the Senate.

MnDOT Offers Free Training for Individuals in Highway Construction Trades and Future Careers
MnDOT and its partners provide free workforce training for eligible women, BIPOC people and people facing disadvantage. Participants must be at least 18 years-old, have a valid driver's license and a high school diploma or GED. They must also have skills in basic math and in English reading and speaking.
MnDOT also offers two summer camps to introduce youth to careers in transportation.
Highway heavy laborer training in Rochester
Get hands-on experience in highway heavy construction labor. Gain access to placement assistance and services that help you enter the construction industry. MnDOT offers this training in partnership with Workforce Development, Inc.

Spring load restrictions end in southeast, metro seasonal load limit zones
The Minnesota Department of Transportation will end spring load restrictions in the SOUTHEAST and METRO SLL zones on Monday, April 24, at 12:01 a.m.
Please check with local agencies prior to increasing any weights on their routes. The sign erected on the roadway governs the load limit in effect. Counties, cities and townships may keep load restrictions on their roads beyond MnDOT’s end date. They post signs on all restricted routes. Drivers can get more information by checking county, city or township web sites or making a phone call. By law, drivers must obey what the sign says regardless of what is written in a memo.

Help AGC Improve Highway Work Zone Safety by Completing the 2023 Highway Work Zone Safety Survey
AGC of America and survey partner HCSS are asking all highway and transportation members help improve work zone safety by completing this brief survey. AGC is collecting information on the number, severity, impacts and potential solutions to highway work zone crashes. Results will be used for a media and public education campaign launched the week before Memorial Day to encourage motorists to be more careful in work zones.
