The California Child Care Resource & Referral Network and the California Alternative Payment Program Association are excited to announce that we heard you and we will offer a joint conference in 2023 that has both an in-person and virtual option this Fall!

We are working with the Conference Committee to offer thoughtful, user-friendly options with keynote presentations, workshops, networking opportunities, and connection time with vendors. For those that are ready to connect in-person, we will once again be at the Double Tree Hotel in Sacramento. And for those that are not quite ready for in-person or like the conveniences that come with virtual attendance, we’ll have an option that is similar to the last three years. Regardless of the option that works best for your agency, we look forward to connecting, supporting and partnering with you!

Registration information, along with a preliminary conference program, will be released soon! At that time, online registration will be open, and attendees will be able to select from the in-person conference or the virtual conference. Those that register for the in-person option will also receive access to the virtual conference. Due to the cost of the in-person option, we are limiting the registration to 250. When registration opens, all agencies will have an opportunity to register a limited number of people by a specific deadline. If spaces remain after the deadline they will be made available to interested agencies.

Guest Editorial: Universal Childcare

The COVID-19 pandemic exposed many weaknesses and inequities that exist in California. One of the most profound of them is how important childcare is to making our society and economy work. I believe that Universal Childcare is one of the most consequential issues that must be achieved to unlock the full potential of California residents. As a working parent or single mother, you know firsthand how difficult it can be to balance work and family responsibilities. Your days are likely filled with endless tasks, from getting the kids ready for school to working long hours to make ends meet. The last thing you need is the added stress of worrying about whether you can afford childcare or find a safe and reliable provider.

That's why Universal Childcare is the solution that California needs. By fully funding universal childcare, we can ensure that all families, regardless of income, have access to safe and quality childcare options. This means that you can focus on your work without worrying about your child's safety and well-being.

The benefits of Universal Childcare go beyond just peace of mind. Children who receive quality childcare are more likely to have better outcomes in terms of socialization, education, and health. For parents, having access to affordable and reliable childcare means greater economic security and the ability to work without sacrificing their family's well-being. And for the economy as a whole, universal childcare leads to increased productivity, higher earnings, and a stronger workforce.

Unfortunately, the reality in California is that 60 percent of all residents live in a child care desert, meaning there is a significant shortage of available childcare providers. This is especially true for low-income families, with 72 percent living in areas without enough licensed child care providers. As a result, only one childcare slot is available for every four children with working parents in California, according to KidsData. This lack of access to childcare is associated with fewer mothers in the workforce, with 67 percent of mothers of young children participating in the labor force in California.

It's time for California to fully fund universal childcare and invest in our children's future and our state's economy. As a working parent or single mother, you deserve access to safe and reliable childcare for your child, and you deserve the economic security that comes with being able to work without worrying about your child's safety and well-being. Let's make sure that budgets and policy reflect our values in California and prioritize our children's future by fully funding universal childcare.
LAST WEEK - RECAP

On Thursday, April 13, at 9:30 am, the Senate Budget Subcommittee 3 on Health and Human Services's hearing included child welfare services, and child care and development.

During the hearing, CAPPA CEO, Denyne Micheletti Colburn, presented to the committee Issue #7 in the hearing's agenda, which was related to increasing the reimbursement rate for APPs for administrative and support services from 17.5 percent to 22 percent of the total contract amount.

Child Care Fact of the Week

Question: What is the status of the $1,442 per child one-time stipends approved in 2022?

Answer: As of this writing, the funds from the California Department of Social Serivices have not been released to the Foundation for Community Colleges to then release to the community based Alternative Payment Programs (APPs).

It must be made clear that APPs are getting a lot of calls from frustrated providers wanting to know where their stipend funds are. We underscore that APPs share your frustrations and concerns and understand how important these dollars are to providers. However, the understanding is that the APPs will not receive these funds from the state to then get our to providers until the Summer.

Next week, Congress returns to DC after their 2-week Easter recess. When Congress returns, they will be busy continuing their work on FY24 appropriations. As we previously reported, the GOP budget leaders in the US House are continuing to press for significant cuts to domestic program investments. In an effort to force negotiations, Republicans are considering holding off on raising the debt ceiling until their demands for budgetary reductions are satisfied, which would prohibit the Treasury from paying the country's obligations. This would result in a reckless and unprecedented default on our national debt, which would further destabilize the US economy and drastically alter the lives of everyone, including the families, early educators, and children that are already facing economic challenges. In addition to holding the country's economy hostage, these cuts would also seriously jeopardize the welfare of families, early educators, and children by forcing damaging reductions in the services and supports that so many rely on. One recent analysis found that proposed cuts could force more than 100,000 children to lose child care subsidies and more than 170,000 children to lose Head Start and Early Head Start services. At NWLC, we’re continuing to educate Senate staff on the need for additional investment in child care and early learning programs through the aforementioned annual appropriations process, especially as states are running out of the American Rescue Plan (ARP) funds, with some expiring in September of this year. We are also closely tracking the debt ceiling negotiations and potential cuts to federal child care and early learning programs.

This Tax Day (April 18th), MomsRising, National Women's Law Center, Americans for Tax Fairness, Care Can't Wait and Caring Across Generations created a Care Economy #TaxDay2023 Toolkit to emphasize the connection between raising taxes on the wealthy and mega-corporations, and creating a strong care economy that supports and funds childcare, paid leave, and care for the aging and people living with
disabilities.
 
On Tuesday, April 18, we urge all our partners to use the toolkit's sample graphics and language in an all-day social media storm, as well as in press statements, speeches, and newsletters. (Note: right now there are Twitter size graphics but we will also be adding Instagram and Facebook sizes by Monday).

Blog Post - Family-Friendly Applications are Key to Equitable Access in Child Care

While the process for finding child care is often difficult and daunting for families, the application for child care assistance doesn’t have to be. Families, especially those with low incomes—along with those who are Black, Latino/Hispanic, Indigenous, and immigrants—face significant challenges in finding care that is accessible and affordable. Once they find care, families must also navigate complex eligibility rules to find out if they qualify for assistance. The application process creates unnecessary administrative burdens not only for families but also for states.   
 
The federal Office of Child Care (OCC) has created a new guide for state child care agencies on how to create family-friendly child care applications. This effort was informed by interviews with child care providers, regional child care assistance offices, families who applied for child care assistance, teams across the Department of Health and Human Services, and advocacy groups.  
 
Primer - CHIPS and Child Care in America’s Silicon Heartland

This week, Action for Children released CHIPS and Child Care in America’s Silicon Heartland.
 
 
The new primer is intended to start the conversation on the Department of Commerce Workforce Development Planning Guide – Guidance for CHIPS Incentives Applicants, to assist applicants like Intel in central Ohio in creating and implementing a successful child care plan as required by the Department of Commerce.
 
To develop this primer, Action for Children convened focus groups of family child care and center leaders, as well as journeyed and apprenticed tradespeople who are parents, and women in construction management. We thank them for their time sharing their experiences and expertise. They were all awesome. Happy to tell you more about it if you’d like. You’ll see their voices and recommendations throughout.

We want to help semiconductor manufacturers like Intel embrace the idea that there’s no one recommendation because there’s no one family or family need. Workers will be commuting from near and far, at shifts around the clock and around the calendar, and with children ranging from infants to school-age. Job quality, housing and transportation are crucial considerations too.
 
We don’t think it is the responsibility of Intel and other CHIPS Incentive Program applicants to solve all that is needed in and around the child care sector, and this doesn’t take the place of the robust federal investments we all seek. Still, there is a role at every level and investing in child care through the CHIPS Act initiative is an opportunity to ensure the success of chip makers and the success of thousands of workers and their families.

RAPID Survey - High Material Hardship Persists for Families With Young Children

Please see the latest fact sheet from the RAPID Survey: High Material Hardship Persists for Families With Young Children. RAPID data show a consistent increase in the rate of material hardship for households with young children over 2022, including a peak in December 2022, with 47% of households reporting hardship in at least one area of basic need (food, housing, utilities, etc.). This is the highest level since RAPID began collecting this data in April 2020.
 
Other findings include:
  • The upward trend in material hardship began in April 2022 and reached as high as 44% of households with young children in July 2022.
  • Since July, this rate has held steady at around 40%.
  • In December 2022, the material hardship rate spiked to 47% and all areas of hardship increased in December. Difficulty paying for well-being needs (defined as mental health, recreational, community, etc.), food, and utilities increased the most.
  • Black and Latinx families and families below 400% FPL reported the most substantial increases in hardship in December.

Interactive Tool - New interactive tool illustrates decline in home-based child care

Although home-based child care (HBCC) providers care for almost one third of children under age 5 in the United States, the number of HBCC providers has declined by 25 percent over the past decade. Child Trends’ new interactive map from researchers Yuko Yadatsu Ekyalongo, Weilin Li, and Audrey Franchett illustrates the decline in the number of HBCC providers by state from 2010 to 2019, as well as trends in online reviews (i.e., positive versus negative reviews) for all child care providers. States can use this tool to understand the implications of the HBCC decline and to strategize ways to support HBCC providers.

Blog Post - New Study of Family, Friend, Neighbor, and Nanny Care in California

Our latest blog post announces the early results of our 2022 survey of family, friend, neighbor (FFN) and nanny caregivers. 
 
Highlights include:
  • Nearly two thirds of caregivers in our sample look after two or more children.
  • Seven out of ten nanny caregivers are related to some or all of the children in their care. 
  • One out of five caregivers has been providing care for more than 15 years.
 
Through this project, we aim to learn more about caregivers’ experiences, strengths, and challenges. The study aims to uplift FFN and nanny caregivers and their value to families, and inform policy conversations in California and beyond.
HHS Launches the First National Early Care and Education Workforce Center

The first-of-its-kind National Early Care and Education Workforce Center is being launched by the U.S. Department of Health and Human Services.

The National Early Care and Education Workforce Center’s research and technical assistance activities will work together to build a career pipeline for the early care and education workforce, including support for pursuing credentials and degrees while maintaining the sector’s diversity and identifying and implementing sustainable ways to increase workforce compensation and benefits.

The Administration for Children and Families within the U.S. Department of Health and Human Services (HHS) awarded a cooperative agreement to establish and operate the National Early Care and Education Workforce Center for the next 5 years to Child Trends, the Center for the Study of Child Care Employment, BUILD Initiative, ZERO TO THREE, the University of Massachusetts–Boston, and the University of Delaware.

The Budget also funds a Federal-State partnership that provides high-quality, universal, free preschool to support healthy child development and ensure children enter kindergarten ready to succeed.

Reforming CalWORKs Sanctions Can Better Support Children and Families

All California children deserve to grow up in a state where their basic needs are met. CalWORKs is a key part of the California safety net designed to provide families with low incomes financial support to meet their basic needs. However, state policies that reinforce counterproductive federal work requirements limit families’ access to this program. These policies include penalizing CalWORKs parents who are not meeting program requirements by imposing unnecessarily harsh sanctions that reduce their monthly grants.

On average, the families of 60,000 children are affected by sanctions each month.1 For typical CalWORKs single-parent families, sanctions can cut monthly grants by about $120, and a single-parent family with two children can lose up to a maximum of $235 each month. If the family’s grant is reduced by sanctions for an entire year, they can lose up to $2,820 annually — or about one-fifth of the total income they would otherwise receive from CalWORKs to pay for their basic needs.

Child Care and Development Division Update: AB 179 - $1442 Stipends

The purpose of this message is to acknowledge your concerns about the urgent need to receive the $1,442 per child stipends authorized by AB 179. The California Department of Social Services (CDSS) is working as quickly as possible to finalize a necessary contractual agreement to distribute these stipends. We anticipate that the stipends will be distributed to providers in summer 2023.  

CDSS understands the importance of this funding for providers and for the sustainability of your child care operations. As soon as more specific information is available regarding the release date, it will be shared.
  
If you have not already, please take the following steps to ensure that you receive your stipend. 

  1.  In order to receive your stipend, you must complete the American Rescue Plan Act (ARPA) survey which closes on June 1, 2023. 
  2. Please visit our subsidized stipend webpage for more information about these stipends and reach out to your Alternative Payment Program if you have questions about your eligibility for the stipends or the ARPA survey.    

The California Department of Social Services (CDSS) continues to deliver important programs to support California’s most vulnerable residents.
 
Key CDSS achievements for the quarter:

Support for Children and Families
  • Licensed Family Child Care Home Incentives: The Budget Act of 2021, as amended by AB 131 (Chapter 116, Statutes of 2021), also included License Incentive payments for Family Child Care Home providers licensed since June 28, 2021, through June 30, 2023. The CDSS is distributing $500 incentive payments to new eligible licensees who meet the requirements to remain actively licensed for 12 months of service. Data for total eligible providers who meet incentive requirements are pending after the close of the state fiscal year on June 30, 2023.

  • General Child Care and Development (CCTR) Funding: The CCTR Program is a subsidized child care program that serves children from birth to 12 years old, as well as older children with exceptional needs. The Fiscal Year 2022–23 CCTR Expansion funding was recently made available for child care centers, family child care home education networks, and public agencies (such as school districts) to expand existing CCTR programs or to open a new program. The CDSS reviewed all CCTR applications and notified awardees in February. Funding will be available in April to awardees with active licenses to provide full-day/full-year services. The funding was prioritized for programs that serve infants and toddlers and in areas with a low supply of child care.

The purpose of this Child Care Bulletin is to notify counties and child care and development contractors of the implementation of Provision 8 of Section 146 of Assembly Bill (AB) 179 (Chapter 249, Statutes of 2022), signed by the Governor on September 6, 2022, regarding the distribution of flat-rate, one-time stipends to child care providers in the amount of $1,442 per child enrolled in specified state-subsidized child care and development programs in the month of April 2022. The stipends are meant to help with hardships caused by the COVID-19 pandemic.

The transition of child care and development programs from the California Department of Education (CDE) to the California Department of Social Services (CDSS) supports the State’s approach to strengthening our child care and development system to be more comprehensive, high-quality, and affordable.

This quarter, CDSS worked to maximize access to child care that is trauma-informed and free of hate, racism, and bias. The Department launched two free online courses on implicit bias and trauma-informed practices. CDSS has also started to plan for the development and governance of the Early Childhood Integrated Data System (ECIDS).

Next quarter, the department looks forward to partnering with CCPU to work toward the development of a new MOU and awarding the second round of CCTR expansion funding. CDSS will also submit an official letter requesting pre-approval from the Federal government’s Administration for Children and Families (ACF) for California to move to an alternative methodology to inform state child care subsidy rates.

Solano Family & Children's Services
Community based public and private Alternative Payment Programs (APPs) support the needs of working moms and dads with access to child care and other supports earmarked to lift families up from poverty. During the pandemic, these programs have distributed emergency essential worker child care vouchers, family child care and center stipends & PPE, diapers, food and clothing. Throughout California, these APPs may also support parental choice to CalWORKs Stages 2 & 3, preschool and center-based programs, general child care, After School Education and Safety (ASES), Child and Adult Care Food Program (CACFP), Family Child Care Home Education Networks (FCCHENs), transportation, behavioral & mental health services, respite, regional centers, health and safety, 21st Century, resource libraries, and Trustline.
