Government Affairs: Upcoming Budget Address, Key Issues & More
As 2025 starts off strong, our Government Affairs team is ready to face the challenges that come with a new slate of legislative priorities. On February 18th, Governor Evers will host his biannual Budget Address to the Wisconsin Legislature. He is expected to discuss lowering costs for Wisconsinites, addressing childcare shortages, and keeping our communities safe.
A key issue we will be monitoring closely this year is protection of the Tax Levy Freeze. With property taxes being the highest tax in Wisconsin, maintaining this freeze is crucial for supporting affordable housing and sustaining business profitability. In addition to this freeze, RASCW will continue to monitor legislation and local proposals to make our communities better for everyone.

New NAR Fair Housing Requirement
In 2023, the NAR Board of Directors approved a motion requiring all active REALTORS® to take a fair housing course every 3 years. This requirement began January 1st, 2025 and will be due on December 31st, 2027. Members that do not meet this requirement by the deadline, will have their membership suspended. REALTOR® Emeritus are exempt starting the year after approval from the NAR Board of Directors. Fair housing courses taken before Jan. 1st, 2025 will not be counted towards this new requirement. Courses will only count towards one cycle and will need to be retaken after their due date.

Fair Haven (Course Code FHVN) This is a online, free, self-paced course hosted by NAR. NAR will add these records to M1.

Bias Override (Course Code BOVR) This is live and offered both in-person and online. It is created by NAR and they will add these records to M1.

At Home with Diversity Course Only (Course Code HWD) Members can take the NAR AHWD course without earning the certification. The "course only" option will count as a fair housing course. NAR will add these records to M1.

At Home with Diversity Certification (Course Code AHWD) NAR certification NAR will add certification in M1. Note: this can only be used once per cycle.

Fair Housing Course (Course Code FAIRH) Your association can develop their own fair housing course for this requirement. However, they are then responsible for adding this course code to M1. Please email member@wisre.com to have your completion added to your record.

*Please Note: C2EX Endorsement alone is not an option for this requirement. However, completing the Fair Haven course is part of the C2EX Endorsement.

December Market Statistics
The December housing marketing across the 18-county region has shown notable shifts compared to Dec. 2023. New listing inventory experienced a decline compared to 2023, with fewer homes coming onto the market. Despite this, the number of sales rose, reflecting continued buyer activity and demand in the region.
