Medi-Cal Renewals Impact Nearly 1M OC Residents

On April 1, the County of Orange Social Services Agency (SSA) started renewing members’ Medi-Cal, requiring them to verify their eligibility for the program. The annual renewal process, which was suspended during the pandemic, could result in thousands of people losing their health care coverage.


To avoid gaps in coverage, members should report any changes to their name, mailing address, email address and phone number, so SSA can contact them. Renewals will be based on the month they first enrolled in Medi-Cal. Members will either get a letter saying they were renewed automatically or a renewal form in a yellow envelope to complete. If they receive a renewal form, they must submit their information within 60 days online, by phone, in person or by mail. Encourage members to take action to keep their Medi-Cal by calling SSA at 1-800-281-9799.


CalOptima Health launched a Medi-Cal renewal communications toolkit for community partners to use. The toolkit includes information and resources about the renewal process you can share with members and community stakeholders through your communication channels and social media pages, including:

  • Brandable flyers and posters
  • Social media messages and graphics
  • FAQs
  • Newsletter articles
  • Text messages


CalOptima Health will send text messages to members in their preferred language. The messages will keep members updated on each step of the renewal process. The text messages will allow members to update their information through their mobile device. Community partners can help by letting members know to expect these messages.

Street Medicine Program Launched in Garden Grove

On April 4, CalOptima Health hosted a press conference in partnership with the City of Garden Grove and Healthcare in Action to discuss the launch of its new street medicine program. The program is the first of its kind to deliver comprehensive health care to individuals experiencing homelessness in Orange County. “[Healthcare in Action providers] will deliver this primary care-type service on the streets, in real time, where people are and to our CalOptima Health members,” said Michael Hunn, CalOptima Health CEO.


The mobile doctor’s office will canvas the Garden Grove community to reach up to 200 unhoused CalOptima Health members living in parks, under freeways and other unsheltered spaces. Medical teams will provide primary care, behavioral health services, case management and much more, with the goal of building rapport first and delivering health care next. Ultimately, the goal is to help members get securely housed. 


“There is no more powerful medicine than housing,” said Kelly Bruno-Nelson, CalOptima Health Executive Director of Medi-Cal/CalAIM. “That’s why connecting to housing is one of the primary goals of this program — because housing is health.”

2023 Member Reward Programs for Medi-Cal and OneCare Members

CalOptima Health offers adult health rewards to eligible members for taking an active role in their health.


Medi-Cal members: 

OneCare members:

  • Members can claim their rewards by completing and submitting the reward form found on CalOptima Health’s website, www.caloptima.org/healthrewards.
  • Medi-Cal members can call Medi-Cal Customer Service at 1-714-246-8500, toll-free at 1-888-587-8088 (TTY 711) to have a form mailed to them.
  • OneCare members can call OneCare Customer Service toll-free at 1-877-412-2734 (TTY 711) to have a form mailed to them.
  • Annual Wellness Visits and COVID-19 gift cards will be automatically sent to members without a reward form.  
  • Members may participate in each reward program only once per calendar year.
  • It may take up to eight weeks after receiving reward forms for gift cards to be mailed to members.
  • Kaiser Permanente members are not eligible for these health rewards. Kaiser Permanente members may only participate in the COVID-19 Vaccine Member Health Reward. 

OCBJ Health Care Roundtable Features CalOptima Health CEO 

The Orange County Business Journal (OCBJ) featured CalOptima Health CEO Michael Hunn and other leaders in a roundtable discussion on healthcare trends in Orange County. The roundtable shared insights on several key issues, including what local health care organizations are doing to promote prevention and early diagnosis, how they’re delivering and enhancing health care services for those experiencing homelessness, and efforts to improve health equity. The issue also featured CalOptima Health’s new ad campaign.

CalOptima Health Welcomes New Medical Director

Steven Arabo, M.D., joined CalOptima Health as a new Medical Director responsible for serving members in OneCare, working on quality improvements to raise our Star rating and collaborating with others on behalf of members through the interdisciplinary care teams. A board-certified internal medicine physician, Dr. Arabo comes to CalOptima Health with 15 years of experience in clinical leadership positions, with expertise in utilization management and quality management. Most recently, he was a medical director for BlueShield of California Promise Health Plan, focusing in the San Diego area on overseeing the insurer’s Medi-Cal programs, skilled nursing facility relationships and provider network expansion. Prior to that, he served as a physician executive for CareMore’s Medicare Advantage plan. Dr. Arabo began his career as a hospitalist, providing direct care to patients at PIH Health Whittier Hospital. Dr. Arabo graduated from Universidad Autonoma De Guadalajara Facultad De Medicina and completed his internal medicine training at LAC+USC Medical Center. He is fluent in Spanish and Arabic.  

Department Spotlight: CalOptima Health OneCare


On January 1, 2023, CalOptima Health reintroduced OneCare (HMO D-SNP), a Medicare Medi-Cal Plan, to the community and welcomed members formerly in OneCare Connect. OneCare is the only plan in Orange County that combines Medicare and Medi-Cal benefits in a single plan to make members’ health care easier. 


Leading the effort to inform potential members about OneCare’s benefits is the OneCare Sales & Marketing department. The team handles member outreach and education and provides enrollment assistance into OneCare. Eight bilingual insurance agents, known as Community Partners, conduct daily outbound calls to members that are new to Medi-Cal or Medicare; to Medi-Cal members who are turning 65, and to existing Medi-Medi members. They schedule telephonic or in-person appointments to discuss OneCare at times and places convenient for potential members. Community Partners also conduct outreach and education to providers, medical groups, health networks and community-based organizations. 


To increase enrollments, CalOptima Health now contracts with Field Marketing Organizations, allowing their subcontracted independent agents to enroll members into OneCare. As of April 1, OneCare membership has grown to 17,533. Prevention

Individuals can lower their risk of getting cancer by making healthy choices. Consider these cancer-prevention tips:

  • Don’t use tobacco
  • Protect your skin from the sun
  • Eat a healthy diet
  • Maintain a healthy weight and be physically active 
  • Practice safer sex and avoid risky behaviors
  • Get immunized (HPV and hepatitis vaccines)
  • Know your family medical history and get regular cancer screenings

Early Detection

Early cancer screenings can help find cancer cells before they spread to other areas of the body. Keeping up with your screenings can help with early detection and avoid delays in treatment. Below are a few screening tests that should not be delayed:

Manage High Blood Pressure

Checking blood pressure is important. If blood pressure stays high for a long time, it could lead to kidney disease, heart attack, stroke or a memory problem called vascular dementia. Since high blood pressure often has no symptoms, blood pressure should be checked regularly. There are blood pressure monitors that can be used at home. It can result in one of the following readings:

Other ways to manage blood pressure include:

  • Taking medication prescribed by a doctor
  • Making lifestyle choices such as quitting smoking, exercising regularly, and eating a healthy low-salt diet
  • Regular doctor visits

Temporary COVID-19 Medi-Cal Program Ending

The COVID-19 Uninsured Group Program — a temporary Medi-Cal program providing access to coverage for medically necessary COVID-19 testing and treatment services at no cost to individuals — will end on May 31. Those currently enrolled in the program may be eligible for comprehensive health care benefits and services through CalOptima Health Medi-Cal after it ends. Apply for ongoing coverage by calling SSA at 1-800-281-9799. 

Health Rewards Encourage COVID-19 Vaccination

Eligible CalOptima Health members age 6 months and older can get up to a maximum of four $25 gift cards (one gift card per recommended COVID-19 vaccine dose) if the first dose is started by June 30, 2023. Please note that members must be eligible on the date of their vaccination to receive the gift card(s). Members in Long-Term Care and the CalOptima Health Program of All-Inclusive Care for the Elderly (PACE) are not eligible for the COVID-19 Vaccine Member Health Rewards Program.

Community Partner Highlight: The Delhi Center

The Delhi Center is a private, non-profit community-based organization established in 1969 whose mission is to advance self-sufficiency through sustainable health, education, financial stability, and community engagement programs. The Delhi Center is a full-service center serving Orange County, and the City of Santa Ana, with a particular focus on the residents of the Delhi community. The Center is well-respected and well-known for providing programs and services that meet the community’s needs. The Delhi Center provides several Youth Programs, Non-School Day Camps for children, Senior Services, a Mobile Clinic, Leisure Classes, Financial Education for families, and two Food Pantry Programs, which includes a food distribution every Monday from 10-11:30 a.m., and pantry hours from Monday at Noon through Saturday, during operating work hours. Additionally, the Delhi Center assists their clients with reducing their utility bills (gas, electricity, home phone and cell phone), as well as obtaining low-cost home internet.
