109th APP ANNUAL CONFERENCE
August 13 to 16, 2023 in Long Beach, California

We've officially started the countdown for the APP's 109th Annual Conference, hosted by the Port of Long Beach! With only 100 days to go, we encourage you to start making plans to attend. The POLB/APP Conference Committee has developed an amazing program that not only showcases one of the most beautiful and exciting port cities in the world but provides a relevant agenda focused on key issues for all ports.

  • Skylinks at Long Beach Golf Course -- Located just south of Los Angeles in Long Beach, California, Skylinks at Long Beach Golf Course is the premier course in the area. Voted “Readers’ Choice Best” by the Press-Telegram Long Beach, this 6,909-yard par 72 championship course is owned by The City of Long Beach and designed by leading golf course architect Cal Olson. It features Bermuda grass fairways, wide-open links-style play, and superb Bentgrass and Poa annua greens.
  • Tour of La Brea Tar Pits -- As a special treat and thanks to the sponsorship of the Port of Umatilla, we’re organizing a trip to La Brea Tar Pits! Guests will first enjoy the Titans of the Ice Age — a 3D adventure film, narrated by Christopher Plummer, that takes guests on a tour of an icy world with magnificent saber-toothed cats, dire wolves, giant sloths and, of course, iconic mammoths that lived 10,000 years before modern civilization.
  • Welcome Reception: Harbor Sunset Tour -- Departing from the Hotel Maya dock, APP Conference guests will enjoy water-side views of Long Beach Harbor — the first opportunity to see Port of Long Beach operations in action.
  • Dinner at the Aquarium of the Pacific -- Conference Host Port of Long Beach and Southern California’s largest Aquarium are rolling out the red carpet for APP Conference Guests! What better way to pay homage to the Pacific Ocean than to enjoy dinner at a gathering place that celebrates the diversity of one of the most important oceans on the planet. Guests will have the opportunity to explore over 100 exhibits, representing all aspects of the Ocean — from the frigid waters of the Northern Pacific, to the temperate Southern California/Baja region and the warm coral reefs and lagoons of the Tropical Pacific.
  • Tour of Port of Long Beach and Long Beach Container Terminal -- Guided (and commentated) bus tours of operations at the Port, including the Long Beach Container Terminal, will give attendees a first-hand look of operations with detailed descriptions of best practices and innovations that have been highlighted during conference plenary sessions.

Focus on the issues
Presentations and plenary sessions at this year's conference are designed to maximize your learning experience but also provide opportunities for engaging discussions. Here's just a sample of the sessions confirmed to date:
  • MARAD Town Hall -- led by Gus Hein, Gateway Director, Mid-Pacific Region, U.S. Maritime Administration, this panel session sets the stage for attendees to learn and discuss the challenges, issues and opportunities today.
  • Port Member Updates -- Traditionally held during the APP Annual General Meeting, we’ve moved this session to the first day so that activities and issues raised can resonate throughout the entire conference. Port Members should be ready to provide a five-minute update for their jurisdiction.
  • M5 Marine Highway -- Spanning from northern Washington to southern California, the M5 Marine Highway provides an alternative to land-side transportation services to reduce congestion and greenhouse gases. Transporting goods by barge or ship along the navigable waters of the U.S. west coast is proving to be eight times more efficient than tractor-trailers and double what is achievable by rail. Mr. Hein will lead a panel of port representatives who will look at the many benefits the M5 has brought to their jurisdiction.
  • FEMA's Distribution Overview and Importance of Pacific Ports (presented by Michael Legler, Transportation Planner, Federal Emergency Management Agency) -- The scope, scale, and pace of disasters since 2017, and our responses to those events, continue to reinforce the fact that the nation has great capabilities and capacities to respond even in the worst circumstances. The challenge is getting the right capability, to the right place, at the right time with the right enabling information for decision makers. In the end, it’s all about transportation.
  • Kongsberg Discovery's BerthWatch (presented by Konrad Mech, Sales Director, Coasts Ports and Inland Waterways) -- BerthWatch provides all stakeholders real-time data of the actual depths in a berth. Bulk cargo vessels can maximize loads while maintaining safe depth under keel. Terminal operators can contract dredgers based in true knowledge of rate of siltation / shoaling. Ports can verify presence of foreign objects in the berth pocket after storms, accelerating recovery and improving port resiliency. Pilots can obtain real time data on berth depths prior to approach. Green Shipping Corridor Partners can optimize loads and reduce lightering / reverse lightering operations by exchanging data at each end of a transit. Lowenthal reappointed to Port of Long Beach Harbor Commission

May 4, 2023 — The Long Beach City Council voted unanimously Tuesday to confirm Mayor Rex Richardson’s reappointment of Bonnie Lowenthal to the Board of Harbor Commissioners, which sets policy for the Port of Long Beach, the City’s Harbor Department. Lowenthal, a former City Councilmember, also served in the California State Assembly and on the Long Beach Board of Education.

EA selected for USACE In Situ Thermal Remediation contract

May 1, 2023 — EA Engineering, Science, and Technology, Inc., PBC (EA), a leading provider of interdisciplinary environmental services, has been awarded an Indefinite Delivery/Indefinite Quantity (IDIQ) remediation services contract with the U.S. Army Corps of Engineers (USACE)–New England District. This single award task order contract covers a 5-year term and is valued at up to $25 million. The first task order, with an awarded value of more than $8 million, is to provide design and execution of in situ thermal remediation (ISTR) at the Former Nike Battery PR-58 and Disaster Training Village Area Formerly Used Defense Site in North Kingstown, Rhode Island.

The high cost of safety complacency: Failing to plan ahead for disruptions

May 1, 2023 — Safety first. It’s a directive we take seriously. But disruptions and safety risks are a constant — no matter the industry — and effective disaster planning is critical for keeping workers and assets safe. While companies, such as utilities, can never be fully prepared for every possible safety-threatening scenario, planning ahead allows facility operators to respond effectively to unforeseeable disruptions. Extreme weather, pandemics, fires, cyberattacks, physical security breaches, unexpected maintenance activities and on-site accidents are all examples of potential safety disruptors. But, if an organization has a plan and knows ahead of time how to adjust, the likelihood of returning to normal operations safely are greater.

Port of Long Beach welcomes CARB rules on locomotives, trucks

May 1, 2023 — From Port of Long Beach Executive Director Mario Cordero: The California Air Resources Board’s recent actions to improve the air we breathe by requiring cleaner locomotives and zero-emissions heavy-duty vehicles in the state are welcome and needed steps by the state’s top air quality regulator.

Biden-Harris Administration opens applications for first year of $400M Competitive Grant Program to Reduce Truck Air Pollution at America’s Ports

April 27, 2023 — The U.S. Department of Transportation’s Federal Highway Administration today opened applications for the first round of a new $400 million grant program under President Biden’s Bipartisan Infrastructure Law that focuses on port electrification and efficiency improvements. This program is one of several ways the Biden-Harris Administration’s Investing in America agenda is investing billions of dollars in ports of all sizes to modernize their infrastructure, improve air quality, and strengthen supply chains.

Port of Hueneme, California containerized ports, sign historic MOU on data systems development

April 27, 2023 –  The Port of Hueneme was in attendance to sign the historic MOU between California’s five containerized ports inclusive of the Port of Hueneme, the Port of Long Beach, the Port of Los Angeles, the Port of Oakland, and the Port of San Diego in Sacramento and was proud to be part of this important milestone of launching the California Port Data Partnership alongside state and federal partners. The MOU outlines an agreement between the five ports to jointly advance computerized and cloud-based data interoperability with a common goal of supporting improved freight system resilience, goods movement efficiency, emissions reduction, and economic competitiveness.

Port of Guam signs Notice to Proceed for Radar Intrusion and Vessel Tracking System

April 25, 2023 — The Port Authority of Guam (PAG) has executed a Notice to Proceed (NTP) for the Acquisition and Installation of a Radar Intrusion and Vessel Tracking System for the Harbor Master’s Office. “This latest addition of security equipment is a testament to the commitment made by the Leon Guerrero and Tenorio Administration to secure our Port and ensure the safe movement of cargo into our island,” said General Manager Rory J. Respicio. “This enhancement to the Port’s security system will help to further our modernization initiatives and protect the lifeline to our community.”

GCT’s Global Commitment Program drives positive local impacts

April 21, 2023 — For over a century, majority Canadian-owned Global Container Terminals has provided good jobs, sustainably grown gateways with innovative technology and demonstrated our Global Commitment to the environment and community. Whether introducing new environmentally-responsible equipment, ensuring early and responsive engagement on projects or increasing capacity without increasing our footprint, these efforts have made a difference, reducing emissions intensity per container moved by almost 20% across our operations.

Port of Redwood City announces strong mid-year financials and advancement of ferry project

April 20, 2023 — The numbers are in and the Port of Redwood City’s (Port) financials are shaping up to be better than expected. The Port received a mid-year financial report at its March 22 board meeting and learned that gross revenues were up by 13% when compared year over year, from $4.5 million to $5.1 million. The increase is primarily attributed to an uptick in cargo operations, which is up about 11% over the previous period thanks to post-pandemic supply chain recovery, as well as overall improved fiscal management practices.

Port of Guam holds groundbreaking ceremony for new EQMR Building

April 19, 2023 — The Port Authority of Guam, along with the Governor of Guam, held a Groundbreaking Ceremony today for the rehabilitation and upgrade of the Equipment, Maintenance and Repair (EQMR) Building and Warehouse 1 as a part of the Port Modernization Program. "All these projects are a testament of our island’s commitment to making sure that our port is solid, that our port is modernized, that our port is protected, and that our port has the necessary resources because the port is the most critical agency for our economy, commerce and trade,” Governor Lou Leon Guerrero said today during her keynote address. “And we want to always ensure that we have a port that has the capacity to move our economy forward and make our island strong. Without the port we would really be set back tremendously.”

Kongsberg announces new business area: Kongsberg Discovery

April 17, 2023 — The ocean is a crucial part of solving global climate, food and security challenges. KONGSBERG is a global leader within advanced robotics and sensor technology to map, monitor and understand ocean space. This technology will become part of a new business area, Kongsberg Discovery. "Oceans cover 70 per cent of the earth’s surface. It controls the weather and temperature, distributes heat across the globe, and is the answer to some of the most significant challenges we currently face. Sustainable management of the oceans requires knowledge and data about the health of the oceans, while critical infrastructure above and below water is an important prerequisite for sustainable development,” says Geir Håøy, CEO of the technology group KONGSBERG.
