Greetings from the UNFCCC-BOAD Regional Collaboration Center for West and Central Africa based in Lomé. We are pleased to bring back our regular newsletter.
 
With this newsletter, we will share climate action news from the West and Central Africa region, including highlights of previous events, updates about the RCC team and opportunities for stakeholders.

Regional Climate Weeks
Four Regional Climate Weeks will be held this year to build momentum ahead of COP28 and the conclusion of the first global stocktake, designed to chart the way for fulfilling the Paris Agreement’s key goals.
The following Regional Climate Weeks are confirmed:
  • Africa Climate Week (ACW 2023), Nairobi, 4-8 September. Hosted by the government of Kenya, this event will be organized in parallel with the African Climate Action Summit (4-6 September) also hosted by Kenya.
  • Middle East and North Africa Climate Week (MENACW 2023), Riyadh, 9-12 October, and hosted by the government of Saudi Arabia.
  • Latin America and Caribbean Climate Week (LACCW 2023), Panama City, 23-27 October, hosted by the government of Panama.
  • Asia-Pacific Climate Week (APCW 2023) will also take place in the second half of 2023, with venue and dates to be announced shortly.

Financing strategies for climate and nature
in the WAEMU area Workshop
From 3 to 5 April 2023, BOAD, RCC Lomé and the WAEMU Commission organized a workshop on the "Strategies to finance climate and nature".

The aim of the workshop was to offer a platform to exchange with the main public and private actors on strategies and financing opportunities for climate and nature in the WAEMU area.

It was the opportunity to share the common and specific needs of member states in terms of financing NDCs and SPANBs; present the strategies and financing opportunities for nature and climate implemented by BOAD; strengthen the framework for information sharing and collaboration between member states, BOAD and partners notably the climate funds (GCF, AF, GEF) and RCC.

RCC Lomé shared its areas of work, including planned activities for 2023 to faiclitate the enhancement of ambitious climate action in the region, while focusing on the climate change and nature nexus.

Workshop on "Infrastructure and Transparency under Article 6" by the West African Alliance on
Carbon Markets and Climate Finance
Following the launch of the Article 6 readiness Blueprint during SB56 in Bonn, and within the broader framework of the in-country readiness support, the West African Alliance Secretariat together with Climate Focus, one of the technical partners, implemented a workshop on Article 6 stakeholders’ mapping.

The workshop took place the 15th March 2023 and was the fifth workshop of the workshop series. The workshop aimed to facilitate exchanges and learning among Alliance members on Article 6 readiness activities.

The fifth workshop revisited the Blueprint section covering the infrastructure and reporting requirements under Article 6 and discussed how they can be operationalized by the West African countries. WAA focal points shared their experiences and challenges with setting up the necessary infrastructure as well as preparing relevant reports for Article 6 cooperation. After input presentations by RCC Lomé, and a panel discussion with a representative of the UNFCCC secretariat, PCG, the AGN Lead negotiator Article 6, WAA country focal point from Senegal took place.
Technical Workshop on country experiences in the use of international carbon markets
This two- and half--day workshop from 29-31 March 2023 in Kigali (Rwanda), jointly organized by the PMI and CwA, aimed to facilitate, discussions and support learning and information sharing from countries, which already have experience in building readiness to participate in international carbon markets and identifying opportunities to access climate finance.

The workshop addressed various topics including key ingredients to shape country strategies, such as country-level policy framework, building infrastructure such as Measurement, Reporting, and Verification (MRV) and registry system, pricing considerations, capacity building needs, private sector requirements, and other related aspects. Additionally, the interaction between country participation in international carbon markets and using domestic carbon pricing instruments was discussed.

Resilience Frontiers'
Resilience Frontiers’ vision is to create a desirable and resilient world beyond 2030 where all of humanity can thrive.
 
The interagency initiative coordinated by UNFCCC has developed eight Resilience Frontiers pathways of change that lead the world to this future. To ensure global food security, for example, Pathway 7 on ‘Regenerative Food Production’ blends frontier technologies and indigenous knowledge to produce a global food system that can provide healthy nutrition for all; to protect vital ecosystem services, Pathway 4 on ‘Managing Water and other Natural resources Equitably and Inclusively’ is looking into collaborative management approaches; Pathway 2, on ‘Lifelong learning for Environmental Stewardship’ spearheads continuous learning of the role we all have to play in building a climate-resilient world – just to name a few.
 
The initiative has been an active part of every COP session since 2019, having been showcased in the pavilion space at COP 27 in Sharm el-Sheikh, Egypt, where visitors discovered more about the pathways, and about the projects from the region driving transformative change.
 
Resilience Frontiers will be at this year’s COP 28 in Dubai, known as the ‘city of the future’, a place where innovative thinking and technologies are being used to create a resilient world for all by 2030 and beyond.

Focus on Transparency
Consultative Group of Experts (CGE) hands-on training workshop for the African Region
The hands-on training workshop for the African region will take place from 25 to 28 April 2023 in Praia, Cabo Verde. The main objective of the workshop is to raise awareness of national institutions and experts on the reporting information related to climate change impacts and adaptation, as well as reporting information related to averting, minimizing and addressing loss and damage associated with climate change impacts and support needed and received for adaptation.

2023 Stocktaking of transparency needs and gaps to inform CGE on its technical advice and support to developing countries
CGE has rolled out its 2023 stocktake survey on transparency needs and gaps. CGE invited National Focal Points to respond to the survey latest by 2nd June 2023.
CGE conducts these biennial surveys with an aim to grasp the up-to-date and comprehensive picture of where developing countries stand in terms of implementation of the existing MRV arrangements and recently in transitioning to the ETF, as well as needs and gaps arising from the ground. The information captured through the survey provides a fundamental basis for the CGE in developing and implementing its annual work plans.

Training programme for technical experts participating in the technical expert review of BTRs – Exam periods coming
The UNFCCC secretariat launched the first batch of the new training programme for technical experts participating in the technical expert review of biennial transparency reports on 1 March 2023. It covers general and cross-cutting aspects for the technical expert review under the enhanced transparency framework under the Paris Agreement (Course A)The material is available on this website.
The first online examination on this course is organized from 8 to 10 May, 2023. Registration will be open between 11 to 23 April 2023. Registration link will be shared through the Training programmes for expert reviewers new website.
A second round of exams will be made available in hybrid mode on the margins of SB58 on Saturday, 10 June. Registration will be open from 2 to 21 May 2023.
Only experts nominated to the UNFCCC Roster of Experts will be eligible to take the examination and in particular, during these first exam periods, priority will be given to experienced reviewers.

Lastly, the UNFCCC secretariat will host a live Q&A session during on 3 May to clarify any substantive and technical queries that experts might have in preparation for the exam. To join the live Q&A session, please register through this link.
Call for submissions
Application for 2023 UNFCCC-GIR-CASTT Programme on GHGs is open now !!
The UNFCCC-GIR-CASTT Programme is a professsional intensive training course that aims to enhance the technical capacity of national experts from developing countries (Non-Annex Ⅰ Parties) with a focus on developing a transparent GHG inventory. The Programme has been organized annually in cooperation between Greenhouse Gas Inventory and Research Center of Korea (GIR) and UNFCCC since 2017. A total of 190 trainees from 86 countries have completed the training so far and many of them are applying knowledge and experiences learned from the training programme to practice as an international expert.

Application for the 2023 training is open on 10 – 30 April. GIR and UNFCCC encourage experts who are interested and meet requirements to apply and join the programme.

Call for views for SBI58 - Reporting and review pursuant to Article 13 of the Paris Agreement
SBI 57 invited Parties and interested stakeholders to submit views, by 30 April 2023, on challenges that developing country Parties face in implementing the enhanced transparency framework in a sustainable manner, including establishment and enhancement of national reporting systems within their respective national governments.
The submission of views can be made through the UNFCCC submissions portal. To find the right location in the portal, enter ‘’Reporting and review pursuant’’ in the ‘’search’’ tab. Upon clicking ‘’search’’, it will call up the following ‘’Calls for submissions, elections and statements for consideration at upcoming sessions’’ tab.

Upcoming Events
Nigeria Carbon pricing initiative assessment - validation workshop
The Federal Ministry of Environment of Nigeria and with support from RCC Lomé and the UNFCCC CI-ACA Initiative will organise in the second quarter of 2023 a validation workshop to validate the findings of a study on pricing carbon initiatives in Nigeria.

The expected outcomes of this workshop will be to collect feedbacks from national experts involved in relevant Nigerian organizations  on the outcomes of the study, validate the recommendations regarding pertinent carbon pricing instruments and highlight the technical, legal, and institutional requirements to be considered for implementation. The ultimate objective is to strengthen the legal climate framework and increase potential cooperative actions towards Carbon Markets in Nigeria.
