The Conundrum of US Healthcare:

What's Clear Amid the Complexity

Robert Smith, CEO of the Colorado Business Group, Founder of The Colorado Purchasing Alliance, and a former hospital senior executive, wrote a thought provoking letter to his members upon his retirement. 

 

Key points include:


1.    It's unlikely that ANY US marketplace functions as inefficiently and ineffectively as healthcare because of the complexity.


2.    Plan sponsors have a responsibility to rise to the occasion and purchase care with accountability.


3.    ONLY plan sponsors have both the means and the incentive to address the root issue: Pricing to what the market will bear - without either transparency or accountability.


4.    Drug manufacturers, health systems, and health plans are making historic profits while healthcare is the leading cause of bankruptcy for American families - and third leading cause of avoidable death.


5.    This is exactly the outcome that employers and other commercial plan sponsors are financing!

RAND 5.0 Hospital Transparency Study Now Open to Employers

The RAND Hospital Price Transparency  studies began in 2016 and are now collecting employer data for RAND 5.0. RAND 4.0 provided hospital and associated spending data from more than 4,000 hospitals in all states from 2018 to 2020. It costs nothing for an employer to be part of this national study that provides employers critical data that can inform cost-containment strategies and discussions with consultants, health plans and hospitals. RAND results are also now being used by Texas Legislators to influence policy change. Texas employers pay more the 250% of a fair-priced Medicare rate.

Details of RAND 5.0 show several changes from previous studies, making it even easier for employers to participate. All data contributed to RAND is deidentified and meets all HIPAA confidentiality requirements.  


  • Data Use Agreements (DUAs) are now in place for most health plans.


  • Just email your interest in joining the study to Brian Briscombe bbriscom@rand.org while cc’ing your health insurance representative stating that you wish to contribute your 1/1/2020 through 12/31/2022 claims data to the Hospital Price Transparency Study.


  • Claims data needs to be securely transferred to RAND by 31 August 2023 to be part of the round five study report slated for publication in May 2024.

Voice of the Purchaser Survey on Behavioral Health

Mental health has been a key issue for employers particularly with respect to historic issues with access to and quality of services provided. In this regard, National Alliance, in partnership with HR Policy Association, in conjunction with Path Forward for Mental Health and Substance Use Disorder is conducting a survey of employers/purchasers to understand the perceived performance of services received from behavioral health service providers, including health plans.

 

All responses are confidential. The survey will take 15 minutes and must be completed by March 8.  Those who provide an email when completing the survey will be sent the findings.
