2023 Winter Weather Storm Update

Office of Emergency Services


The February – March 2023 Winter Snowstorm Event began on Feb 21, 2023. Mendocino County has seen snow down to sea level, high winds, high surf, local area flooding, power outages, and phone/internet service outages. Areas of northern Mendocino County accumulated several feet of snow. The county experienced local area flooding which caused temporary road closures on Highway 1 at the Garcia River, Highway 175 in Hopland, and Highway 128 from Navarro down to Highway 1 (All Roads have since been reopened). Prevention, Recovery, Resiliency & Mitigation


Prevention, Recovery, Resiliency, & Mitigation (PRRM) Division staff, in consultation with FEMA and CalOES, decided to extend the Disaster Recovery Center (DRC) operations in Mendocino County (at the Willits Community Center) until March 12. PRRM provided an onsite managerial presence at all DRC events in both Point Arena and Willits since the beginning of operations on February 11. Read more...

Mendocino County Strategic Plan

In May 2022, the Mendocino County Board of Supervisors approved the first five-year strategic plan that will help guide the critical decisions the Board of Supervisors will face over the next five years with the ultimate goal of improving the quality of life for County residents. The CEO report will align with the 4 priority areas that include; An Effective County Government, A Safe and Healthy County, A Thriving Economy, and A Prepared and Resilient County.

Animal Services Agency


During February 2023, 31 dogs & cats were adopted, 28 dogs were returned to their owners and 15 dogs & cats were transferred to animal rescue organizations.

Behavioral Health & Recovery Services


The Mental Health Services Act (MHSA) committee participated in a special meeting with the Behavioral Health Advisory Board (BHAB) to review stakeholder priorities and collect BHAB feedback on additional and highlighted priorities in relation to the Three Year Program and Expenditure Report for 2023-2026. This process in a public meeting allows for greater transparency about MHSA. It allows for the BHAB stakeholders and the population's members represented a chance to voice their concerns, issues, and ideas.

Child Support Services


The Mendocino County Department of Child Support Services currently has 2994 open cases serving both parents to ensure that their families receive court ordered financial and medical support.

Cultural Services Agency


The Mendocino County Library Outreach van may be seen at some Bookmobile stops due to inclement weather and staffing shortages. This is temporary, but ensures continuity of library services to outlying areas, which is an example of effective County government.

LEADERSHIP INITIATIVE

DiSC Personality Styles & Emotional Intelligence Training Thursday, April 27th from 2:00-5:00 pm.


The DiSC training has returned for 2023 with another opportunity this spring. In this FREE training, you will be provided with your own customized DiSC Personality assessment report. You will learn tips and strategies to adapt your approach as you work with others, in different situations, making you more emotionally intelligent and effective in working with others.

Planning and Building


As of this month all building permit applications may be applied for online through etrakit! It's important to note that the system does not issue permits, as staff is required to review plans and existing building records prior to a permit being issued. Building permit application submittals increased during the beginning of the year by over 10% and the number of additions and remodels to existing structures increased by 26%. Permits issued out of Fort Bragg increased by over 20% and the valuation of the permits being applied for in both offices increased by over $ 1 million!

Public Health


Diversity, Equity, and Inclusion

Public Health is committed to building a diverse, equitable, and inclusive department with a culture that is welcoming and supportive of all. This commitment extends to supporting the well-being of Mendocino County Tribes, while respecting Tribal sovereignty and inherent rights of self-determination. In recognition of this commitment, Public Health is working to advance collaborative equity efforts through the newly developed Tribal Consultation Policy and Procedures. In support of the Mendocino County 2022-2027 Strategic Plan, staff have consulted with two of the ten local Tribes to gather input on the Consultation Policy and Procedures. In the coming months we expect to have further conversations, incorporating as much input from local TribalGovernments as possible.

Social Services


Among the many strategies Social Services Staff Resources implements to attract new staff, print advertisements in Periodico Al Punto (implemented June 2022) is showing positive results in hiring staff that can support our Spanish-speaking clients and customers. Identified as high priority, we continue to increase the engagement of our Spanish-speaking community.

A Safe and Healthy County

Agriculture


The Mendocino County Department of Agriculture Weights & Measures (MCAWM) spends considerable time each year inspecting licensed pest control businesses and agricultural pesticide applicators and fieldworkers to ensure compliance with state and federal laws and regulations pertaining to pesticide safety and training. Click HERE To read more.

Animal Services Agency


During the month of February 2023, 101 total spay & neuter surgeries were performed in the Clinic & Mobile Caravan and 221 rabies vaccinations were given to Mendocino County Animal Shelter and owned animals.

Behavioral Health & Recovery Services


MHSA was notified by Manzanita Services, a peer-driven wellness center, that after many months of addressing administrative turnover and staffing challenges, the Manzanita Services Board decided to close the agency, effective March 10, 2023. This was a sad and difficult decision for Manzanita, and as MHSA has an active RFP for MHSA services in 2023-2026, the decision was made for BHRS to provide Wellness Center services until a longer-term solution can be determined. BHRS opened Wellness Centers in Room 249 at 1120 S. Dora Street, Ukiah, and at the Veterans Hall in Willits, effective March 7th, 2023. These Centers will operate from 10 am through 2:30 pm Tuesday through Thursday and will attempt to offer as many of the groups offered by Manzanita to provide continuity.  Click HERE to read more.

Cultural Services Agency


Saturday, March 4th, the Fort Bragg Branch brought young and old patrons together for an afternoon of art therapy, supporting personal health through breathing and centering exercises.


Outreach is partnering with the Coast Community and Ukiah branches to offer Lunch at the Library to children and teens, which may take place at Todd Grove Park and at the Coast Community branch in Point Arena during summer 2023. A large portion of our county’s children live in poverty. Lunch at the Library provides free meals, summer reading programs, and other activities that support learning and health. Department of Transportation


In a statewide effort to reduce emissions of short-lived climate pollutants, Senate Bill (SB) 1383 requires a statewide reduction in organic waste disposal of 75% and rescue of at least 20% of currently disposed edible food by 2025. 


Assembly Bill (AB) 341 requires businesses countywide that generate four cubic yards or more of total commercial solid waste per week, or are multifamily residential dwellings of five units or more, to arrange for recycling services.


AB 1826 requires businesses countywide that generate two cubic yards or more of total commercial solid waste per week, or are multifamily residential dwellings of five units or more, to arrange for organic waste recycling services. 


Progress to Date: DOT has already accomplished many of the necessary tasks required by SB 1383, AB 341 ad AB 1826. Click HERE to read more...

General Services Agency


The General Services Agency, Facilities Division is charged with routine and emergency maintenance, utility payments, custodial services and grounds-keeping responsibilities for all County owned and several leased facilities. Other responsibilities include project management for larger scale deferred maintenance projects and maintenance of all County owned parks and recreational areas. 2-1-1 Mendocino

On February 11, in conjunction with the annual 2-1-1 day, United Way of the Wine Country released its Mendocino County 2022 Annual Report. Click HERE to read more.


Healthy Families Mendocino County Home Visiting Program (HFMC) is presently serving 54 families throughout Mendocino County, from Covelo to Fort Bragg, and Laytonville to Point Arena. We currently have four Home Visitors and have started a client waiting list. To meet the needs of our

community, we hope to hire additional home visitors as soon as possible.

Social Services


Adult Protective Services (APS) staff from the Adult and Aging Services Division of the Department of Social Services continue to assist displaced residents of the Creekside Cabins and RV Park location. Click HERE to read more.


Mendocino County Department of Social Services Family & Children’s Services Social Workers and support staff assist young adults in the Extended Foster Care program with budgeting, housing, career development, educational goals, independent living needs, social and emotional development and a host of other valuable skills needed for these young adults to be confident and successful adults.

Agriculture


Crop Report Surveys are Out! The Department of Agriculture, Weights and Measures (AWM) is in the process of collecting survey information from agricultural producers about their 2022 growing season and production. Click HERE to read more.

Animal Services Agency


During the month of February 2023, 946 dog licenses were sold resulting in $28,765 in revenue.

Behavioral Health & Recovery Services


BHRS is in the process of completing documentation to continue our Mentored Internship Program for both an extension of funding and an option for a second round of funding. This program allows interns in behavioral health to receive stipends and reimbursement for costs associated with their education and travel related to the internship. This is a partnership with CalPoly Humboldt. However, we are working with Humboldt to expand to include potential interns that are not students at CalPoly Humboldt. 

Child Support Services


During the month of February, Mendocino County Department of Child Support Services collected and distributed $445,024.21 in court ordered child support payments and a total of 801 children are currently enrolled in employer offered medical coverage.

Cultural Services Agency


The Round Valley Library Branch welcomes new volunteers on March 23rd! The volunteer program is a great opportunity for teens and adults to gain experience in a professional environment and practice skills associated with having a job, such as timeliness, customer service, and organization. Interested volunteers will learn about how the library works and the programs and services offered at the branch. Ages 13 and up are invited to attend. This program helps fulfill the County’s goal of a thriving economy.


Thursday, April 20th, the Fort Bragg Branch will host a renowned Mendocino author, Margaret Fox, speaking about her life as a chef. This program shows how hard work and innovation in the food industry put coastal Mendocino on the map and supported its thriving economy.

Planning and Building


Grants, grants, and more grants. The PBS fiscal team has been busy with managing the various grants and funding sources awarded to the County. The recently awarded CDBG Micro-enterprise funds of $250,000 have been contracted to West BDC who should begin working immediately on assisting micro businesses. Staff has held several meetings regarding the $500,000 award for the Covelo clean up project and is in the process of completing a third meeting to discuss the needs of the partners involved in the application, including the Round Valley Indian Tribe and Resource Conservation District. Click HERE to read more.

A Prepared and Resilient County

Agriculture


In addition to surveying Agricultural practitioners for crop report information, we are also circulating a survey on winter storm damage associated with the precipitation we received from the end of December through the middle of January. The rain, wind, and subsequent cold weather that we got has the potential to have impacted agriculture or resulted in losses of cropping, infrastructure, and even lost hours or wages. Surveys like this one are done in collaboration with the work of the United States Department of Agriculture (USDA), Farm Services Agency (FSA). Click HERE to read more.

Animal Services Agency


Two Animal Care Services staff members attended the California CART (Community Animal Response Team) Coalition meeting at UC Davis on February 27th & 28th. Topics discussed were standardized training throughout the state / counties by all CART members, resource sharing between county CART Teams in a disaster situation, the availability of a Veterinarian Medical Team deployed by UC Davis during a disaster situation if needed and the impounding of poultry / dealing with avian flu during disaster situations. CART is looking at setting up future dates for mock disaster preparedness drills in Ukiah & Covelo. Once dates and locations have been finalized Animal Care Services will post the information on the Animal Care Services web & Facebook pages.

Cultural Services Agency


After reviewing what worked during the power outage and chaos of January’s Bomb Cyclone event, Point Arena’s Fire Safe Council, hosted by the Coast Community Branch Library, will discuss challenges and issues that were encountered during and after the devastation and how best to address them in order to prepare for the next natural disaster. The Council will meet on Wednesday, April 5th at 4:45 pm in the Community Room.

As of March 20. 2023, there are currently 167 open Public Records Requests. The County of Mendocino uses NextRequest to facilitate a public records request. In most cases, your request will be fulfilled within 10 days. You can review previous requests and responsive documents, or submit your own new request for public documents by clicking HERE
