CNS International Advisory Council Meeting
|
The CNS International Advisory Council (IAC) held its annual meeting in Washington, DC on October 24, 2022. The meeting featured keynote presentations by Under-Secretary of State Bonnie Jenkins, former Senator Sam Nunn, CTBTO Executive Secretary Robert Floyd, and a conversation with the President of the Tenth NPT Review Conference Gustavo Zlauvinen.
Council discussions focused on three major themes: “Advances in the Biosciences and Their Implications for International Peace and Security,” “The Future of Nuclear Arms Control,” and “Avoiding Regional Conflict and Preserving Existing Restraints in the Middle East and Asia.” The lively sessions featured ten expert speakers who participated in both in-person and virtual capacities.

Symposium on International Safeguards: the VCDNP’s Contribution to Safeguards Research, Dialogue and Capacity Building
|
The International Atomic Energy Agency (IAEA) held its quadrennial Symposium on International Safeguards in Vienna, Austria October 31-November 4, 2022. Hundreds of safeguards experts from diplomatic missions, international capitals, and non‑governmental organizations met at the Symposium to reflect on the development of safeguards and anticipate the future ahead.
Experts from the Vienna Center for Disarmament and Nonproliferation (VCDNP) played an active role in the symposium, and spoke in nine panel discussions, moderated two sessions, and submitted four papers for the meeting. Topics covered by VCDNP experts included Building Capacity in Safeguards; Reflecting on the Past and the evolution of the safeguards system; Adaptation and Resilience in the Non‑Proliferation Regime; The Annexes to the Model Additional Protocol; Technical and Political Elements of Strengthening Safeguards; Safeguards, Spacecrafts, and Naval Nuclear Propulsion; Reinvigorating the Vienna Spirit; Anticipating the Future of the Safeguards Operating Environment in 2057; and Voices of the Future.

A Full Spectrum Look at North Korea’s Nuclear Program: From Above, On the Ground, and In Person

On November 17, 2022, the James Martin Center for Nonproliferation (CNS) hosted an in-person seminar that featured three of the world’s leading experts on the North Korean nuclear program: CNS Director, East Asia Nonproliferation Program and MIIS Professor Jeffrey Lewis, CNS and MIIS Distinguished Professor of Practice Siegfried Hecker, and CNS Distinguished Non-Resident Scholar Robert Carlin.
The seminar examined the DPRK’s nuclear program from three different perspectives, from above (i.e., using satellite imagery as interpreted by Jeffrey Lewis), on the ground (based on Siegfried Hecker’s numerous visits to North Korean nuclear facilities), and in person (drawing on Robert Carlin’s long-time government career in which he frequently interacted with North Korean officials during many visits to the DPRK). The three presentations demonstrated the power of viewing North Korea’s nuclear program from a multi-spectrum perspective and highlighted the unusual and diverse pool of expertise on the subject associated with CNS.

The Power of VR and Storytelling: Building Empathy for a Nuclear Weapons Free World

On January 13, 2018, 1.4 million people across Hawaii received an SMS from the State’s Emergency Management Agency: BALLISTIC MISSILE THREAT INBOUND TO HAWAII. SEEK IMMEDIATE SHELTER. THIS IS NOT A DRILL. Then, 38 minutes later, they found out that it was a false alert.
The Critical Issues Forum’s (CIF) seventh Speaker Series “The Power of VR and Storytelling: Building Empathy for a Nuclear Weapons Free World” featured the award-winning documentary, On the Morning You Wake (To the End of the World), about the 2018 ballistic missile false alert in Hawaii. Keynote speaker Cynthia Lazaroff shared a personal account of the false alert. Second keynote speaker, Erinn Budd, presented on her role as the impact producer of the documentary and how virtual reality technology was used to create an environment where viewers can empathize with those who experienced the nuclear scare in Hawaii even if they aren’t familiar with nuclear disarmament topics. The event concluded with a panel discussion with CNS scientist-in-residence Dr. Ferenc Dalnoki-Veress.

CNS Celebrates a Successful First Year of the Black Sea Women in Nuclear Network
|
October 18-21, 2022, the Black Sea Women in Nuclear Network (BSWN), convened its first annual meeting in Valletta, Malta to celebrate the first successful year since its creation. Thirty-five regional and international participants from Bulgaria, Georgia, Moldova, Romania, Türkiye, Ukraine, Austria, Belgium, United Kingdom, and the United States were in attendance.
Over the four days, the BSWN discussed best practices, shared international initiatives aimed at promoting diversity, equity, and inclusion (DEI) in nuclear fields, provided expert assessments of current challenges to nuclear security and nonproliferation in the Black Sea region, discussed the network’s achievements in the past year, and developed a roadmap for the network's sustainable future. The BSWN first annual meeting was a success, and the network looks forward to continuing its work to serve as a platform for professionals to promote gender equity and increase women’s leadership roles, as well as offer professional exchanges, mentoring, and training opportunities.
