DCBA honors Kimberly Hollenback with 2025 Illumination Award

NEWTOWN SQUARE - Kimberly Hollenback received the Delaware County Bar Association’s Illumination Award at the President's Dinner Jan. 17, 2025 at Aronimink Golf Club, Newtown Square. Congratulations to Kim!


The Murray S. Eckell & W. Donald Sparks Illumination Award citation states, "Big thinking precedes great achievement. There is a spark in you...Ignite the light and let it shine."


The Eckell Sparks Illumination Award is for a lawyer, who, during the previous year, demonstrated devotion and enthusiasm for the practice of law and has been an inspiration to others by exemplifying superior legal skills and other such accomplishments, including charitable endeavors, community service and, most importantly, service to the members of the Delaware County Bar Association. 


It is presented annually by the DCBA to a young lawyer recommended by the DCBA Board of Directors and provides a scholarship to attend the Delaware County Bench Bar Conference and annual Bar Association Dinner.


Kim has served as VOCA Supervising Attorney and Media Office Managing Attorney for Legal Aid of Southeastern PA (LASP) since April 2022. She joined LASP in 2018 as Staff Attorney. Kim leads LASP’s domestic violence program in Bucks, Chester, Delaware and Montgomery counties. Her practice focuses on serving survivors of domestic violence, primarily in Delaware County.

Retirement congratulations

Nanci Hoover, Helpline Supervising Attorney, retires after 26+ years of service to legal aid

NORRISTOWN - Huge retirement congratulations to Helpline Supervising Attorney Nanci Hoover! She retired on Jan. 15, 2025 and returned on Jan. 17 for a farewell celebration lunch. Shawn Boehringer, LASP Executive Director; Michelle R. Terry, Chester City Managing Attorney; and Venezla Moses, Helpline Paralegal, shared recollections and thanks.


Nanci led LASP's centralized Helpline, starting a few months after LASP's founding in 2001, soon after the merger of Bucks, Chester, Delaware and Montgomery county legal organizations into Legal Aid of Southeastern PA. The Helpline is based in the Norristown Office and serves all four counties. 


Prior to 2001, Nanci served as Staff Attorney at Delaware County Legal Assistance Association (DCLAA). She also launched LASP's online intake in 2018. Altogether, she dedicated 26+ years of her career to serving LASP's clients, mentoring her Helpline team and other LASP staff, and developing exceptional expertise in LASP's case management systems. 


Nanci recived a Pennsylvania Legal Aid Network (PLAN) Excellence Award in 2003. The citation notes that she "was the first managing attorney at Legal Aid of Southeastern PA’s regional centralized telephone intake, brief service and referral unit. She created a unit that produces easy access and high quality services for clients." She and the Helpline team also received a PLAN Excellence Award in 2017. In 2022 she was a LASP Fête for Justice Honoree, and in June 2024, LASP honored her with the Maryjane B. Kelley Award.


Nanci's dedication and expertise will be greatly missed by LASP. Best wishes in your retirement, Nanci!

In Memoriam & Tribute

Judith Algeo, longtime LASP board member, former President, volunteer & mentor

We are deeply saddened to learn of the passing of Judith Algeo on Jan. 1, 2025. Judith served on LASP's Board of Directors from 2008 until the time of her passing. She was Board President from 2018-2020. She also was a longtime LASP pro bono volunteer and a tremendous mentor to staff.


“She supported LASP in many ways beyond her position on the Board, from mentoring staff, advocating for LASP with the Bucks County Commission, and locating new space for us after Bucks County sold the space we occupied at 50 N. Main Street in Doylestown,” said Shawn Boehringer, LASP Executive Director. 


“Judith's kindness, sense of humor, dedication to family, commitment to public service, zealous advocacy skills, and political acumen were all exemplary, and she will be long remembered,” he said. “The mission of a legal aid program was not a partisan issue for Judith. She believed in our work. She believed in those lofty ideals we strive to incorporate into the culture at LASP: that our work is essentially to defend human rights, that our clients deserve freedom from want and freedom from fear, that everyone is entitled to due process and a level playing field, and that having a lawyer is an indispensable necessity to ensuring that there is equal access to justice.


"Judith also had exemplary leadership skills. She was empathetic yet assertive. She was always available to consult on a sticky issue, and she without hesitation supported initiatives that would benefit staff well-being and morale."

Welcome to the LASP Board of Directors

Denise Vicario

Denise S. Vicario was elected to the LASP Board of Directors in December. She was named Executive Director of the Montgomery Bar Association and Montgomery Bar Foundation in July 2020.


Denise holds a J.D. from Widener University School of Law and a B.A. in international relations and history from St. Joseph's University. She began her legal career in the Montgomery County District Attorney's Office, followed by an appointment as Deputy Court Administrator for the Montgomery County Court of Common Pleas. From 2011-13, she was Court Operations Manager for the Superior Court of California in Orange County – one of the largest trial courts in the nation – managing diverse areas of court administration and implementing large-scale court enhancement projects. She then spent time in private practice before returning to the Courts to administer the Special Courts in Montgomery County. She was promoted to Chief Deputy Court Administrator for Montgomery County's Court of Common Pleas, where she served from 2014-20.


She first became a member of the Montgomery Bar Association in 2003. Denise has served on the Advisory Board for the Montgomery Child Advocacy Project (MCAP) and the National Alumni Board of St. Joseph’s University. She is a longtime Montgomery County resident, and in her spare time enjoys travel, time with friends and family, and volunteering for projects that impact the local community.

NEWTOWN SQUARE - At the Delaware County Bar Association President’s Dinner Jan. 17, Jordan Reilly received the Pennsylvania Bar Association Pro Bono Award in celebration of her work with LASP, especially in the area of family law. LASP provides assistance to low-income Bucks County seniors for simple wills. There is an increased unmet need for volunteer attorneys in Lower Bucks County. Earn free CLE credit while helping seniors find peace of mind.

DOYLESTOWN - Attorneys are needed to provide pro bono representation for plaintiffs at Protection from Abuse (PFA) hearings, held weekly in Doylestown.

Volunteer opportunities for 2025 Chester County Mobile Home Tax Reassessment Project

Are you passionate about making a difference in your community? Volunteer for the Chester County Mobile Home Tax Reassessment Project and help mobile home ownerrs prepare appeals. The 2025 project will begin the second week of February, and appointments with mobile home owners likely will start in March. The project is a collaboration between LASP and Chester County United Way.


LASP needs volunteers, especially students interested in conducting interviews and assisting with writing the appeals. Contact Brian Doyle, Staff Attorney & Chester County Pro Bono Coordinator, to be added to the interest list and schedule an informational Zoom session to go over project details.


Attorneys will be needed later in the summer for hearings.

Mobile home values depreciate over time, unlike other forms of real estate. Because the tax assessment system does not addess this reality, mobile home taxes are accurate only in the first years after purchase. Since 2019, the project has resulted in 1,073 successful tax asessments, with a savings of over $800 per mobile home owner per year.

Delaware County pro bono opportunities

Pro bono attorneys needed for multiple practice areas

Make a difference in Delaware County! Pro bono opportunities include no fault, no asset divorces; simple wills, powers of attorney, healthcare directives for seniors; custody (limited scope available); and other civil legal issues low-income individuals face. Your volunteer service improves access to justice.


Divorce

Pro bono volunteers are needed to represent clients in no fault, no asset divorces. The divorces are either by consent or one-year separation and do not involve equitable distribution, custody, support, or fault grounds. Typically, a pro bono volunteer will not need to appear at a court proceeding in these cases.


Custody

Pro bono volunteers are needed to represent clients in custody cases in a limited scope, pursuant to the PA Rules of Professional Conduct and Delaware County’s limited entry of appearance rule. Delaware County's Rule 1012 permits attorneys to withdraw by praecipe after representation at the number of custody conferences agreed to in advance.

The Eviction Prevention & Intervention Coalition (EPIC) started in 2017 in one courtroom in Norristown and is currently in seven Magisterial District Justice courtrooms across Montgomery County: three in Norristown, two in Pottstown, and one each in East Norriton and Jenkintown.

Cyberfraud discussion with then-Attorney General Michelle Henry, consumers & advocates: Carolyn Johnson joins panel in Bucks County to share LASP's work on cyberfraud

DOYLESTOWN - Carolyn Johnson (pictured at right, facing camera), LASP Chief Counsel, presented at a cyberfraud listening session Jan. 15 with then-Attorney General Michelle Henry, consumers, and other advocates. Carolyn discussed LASP's work with clients related to cyberfraud.


The panel was held at the Bucks County Intermediate Unit in Doylestown to raise awareness of the issue.


Attorney General Henry was joined at the session by consumers who have reported cyberfraud losses to the Pennsylvania Office of Attorney General, as well as local and state legislators, and consumer advocates from AARP, the Bucks County Area Agency on Aging, Legal Aid of Southeastern PA, Bucks County Consumer Protection, Central Bucks Regional Police Department’s Victim Services Unit, and the Network of Victim Assistance.


Bucks County District Attorney Jennifer Schorn; PA Sens. Steve Santarsiero and Frank Farry; and PA House Reps. Joe Hogan and Shelby Labs were also in attendance.


LASP's work with seniors on cyberfraud & other legal issues


Carolyn Johnson shared insights on LASP’s work on cyberfraud and other legal issues facing older adults at the listening session and further summarized LASP’s role for e-news.


LASP has contracts with Agencies on Aging/aging services in Bucks, Chester, Delaware, and Montgomery counties to provide a full range of civil legal services to low- and moderate-income older adults. Between July 1, 2023 and June 30, 2024, LASP advocates provided 3,667.6 hours of legal advice and representation to older clients.


Fraud can have an outsized impact on older adults, particularly those with modest means. While the amount of assets and income lost may be lower than in wealthier households, the impact of the loss can be substantial. For example, an elderly man in Delaware County was defrauded of his monthly rent payment. The financial institution would not reimburse for the loss and believed that the man was at fault for making the transaction. A complaint was filed with the relevant agency, and further relief was obtained.


The negative impact extends to victims’ health. Research shows that the stress caused by serious financial problems decreases physical and emotional health, and that this impact is greater for lower-income households. Carolyn noted that a LASP attorney successfully defended a lawsuit for credit card debt from a romance scam. Eliminating the credit card debt improved the client’s emotional and physical well-being as well as improving their financial situation.


The impact of fraud can be devastating. “The cyberfraud victims LASP serves are usually clients of LASP’s consumer bankruptcy advocates,” Johnson said. “The debt resulting from personal bank account losses and credit care over-use can lead to bankruptcy.”

During National Human Trafficking Prevention Month in January, LASP takes a closer look at resources, PA data, the vacatur law, and how LASP may be able to help survivors in Bucks, Chester, Delaware and Montgomery counties.


In information released Jan. 10, PA Courts noted that in the past five years, 1,235 human-trafficking offenses were filed, connected to 366 cases across Pennsylvania. In LASP’s service area, Delaware, Chester, and Montgomery counties were in the top 10 PA counties for the number of human trafficking cases.


Pennsylvania vacatur law

The Villanova Law Institute to Address Commercial Sexual Exploitation (CSE Institute) published A Legal Guide for Vacatur Motions in Pennsylvania in January 2024. The CSE Institute’s 2024 Annual Report outlines eligibility for vacatur in Pennsylvania. Trafficking survivors must show:

  • They were convicted of one of the six enumerated offenses eligible for the remedy,
  • Status as a victim of human trafficking,
  • There is a nexus between the conviction and their status as a trafficking victim, AND
  • The prosecuting attorney consents to the motion seeking vacatur.


How LASP may be able to help

LASP helps people with low incomes clear criminal records through expungement, sealing petitions (Clean Slate 3.0), and pardons. Survivors of human trafficking may be eligible for additional relief under the Pennsylvania vacatur law. Record-clearing improves opportunities for jobs, education, and housing.

LIHEAP

Get help with home heating bills: LIHEAP is now open

Apply Nov. 4, 2024-Friday, April 4, 2025 for Pennsylvania’s Low-Income Home Energy Assistance Program (LIHEAP). The funds do NOT have to be repaid.


  • Cash grants provide $200-$1,000.
  • Crisis grants are $25-$1,000.


To get help:

  • You must meet income guidelines (income at or below 150% of federal poverty guidelines; scroll down for chart).
  • You do NOT need to receive public benefits.
  • You do NOT need to have an unpaid heating bill.
  • Your heat can still be on.
  • You can rent or own your home.
  • You must apply again this year, even if you received LIHEAP last year.


How to apply:

The application form is available in eight languages. Print, fill out, and return it to your local county assistance office. 


If you receive a denial, Legal Aid of Southeastern PA may be able to help.

LSC Innovations in Technology + Pro Bono Conference

PHOENIX - Several LASP staff took a deep dive into legal aid technology and pro bono efforts Jan. 13-15 at the Legal Services Corporation (LSC) 25th Innovations in Technology Conference (ITC) in Phoenix, Arizona. LSCITC is the largest annual event dedicated to expanding access to justice through tech. 700+ people attended from 47 states, the District of Columbia, two U.S. territories and Canada. A pre-conference AI Summit for Legal Aid took place Jan. 12.


The conference also included a full day of programming for organizations that receive funding from LSC's Pro Bono Innovation Fund, including LASP.


Technologists, legal aid advocates, court personnel, law school professors, pro bono coordinators and other professionals convened to learn about a wide range of technology projects.
