Moving Forward Together!


The 2024 VRTA Fall Conference offered opportunities for learning, growing, meeting new people, and connecting with friends. If you didn’t get to attend, some of the information will be posted on vrta.us. Here are some highlights of the 2024 Fall Conference:


The VRTA Board of Directors met; thanks to all board members who came! A question was asked about why committee reports are given at both the Board of Directors meeting and the General Business Session. The answer is that not all attendees attend the Board of Directors meeting, only those eligible to vote. Everyone needs the information!


The dynamic lunch speaker on Monday was Jared Calfee, who leads AARP Virginia’s state advocacy and financial security programming, and spoke on social security and caregiving.


Breakout Sessions on Monday afternoon, led by Janet Dye (Toolkit for Leaders), Ben McCartney (Election), Nina McClanahan (Keeping Units and Districts Active), and Weldon Martin (Treasurer’s and Financial Workshop) were well done! Thanks!


Jim DuBrueler, Agent of Record for VRTA, spoke on Monday afternoon, focusing on the open enrollment period for Medicare Rx plans as well as other VRTA benefits! The Legislative Session on Monday afternoon featured David Bailey and Chris Bailey, speaking about polls.


The VRTA/AARP after dinner reception on Monday evening was well attended. Participants networked, enjoyed great food, and learned more about AARP Speakers’ Bureau from AARP VA President Joyce Williams. More information will be coming, as VRTA and AARP work together for advocacy all over Virginia. 


The Virginia Retirement System (VRS) presentation on Tuesday by Director Trish Bishop and staff informed retirees about the state of the VRS. Many attendees asked good questions. 


The Tuesday Business Session was followed by a memorial service for VRTA members who passed away since last October, conducted by President Elect Drucilla Pollard. 


New directories were given out by Leigh McKay, Directory Chairperson. Thanks to Leigh for her hard work on the directory. If anyone has corrections or additions, contact Leigh (clo49lm@gmail.com). The directory will be posted online in a members’ only section soon; contact me for the password!


Several individuals reported being told by the hotel before the deadline that the group rate was not available. I was able to get the rate for anyone who contacted me. If you did not contact me, and were told the rooms were sold out, let me know as we are being charged for several rooms not sold. It is important for the 2025 Spring Delegate Assembly to book your room using the online link provided or talking to the Doubletree Midlothian directly at 804-379-3800 (do not use Hilton booking number or a third party booking agency.)


As your VRTA President, I thank everyone who helped plan the 2024 VRTA Fall Conference, all who made presentations, and all who attended! Your Executive Committee will be reviewing the evaluation forms and working together as we plan for the 2025 Spring Delegate Assembly.

TAKEAWAYS FROM THE 2024 FALL CONFERENCE


VRS

  • Follow-Up to a Question on Health Credit for Support Personnel - In 2020 the GA passed HB 1513, which requires school divisions that already provide this benefit to some non-teachers, to also provide the health insurance credit of $1.50 to all non-teacher retirees who retire with 15 years of service. Eligible non-teachers who retired before July 1, 2021, but who previously did not receive the health credit, should have begun receiving it July 2021. Anyone in this category who may not be receiving this credit should contact their central office. Also, this bill gave the participating school divisions the option of providing an additional $1 per year of service. Non-teaching members who are not getting this additional $1 should talk with their local school board about granting this option.

Form 900 – Authorization to Discuss VRS Account Information

Form 901 – VRS Durable Power of Attorney (Designation of Agent for VRS Matters)

Form 45 – Request for Health Insurance Credit (Complete this form to request a health insurance credit or to notify VRS of changes to your insurance coverage and/or premium amount.)

Speaker David Bailey on Polling    

  • The accuracy of people’s response to a poll depends on the wording of the question, which may be related to the motives and the desired outcome of the pollster.
  • The accuracy of polls depends on the size of polls, time they are taken, and demographics such as age, gender, geographic location, education, political preferences, etc.
  • Polls may show trends but can’t be compared and are unreliable as a basis for an individual’s vote. Voters must do their own research.


Speaker Jared Calfee – Policy Priorities for AARP in 2025

  • To establish a State Drug Affordability Board to set upper limits on some quality of life, expensive drugs.
  • To improve nursing home quality of care.
  • To enable Virginians to age at home with community-based services.
  • To increase age-friendly housing.  


By paying attention to information on the above issues and working with AARP, VRTA can help to improve the quality of life for retired teachers as well as other retirees. Contact Jared, jkcalfee@aarp.org, if you are willing to become a “grasstops” e-activist.


Lobbying

  • VRTA Lobby Day – Thursday, January 30, 2025.
  • Email Tina Whitaker (lucy7232@aol.com) by January 6, 2025, if you plan to attend or if you have questions.
  • Attendees will meet at 9:00 a.m. to prepare for the day. Location – TBA. If you spend the night, you must make your own arrangements.
  • Schedule appointments with your legislators from 9:00-11:00 a.m.
  • Attendees will meet at 11:30 a.m. in the Senate and House galleries. They will be introduced by a Senator and a Delegate at the morning (noon) session.
  • Debriefing/lunch will follow. Location - TB 


The more in attendance, the more effective the day will be. Also, discussing issues in more depth at home before Lobby Day will make the short Lobby Day visit more productive. More specific information will be sent once we know who is attending.

  • Please send the Legislative Liaison forms to Tina or Bea so that we can communicate with you and your legislators concerning specific bills. Some legislation has been carried over from the last session and new legislation is already being introduced. The Legislative Liaison forms are on the VRTA website.

Friday, November 15, 2024: Deadline for all district and unit treasurers to file electronic post card with IRS


Friday, November 15, 2024: 2023-24 Electronic Directory addendum to be sent to all VRTA officers, District Presidents and Unit Presidents


Tuesday, December 31, 2024: Deadline for submitting 2023-24 dues, double signed changed budgets and bylaws to VRTA Treasurer for IRS review


Thursday, January 30, 2025: In-person Lobby DAY in Richmond


Saturday, March 1, 2025: Deadline for submitting applications for new units or districts to join VRTA IRS umbrella.


Saturday, March 1, 2025: Deadline for submitting name/address changes for IRS e-file contact person to VRTA Treasurer who reports to IRS.
