Important
Medicaid Promoting Interoperability
Post Program Updates

We have just completed the final attestation period for the Illinois Medicaid PI Program. Below are some important dates and information regarding the wrap-up of this program, and future Medicaid initiatives.
  • Access to the eMIPP system will end on 9/30/2023. After this all documents and data will be archived and will have to be requested if needed. If there are any documents, you need from eMIPP you can log in before this date and download them to your files.
  • Audits can continue to occur 6 years after the last program year. ILHITREC can continue to assist you with any audits you receive. Please contact us at  [email protected] for help.
  • Future Medicaid Initiatives:
    • Admit, Discharge, and Transfer (ADT) notifications will be offered through the state for Medicaid patients. Click here to find out more about this exciting program that improves the sharing of important patient information between Illinois healthcare facilities.

Compared to Other 
High-Income Countries
In a new report from The Commonwealth Fund that ranks 11 high-income countries on measures of health care performance, including access and outcomes, the United States is last.

No two nations are alike when it comes to health care. Over time, each country has settled on a unique mix of policies, service delivery systems, and financing models that work within its resource constraints. Even among high-income nations that have the option to spend more on health care, approaches often vary substantially. These choices affect health system performance in terms of access to care, patients' experiences with health care, and people's health outcomes. In this report, we compare the health systems of 11 high-income countries as a means to generate insights about the policies and practices that are associated with superior performance.

With the COVID-19 pandemic imposing an unprecedented stress test on the health care and public health systems of all nations, such a comparison is especially germane. Success in controlling and preventing infection and disease has varied greatly. The same is true of countries' ability to address the challenges that the pandemic has presented to the workforce, operations, and financial stability of the organizations delivering care. And while the comparisons we draw are based on data collected prior to the pandemic or during the earliest months of the crisis, the prepandemic strengths and weaknesses of each country's preexisting arrangements for health care and public health have undoubtedly been shaping its experience throughout the crisis. Important Information 
on the 
Security Risk Analysis Objective 
for 2021 Medicaid PI Attestation 
 
The Security Risk Analysis (SRA) Objective Requirements:
  • SRA must be uploaded into the documents section in eMIPP under the SRA category in a pdf format only.
  • SRA should still cover the entire year retrospectively from the beginning of the year to the point of analysis and prospectively from the point of analysis to the end of the year.
  • Providers have the option to wait to upload their SRA by the end of the year if they choose to and still attest by the deadline.
  • Please read the choices carefully as shown below in the screenshot of whether you need to attest Yes or No.
    • Yes = If you answer Yes, then the SRA must be uploaded with the attestation.
    • No = The SRA must be uploaded prior to the December 31st, 2021 deadline. 
  • Providers can receive payment before their SRA is uploaded if they meet all other program requirements.
  • If the SRA is not uploaded by 12/31/2021 it will result in an automatic audit of payment.

HFS Provides Guidance Regarding Implementation of HealthChoice Illinois Admission, Discharge and Transfer (ADT) Platform
HFS released a provider notice offering guidance to ambulatory/community providers regarding the implementation of HealthChoice Illinois ADT.
 
HealthChoice Illinois ADT is HFS' statewide technology platform, to facilitate transmission of HL7 formatted messages from hospitals, skilled nursing facilities and other institutions and notify ambulatory/community providers of patient admissions, discharges and transfers to improve care coordination and quality of care.
 
Illinois providers enrolled in the IMPACT system and engaged in care coordination services for Medicaid customers will be eligible to subscribe to HealthChoice Illinois ADT to receive ADT notifications for their patients. For details, please refer to the HFS Provider Notice.
 
Ambulatory/community providers are asked to complete a short survey to assist HFS in determining provider readiness and technology resources.
