HUD OFFERS GUIDANCE ON REDUCING DISCRIMINATION DUE TO CRIMINAL BACKGROUND SCREENINGS

Stable housing is the arguably the most foundational aspect in a person’s life. Unfortunately, for individuals who have had involvement with the criminal legal system, safe, fair, and affordable housing is often out of reach. For people of color, specifically Black and Hispanic Americans with criminal records, those barriers are experienced at disproportionate rates. These barriers are largely due to criminal background screening processes that are often unreasonably restrictive and discriminatory.

LGBTQ+ AMERICANS DESERVE ACCESS TO FAIR HOUSING

While housing discrimination based on sexual orientation and gender identity is not a new problem, it wasn’t until recently that LGBTQ+ Americans officially gained protections under the Fair Housing Act. In 2021, the U.S. Department of Housing and Urban Development (HUD) announced that it would begin enforcing the Fair Housing Act to prohibit discrimination on the basis of sexual orientation and gender identity, following an Executive Order from the Biden Administration.

Although discriminatory housing policies, like redlining, have been outlawed for decades, the effects of these policies continue to impact the health outcomes of folks living in formerly redlined communities all these years later. Research shows that residents living in formerly redlined or racially segregated neighborhoods experience worse health outcomes. Residents of formerly redlined neighborhoods are at increased risk of health issues like preterm birth, cancer, tuberculosis, and maternal depression. Needless to say, where you live has the ability to impact your health in major ways.

In May, the Fair Housing Center for Rights & Research released the 2022 State of Fair Housing in Northeast Ohio report. Our research finds that the region is failing to address the historical impacts of redlining and predatory lending, and has yet to accomplish the goals of the Fair Housing Act – ending discrimination and promoting integration. About Fair Housing Center for Rights & Research
The Fair Housing Center for Rights & Research (The Fair Housing Center) is a nonprofit fair housing organization whose mission is to protect and expand fair housing rights, eliminate housing discrimination, and promote integrated communities. The Fair Housing Center has been in existence for 35 years, beginning as the Metropolitan Strategy Group in 1983.
The federal Fair Housing Act of 1968 prohibits discrimination in the sale or rental of a dwelling on the basis of race, color, national origin, religion, sex, familial status or disability. The purpose of the law is to eliminate housing discrimination and promote residential integration.
