NON-STOP DANCING

Back in the late 60s and early 70s, a German band leader by the name of James Last recorded a series of big band rock music albums. They were some of the best dance music ever recorded. The name of the albums: NON-STOP DANCING. Well, these past couple of weeks has seemed like the movie Groundhog Day, stuck in a recurring nonstop dance party. Winter residents have headed north for the summer, other folks are off on vacation, but the work pace in Town reflects none of this. We are busier than ever, and not with dancing. (By the way, check out James Last on YouTube; Nonstop Dancing 68 and 69 are the best, particularly if you were young, living abroad, and attending nonstop dance parties!! (a little nostalgia on my part.)


Now, with a slight smile on my face, I turn to my report on Town business:

The undergrounding project continues in fits and starts. AT&T now has all the fiber in the ground, except for one run on the 100 block of Inlet Way. That last run should be done sometime next week. The fiber cable splicing is moving along at a good pace, and if all goes well, the south half of Town will have the fiber runs completed and available for service in a couple of weeks. Also, AT&T is making plans for the removal of their wires in the north half of Town. They will start in the quadrant from Edwards to Beach west of the Parkway to Lake Drive, then between the same streets from the Parkway to Atlantic, and then lastly, Atlantic to Ocean. All that should be done in a couple of months. How quickly we can remove the cable in the south depends on how quickly we get ALL AT&T customers in that area converted. The undergrounding has been a long journey, but the end is in sight.


Similarly, getting the water main replacement project started has been difficult and super frustrating. But, starting next Tuesday, July 6th, the work will begin in earnest.  The road mill reported last week will really start, and by the end of the week, the contractor, B&B, should begin laying new pipes in the ground. If they don’t, Alan Welch and I may blow our head gaskets! There will be traffic barriers and flagmen to direct traffic. As previously reported, heavy equipment and pipes will be moved on the perimeter roads. If you have questions, call Alan Welch or me.


The painting of Townhall and the retarring of its flat roof have been completed. Slowly, the renovation and painting of the street lights are progressing: the lights on the Parkway, Town parking lot, and Bamboo and Sandal are completed. The project moves along at a pace of about a street a day, except when other work interferes.


The rumors circulating about the old Sea Spray (123 Ocean) are true. The owners are planning to demolish the structure and build a new six-story luxury condominium. The plans for the project are being presented to the Development Review Committee on Wednesday, July 6th. Included in the planning is removing the old asphalt from the beach parking lot and replacing it with pavers, along with planting new palm trees around the perimeter of the lot. All to be paid for by the developer. If successful in the approval process, this project will remove a worn-out and dilapidated structure with a very attractive building.

 

Turning to the June Commission meeting, in addition to the item reported above, the following items of business were dealt with:


  • The annual audit of Town finances was presented. The report card was very good. The Auditor reported that the Town finances are in very good shape, and the audit was very good. Congratulations to Wendy Well for another excellent year’s work.


  • The Town contract with Waste Management was extended for another five-year period. As with all things in our economy, there was a significant price increase, but we were able to negotiate a better price than some of the neighboring communities.


  • A resolution appointing John Peterson to the Intel Park Encroachment Committee was approved. He replaced Paul Sivilotty, who resigned for personal reasons.


  • There was a discussion as to whether or not the Town should adopt Juneteenth as an official holiday. No action was taken. The matter will be discussed again at a workshop. The general feeling was that the Town already has enough holidays, and those who want to celebrate Juneteenth could use their floating Holiday.


  • Finally, an ordinance concerning planting trees on newly developed houses was sent back to the P&Z for further review.


And that is a wrap on town business.

And, to our Muslim residents and friends, Eid al -Adha Mubareek, or in Turkish Kurban Byraminiz mutlu ve kutlu olsun. (These are the traditional holiday greetings in Arabic and Turkish.) The Sacrifice Holiday begins on July 10th. The celebration usually lasts four days.

Benches along the Town Parkway have been replaced with new benches. There has been tremendous demand for the memorial plaques on the benches. We are moving forward with resuming this program. The first step is to determine whether current plaques will remain by paying the cost of the new bench and plaque. To that end, we need your help. Please contact Town Hall if you know contact information for family of the following people:

OFFICE OF EMERGENCY MANAGEMENT / FIRE DEPARTMENT:


COVID-19 Update: The PBC Emergency Operations Center is maintaining COVID-19 operations at Activation Level III (Enhanced Monitoring). COVID-19 information and more resources are available by visiting https://discover.pbcgov.org/coronavirus/Pages/Updates.aspx.

The Palm Beach Shores Office of Emergency Management continues to monitor the situation and will provide updates as they are received.


The Florida Department of Health has established a dedicated    

COVID-19 call center (866) ­779-­6121 for the public to call 24 hours a day. In addition, the public can email COVID19@flhealth.gov for more information.


July 4th: The City of Riviera Beach will be conducting its Front Porch Fireworks celebration again this year. Fireworks will be launched from a barge North of Peanut Island, offset toward the West Channel of the Intracoastal. Although the fireworks are closer to Riviera Beach, they still resonate vigorously here in Palm Beach Shores. To that end, we provide that reminder for folks with pets and family members who are sensitive to the noises and vibrations of the fireworks. The Fire Department will have additional staff on during the fireworks show. Conditions are dry and we discourage any unofficial fireworks displays here in the community.


Trying to Reason with Hurricane Season: Tis the season - 2022 Atlantic Hurricane Season that is. There is a lot of tropical activity in the lower Caribbean basin, but fortunately nothing for us to concern ourselves with at this point. We are maintaining a watchful weather eye and coordinating with our State, County, and Local allied agencies, and we will communicate any new information as it is received. Stay prepared! 



FIRE DEPARTMENT:

Replacement Fire Engine: We are getting closer to taking delivery of the replacement fire engine. It recently had the radios and associated electronics installed by the PBC Fire Rescue radio shop. The Engine is going through final inspections by the vendors and mechanics to assure it is 100% perfect when we take possession. The PBSFD will announce the date and invite the community to attend a traditional “Housing Ceremony” once we take delivery of the new Fire Engine.  Here is a sneak peek…

OCEAN RESCUE:  

Beach Safety: Our Lifeguards want to remind everyone of the dangers of rip currents. Please use extra caution if you choose to enter the ocean outside of the guarded beach or before/after guarded beach hours. “It’s best to keep your feet in the sand until the lifeguard is in the stand.”

I hope all is going well for you during these hot summer months. This past month was a little busier than usual for us. You may have heard about two incidents due to the amount of law enforcement in town.


An apartment complex on Inlet way was the location of both significant incidents. In the first, our License Plate Readers detected a stolen car entering Palm Beach Shores. The area was searched, and surveillance was set up. The stolen car was located in an apartment complex. A warrant was received, and deputies entered the residence and took both subjects into custody regarding the stolen car. The subject is believed to have stolen rods and reels from the Buccaneer earlier in the week. Additional charges include Burglary to the boat, grand theft of a motor vehicle, possession of burglary tools, possession of drug equipment times 2, possession of cocaine, and meddling with evidence. The suspects were then taken to the county jail for processing.

 

The second incident also occurred at the same complex, and this incident kept deputies at the location for 11 hours. A continuing argument ensued between two persons, one residing at the complex. The situation became violent as the male subject grabbed the female and placed a knife to her throat. Thankfully, she was able to get away. Deputies arrived and were assisted by behavioral health deputies, detectives, and elements of the SWAT team. The subject barricaded himself inside and began throwing objects from the apartment through the window at the deputies. He threatened the deputies' lives and then indicated it would end with suicide by a cop. In his possession were a large knife and a BBQ grill fork.

 

Attempts to subdue the individual proved challenging. He withstood multiple taser strikes and another less-than-lethal weapon four more times. He then stabbed himself with the knife. Eventually, our midnight deputy, Deputy Brandi Clayton, developed a rapport with him.


The conversation continued, and he began to apologize for the incident and ultimately allowed deputies to take him into custody without further violence. He was brought to the hospital for treatment for the self-inflicted wound, then brought to the jail for processing. A few days later, he was released from jail on bond, but deputies took him into custody on unrelated charges, a judge revoked his bond, and he remains in the county jail.


 Deputy Clayton is our (Palm Beach Shores/PBSO District 20) deputy of the month, and I have nominated her for deputy of the month for the entire agency.
