These four words capture our sentiments in Howard County, the State of Maryland, and across our nation, for our fallen heroes. Howard County remembers our seven fallen heroes who we lost in service. No matter how many years have passed, whether we’re appreciating peace or enmeshed by conflict, we will never forget those who made the ultimate sacrifice performing their professional duties.
We remember those we have lost, knowing that their memory will never fade, but remain in the hearts of all of us.

Destination Downtown 2022
Downtown Columbia has always been a destination for arts and culture, and commerce. In 2020, we had to hit the ‘pause’ button on exhibits and live performances. And now – with hopefully everyone who can be vaccinated and boosted – the time has come to hit ‘play’ – and to turn up the volume.

The beginning of May marks the beginning of Farmers Market season! Howard County is home to five phenomenal farmers markets and a variety of other farm and produce stands. By choosing to buy from a farmers market, you are not only supporting local farmers but also our local economy and environment.

Going Global to Stay Cybersecure
Howard County remains a leader in cybersecurity, which is a critical component of our national defense and a driver of job growth. As part of growing this industry, I was thrilled to welcome the Cyber Security Council of Germany to their new office in the Maryland Innovation Center. This innovative partnership is a significant step forward in connecting the Howard County business community to the world and establishing a pathway for German companies to expand throughout the entire state.
I'm especially grateful for our team at the Howard County Economic Development Authority for their constant innovation and leadership. Special thank you to Senator Van Hollen and Katie Fry Hester, Maryland Senate D9 for their efforts to advance cybersecurity in Maryland! By working together, we will continue to support our businesses, facilitate international collaboration, and make the world safer.

Progress in Ellicott City
Recently, I had the opportunity to speak with WBAL about the significant progress we are making in Ellicott City.
After three devastating floods in 2011, 2016, and 2018, we needed a real plan to reduce flooding in our historic town. In May of 2019, I announced the Ellicott City Safe and Sound flood mitigation plan. Once complete, our plan is expected to drastically reduce the level of potential floodwaters on Main Street to three feet or less. We already have two projects under construction and several others in the design and permitting phases.

Supporting Our Veterans Through the Arts
Our Transform Howard innovation grants inspire every facet of our community, including the arts.
Chesapeake Shakespeare Company is partnering with our Howard County Commission for Veterans and Military Families and our Howard County Arts Council to bring a model of well-being for veterans through the arts right to Howard County. This innovative solution addresses the need for a healthy outlet of creative expression and collaboration for our valued military veterans.
These are remarkable partnerships to engage Howard County residents. Congratulations!

Promoting Early Childhood
Through our Transform Howard Innovation grants, our local organizations and groups are expanding programming and services to our community.
The Bronze Villagers, in collaboration with First Baptist Church of Guilford and Alpha Foundation of Howard County, are launching the Parents of African American Children (PAAC) Kollege program to promote early childhood development. With this funding, this innovation can be replicated by organizations across the Nation to help improve early childhood development.

Save the Date: ARTreach
Don't forget to save the date for the return of the ARTreach Festival: Saturday, June 4, 2022 from 11am to 7pm! This free, fun, family festival will take place at Long Reach Village Center. The day features live performances of world music ranging from Afropop to funk and soul to Latin pop and more. Bring a camp chair and pick out a shady space under our tent to enjoy the music—there’s even room to get up and dance!
Festivalgoers can also participate in hands-on arts activities, watch artists practice their craft, and tour onsite artist studios. You can have your caricature drawn and silhouette snipped, watch as your festival tote bag is screen printed right before your eyes, make a tie dye t-shirt, capture the day at our open air photobooth, and so much more. Puppet shows, musicians, balloon twisters and other children’s and strolling performers round out the day’s free activities.

Summer Youth Employment Program
The Howard County Office of Workforce Development is NOW accepting applications for the annual Summer Youth Employment Program. This is a six-week program from July 5 – August 12 that aims to teach, hone, and develop practical workforce readiness skills in residents between the ages of 14 and 24. The program offers a structured learning environment composed of virtual learning platforms and in-person worksites to foster a true work experience.
This program gives the tools and resources to explore interests, gain mentorship and establish a professional network. Workshops may include resume and cover letter writing, financial literacy, conflict mediation, mental health awareness and resources, and social media safety. For the duration of the program, participants become contingent employees of Howard County Government or private sector businesses, are offered competitive pay and may work up to 25 hours per week.

Quality of Life
We are conducting an online survey of County residents. We want everyone to have an opportunity to share their opinions with County Government on the services we provide. This survey is one way for us to assess how we are doing and identify areas for improvement. The survey will be open until 11:59 p.m. on May 31st.

COVID-19 Update
According to the Maryland Department of Health (MDH), Howard County’s positivity rate today is 9% and our 7-day moving average case rate per 100k is 24.8. This steady increase is related to the BA2 subvariant which is highly transmissible. All residents, especially those at high risk for complications from COVID, should consider wearing a high-quality mask indoors when physical distancing is not possible.
Residents with symptoms of COVID-19 should get tested and isolate if possible, per CDC guidelines. There are currently 8 COVID-19 patients in the ICU and Acute Care units at Howard County General Hospital. We’ve sadly lost 352 of our residents to COVID-19 and we continue to keep their loved ones in our thoughts and prayers.
Howard County is a state leader with 91% of our residents 5+ fully vaccinated. However, 33% of our eligible residents have not yet received a booster or third shot. Being up to date with COVID vaccines is critical to reducing the severity of COVID-19 disease, including preventing hospitalization and death. Please get boosted to stay up to date with your COVID-19 vaccination.
Viruses constantly change through mutation and sometimes these mutations result in a new dominant variant of the virus. As cases increase, it’s important to keep getting tested if you are displaying symptoms or have been exposed. Howard County has dozens of testing locations. Find one near you here.
Getting vaccinated continues to be the best way to prevent severe illness and death from COVID-19. Please get vaccinated and boosted if you have not already. Find a vaccine near you at vaccine.howardcountymd.gov.

This Older Americans Month, Share How You Are Aging Your Way
May is Older Americans Month and this year’s the theme, Age My Way, is encouraging adults to reframe aging and explore the many ways to stay active, connected and involved in their community. In celebration of Older Americans Month, our Department of Community Resources and Services’ (DCRS) Office on Aging and Independence (OAI) invites you to share your story with them on how you are aging YOUR way. Maybe you are turning your hobby into a new business, planning travel adventures with friends of family, or just spending time doing what you want to do. This past week, I announced the launch of a new, easy-to-understand report of the County’s financial condition, called the Popular Annual Financial Report, for Fiscal Year 2021. Our goal is to make sure every resident who seeks information about Howard County finances and operations can get what they need in a clear and concise manner. This modified report is shorter and simpler than the fully audited Annual Comprehensive Financial Report and is intended to provide the public with an overview of the county’s operations, programs and financial condition in an accessible and transparent format. | |

Second Boosters Now Available to Residents Age 50+
Aged 50+? It's second booster time and Howard County Health Departments (HCHD) clinics are officially approved and prepared to offer second COVID-19 vaccine booster doses to those recommended by the CDC. To determine whether you are eligible, I encourage you to check out the CDC’s full announcement. In general, second boosters are available to certain immunocompromised individuals and people over the age of 50 who received an initial booster dose at least four months ago.

Race is Not Just Black & White: Exploring the Racial History of Asians, Latinos, and Jews
Conversations about race in America tend to focus on White Americans and African Americans to the exclusion of the racialized experiences of Asians, Hispanics or Latinos, Jews and other ethnic groups. That is why I invite you to join OHRE this Asian American Pacific Islander Heritage Month and Jewish-American Heritage Month for a historical, cultural, and legislative exploration of the racialization of Asians, Latinos or Hispanics, and Jews. Student Member Sought for Human Rights Commission
I know many of our young residents are passionate about finding solutions that improve our community, address discrimination, reduce hate and protect and promote human rights and Howard County’s values of inclusion, equality and compassion for all. If you want to share your passion and perspective and are a Howard County high student, I encourage you to consider applying today for Howard County’s Human Rights Commission.
As a non-voting member, the Commission’s student member will serve a one-year term from July 1, 2022 to June 30, 2023. Prescribed by law, the Commission’s duties and responsibilities include recommending a civil rights policy to the County Executive and the County Council; conducting surveys and studies concerning human rights conditions and problems; and filing a complaint when there is reason to believe a pattern or practice of discrimination exists.

HoCo By Design Readies to Launch Second Draft Theme Chapter
As I shared back in March, as part of its process to create a new General Plan, called HoCo By Design, DPZ’s HoCo By Design project team is releasing draft HoCo By Design planning theme chapters one at a time throughout this year for community review and feedback. The policies presented in each chapter are draft statements based on data, best practices and community feedback DPZ has received to date. Feedback we receive from you, our community, will further be used by DPZ to refine the draft policies.
This month, DPZ’s project team released its second planning theme chapter – “Quality By Design: Respecting and Prioritizing Community Character”. This chapter contains recommendations that aim to preserve character in future developments while adopting design standards that are context sensitive for different areas and development opportunities.
As part of the HoCo By Design process, DPZ will host two hybrid meetings this week to offer participants an opportunity to learn more about the Quality By Design draft chapter. Each meeting will be offered in-person (in the Columbia-Ellicott Room at the George Howard Building, located at 3430 Court House Drive in Ellicott City) and virtually. The first meeting will take place tomorrow, May 10th from 3:00 to 5:00 p.m. and the second this Thursday, May 12th from 6:30 to 8:30 p.m. To register to participate in a meeting, please click HERE. Fallen Heros Day
This past Friday, May 6th, was Fallen Heroes Day in Maryland, a day that honors the men and women of Maryland’s public safety community who lost their lives in the line of duty. In recognition of our fallen heroes, I joined Howard County Police Department (HCPD) on Thursday for its annual memorial ceremony honoring the seven law enforcement officers who have died in the line of duty in Howard County. They were:
- Maryland State Police Trooper Shaft S. Hunter, who was killed in 2011 in a collision during a vehicle pursuit.
- Cpl. Scott Wheeler, who was struck by a speeding motorist in 2007 while conducting speed enforcement.
- Recruit Officer Roger D. Cassell Jr., who died in 1994 after a physical exercise at the HCPD academy.
- Maryland State Police Cpl. Theodore D. Wolf Sr., who was shot in 1990 during a traffic stop of two men smuggling drugs in a stolen vehicle.
- Officer Randolph E. Brightwell Sr., who was shot in 1961 during a traffic stop of two men who had just robbed and killed a gas station attendant.
- Deputy Sheriff Frank J. Miller, who died of a heart attack in 1946 after struggling with a prisoner.
- Constable Charles T. Weber, who died in 1924 after being dragged alongside a speeding vehicle.
To those who have made the ultimate sacrifice, their families and the brave men and women who encompass Howard County's public safety community, we thank you for your service and dedication to protecting and coming to the aide of the people of Howard County.

Tips to Help Prevent Auto Theft/Theft from Auto
Year-round, thieves target vehicles to either steal them or steal from them. These reports can increase when the weather warms, during holiday season or whenever an individual or group targets neighborhoods in Howard County. These crimes occur in a variety of neighborhoods, but thieves typically target high-density residential areas, typically during the overnight to early-morning hours.
To help make yourself less likely to be victimized, HCPD is offering up these tips to prevent auto theft or theft from your automobile.
If you do fall victim to any theft from your vehicle, including if your vehicle has been tampered with but nothing has been stolen, HCPD encourages you to report this to police. This helps HCPD track trends and identify suspects. You can file a report online or call the County’s non-emergency number at 410-313-2200. However, for thefts in progress, please call 911.

Guilford Road Sidewalk Improvement Project Public Meeting
Our Department of Public Works’ (DPW) Transportation and Special Projects Division will hold a public meeting next Thursday, May 19th from 5:00 p.m. to 6:30 p.m., in the cafeteria at Patuxent Valley Middle School at 9151 Vollmerhausen Road in Jessup, to present plans for a sidewalk improvement in Jessup. The proposed project includes installation of sidewalk, curb and gutter along the south side of Guilford Road between Winterbrook Lane and a point near US 1. This project is expected to begin in summer 2023.
While no formal presentation will be made, DPW staff will be on hand to explain the project, answer any questions and gather public comments.

Hyla Brook Road Drainage (Capital Project D1124-40) – Project to improve a failed storm drain system near 10102 and 10106 Hyla Brook Road. Although the project is not expected to impact the general flow of traffic, lane shifts can be expected as the pipe construction crosses the roadway. The sidewalk within the project zone will be closed to pedestrians for a portion of the project. Weather permitting, the project is expected to be completed by early June 2022.

Highways Mayfield Facility Stormwater Management (Capital Project C-0313) – Project to install new storm drains, curb and gutter, stabilize the outfalls and repave the pavement at DPW’s Bureau of Highways Mayfield facility at 7551 Mayfield Avenue. A series of water quality features known as Stormceptors will also be installed to provide treatment of surface water runoff from the Mayfield facility.

Our Department of Recreation & Parks invites you to join Chef Ravi for its popular bread making class on Wednesday, May 11th from 6:30 to 9:00 p.m. at The Arc of Howard County in Ellicott City. During this hand-on cooking class, participants will learn how to make garlic naan (fermented bread), mint, roasted cumin and potato paratha (whole wheat stuffed bread with mint and potatoes) and Pori (a deep-fried whole-wheat bread). Kids Night at the Museum

Hero Hustle
Calling all kids (ages three to 11), show off your inner superhero by taking on Recreation & Parks’ one-mile Hero Hustle training course this month. From May 14th to May 28th, participants can run fast like Dash, stretch like Elastigirl and crawl through the web like Spiderman as they take on this self-guided course starting from Gary J. Arthur Community Center and looping through Western Regional Park. Be sure to wear your favorite hero costume for some extra superhero power as you test your skills on this year’s course.
While this event is free and no registration is required, if you would like to partake in an optional treat bag addon, featuring prizes, a craft and snack, the cost per bag is $10 each and pre-registration is required. Treat bags can be picked up anytime from the Gary J. Arthur Community Center’s front desk during normal business hours.

Learn the art of lace making at this free event hosted by Recreation & Parks this Saturday, May 14th from 10:00 a.m. to 3:00 p.m. at the Thomas Isaac Log Cabin in Historic Ellicott City.
The ever-popular Chesapeake Region Lace Makers Guild returns to share their knowledge of the intricate art of lace making. Give it a try for yourself and watch the masters at work as they set up at the Log Cabin and demonstrate their artistry and skills with this handcrafted tradition. Wine in the Woods 2022 to Feature Fine Wine and Maryland Brewed Beer
Set to run the weekend of May 21st and 22nd at Symphony Woods in Columbia, this year’s Wine in the Woods event will not only feature around 20 wineries, 22 specialty food vendors, 30 artisans/crafters and 12 musical acts, but NEW THIS YEAR, will also feature a selection of Maryland breweries on tap, including Oliver Brewing Co., Heavy Seas Beer, Pub Dog, Sapwood Cellars, and Hysteria Brewing Co. Beer will be available for purchase only, no samples. Start the Process to Becoming a Foster Parent this National Foster Care Month
Did you know, Maryland has more than 3,800 youth in Foster Care. This National Foster Care Month, the Maryland Department of Human Services’ Howard County Department of Social Services (DSS) is reminding residents about the important role Foster Parents play in providing a safe and stable home for children in need.
Though DSS remains dedicated to strengthening and supporting families in our community, sometimes children cannot remain safely in their homes and need to enter foster care temporarily while DSS works with the family to address safety concerns.
If you are interested in welcoming a child/children into your home, providing a child/children with a caring, committed and safe environment while working with DSS to support families in efforts to reunify them with their child/children, I encourage you to contact Dawn Moser today at 410-872-8839 or dawn.moser@maryland.gov to learn more about becoming a Foster Parent. Foster Parents are required to be licensed through DSS in order to start helping. The licensing process involves training, paperwork and a home study.

BikeAround Downtown 2022
May is Bike Month and this month our Office of Transportation will be participating in a number of bike related events starting with the 3rd annual BikeAround Downtown on Saturday, May 14th. On the 14th, join the Office for a Block Party at Color Burst Park in Downtown Columbia from 9:00 a.m. to noon to learn how to make cycling a bigger part of your transportation, fitness and recreation routine. Come enjoy the trails and pathways of Downtown Columbia and Oakland Mills starting at Color Burst Park, rolling around Lake Kittamaqundi and over to Oakland Mills and Blandair Regional Park, then circling back and joining the multi-use parkway to wend back to Color Burst. Participants are encouraged to ride the course to or from the Block Party; the course will be open and marked from 9:00 a.m. on the 14th to 6:00 p.m. on Sunday, May 15th. Registration and waiver completion are required for participation, with the first 300 registrants are guaranteed a BikeAround 2022 t-shirt and other great treats. Bike to Work Week is Back and Back in-Person
Following the BikeAround Downtown weekend, this year’s annual Bike to Work Central Maryland week celebration will take place Monday, May 16th through Sunday, May 23rd with our Office of Transportation’s in-person event on Friday, May 20th from 4:00 to 6:30 p.m. at Color Burst Park in Downtown Columbia. This year’s registered participants will qualify for free t-shirts (limited to the first 1,500 riders), giveaways and prizes, all while discovering the advantages of a cleaner and healthier commuting option. Participants may ride any time during the week to anywhere and pick up their event shirt at any participating bike shop (Patapsco Bicycles and Trek Bicycles) or our Office of Transportation’s pit stop on the 20th. Applicants Sought for Multimodal Transportation Board
With a record level of County investment for our bicycle and pedestrian network and increasing opportunities for federal transit funding, Howard County is at a critical juncture in the development of our transportation network. If you are interested in helping shape the future of our transportation network system, I encourage you to apply today for our Multimodal Transportation Board. Comprised of nine members, the Board advises myself and County Administration on transportation matters, particularly involving the County’s local bus system contractor – the Regional Transportation Agency of Central Maryland, bicycle and pedestrian issues, and Complete Streets policies.
