Highlights from the Belvidere City Council Meeting
of March 6, 2023
Mayor Clinton Morris presented a Proclamation to Board President Dawn Brooks of the Ida Public Library recognizing the library's 140th Anniversary Celebration and declaring March 9, 2023, as Ida Public Library Day.
Mayor Clinton Morris recognized and presented a plaque in appreciation to Ed Gonzalez for 22 years of dedicated service to the Fire & Police Commission.
Council passed and adopted the following ordinances and resolutions:
Ord. #614H – An Ordinance Amending Section 82-1 of the Belvidere Municipal Code Relating to Planning Fees. A review of the City’s Code revealed that when the City adopted new fees as set forth in Appendix A of our code, we failed to modify old fees that were set out in Chapter 82 creating a conflict.
Ord. #615H – An Ordinance Repealing and Reserving Section 98-21 of the Belvidere Municipal Code Relating to Barbed Wire Fences. We recently discovered that this section directly conflicts with the City’s Zoning Code (150.712). Section 98-21 allows barbed wire fences with certain regulations. Section 150.712 outright prohibits barbed wire fences. In the near future staff will suggest a text amendment to the zoning code to allow barbed wire fences in industrial districts with certain regulations.
Ord. #616H – An Ordinance Amending Section 114-354(b)(2) and Appendix A of the Belvidere Municipal Code to Modify Sewer Rates. With the fiscal year 2024 sewer budget projecting a $443,619.00 deficit the City proposed a sewer rate increase of $0.30/HCF. The new rate of $2.76/HCF represents a 12% increase and the average monthly bill would increase $2.41 or $0.08 per day. This rate increase will go into effect April 1, 2023.

Res. #2023-6: A Resolution Authorizing the Mayor to Execute a Local Agency/Company Agreement for The Development of Project Kelly.
Res. #2023-7: A Resolution Authorizing the Mayor to Execute an Inter-Governmental Agreement with IDOT for a Grant Funding Reconfiguration of Irene Road.
Res. #2023-8: A Resolution Authorizing Certain Annual Parades for 2023.
Res. #2023-9: A Resolution Authorizing the Mayor to Execute and the Clerk to Attest an Agreement with Metro Paramedic Services, Inc. for EMS Response and Transport Services.
Res. #2023-10: A Resolution Authorizing the Mayor the Execute A Billing Service Agreement Between the City of Belvidere and EMS Management & Consultants Inc.
