Registration for RV Occupancy
In its December 5, 2022, meeting, City Council adopted a resolution to amend the City’s existing “Temporary Recreational Vehicle (RV) Occupancy Guidelines” to require property owners hosting recreational vehicles (RVs) to complete a no-cost registration with the City. 

Since October 2020, the City has temporarily allowed RVs to be used for housing purposes due to the heightened need for temporary housing in the community. RVs must be parked on private property, and the RV occupants and property owners must follow the guidelines the City has set. 

Beginning December 2022, the City is requiring registration as part of its continued effort to evaluate the ongoing need for this type of temporary housing. Registration should be completed by the property owner, not individuals living in the RV. The registration requests that the property owner provide contact information for those living in the RV so the City can follow up with an anonymous survey asking about their needs and living conditions.

SDC Waiver for Affordable Homeownership
City Council adopted a resolution on December 5, 2022, to implement a program that will waive System Development Charges (SDCs) for housing to be purchased by low-income homebuyers. SDCs are charges collected at the time of building permit to accumulate capital needed to provide sufficient capacity in infrastructure systems to accommodate that development. Waiving SDCs is one way to incentivize development that might not otherwise happen.   

This program, which will be available beginning January 1, 2023, will offer SDC waivers to qualifying applicants building homeownership housing to be purchased by households earning up to 80% of the area median income (AMI). The City will waive SDCs on a “first come-first served” basis for qualifying applications until $300,000 of charges have been waived for the program or December 31, 2025, whichever comes first.
