Elevate MV Gets Financial Boost with $100,000 Grant from Silicon Valley Community Foundation

Mountain View’s guaranteed basic income pilot program, Elevate MV, is the recipient of a $100,000 grant from the Silicon Valley Community Foundation. The City Council officially accepted the grant funding from SVCF at its Tuesday, June 14 meeting.

The Elevate MV pilot will aid extremely low-income Mountain View families and caregivers with at least one child under age 18 through $500 monthly cash payments for at least one year. The pilot will be limited to 166 randomly selected qualifying recipients. The City now anticipates accepting applications for the pilot program in the mid-to-late summer timeframe.

In February 2022, the Council approved over $1 million in funding Elevate MV for one year. As part of the Fiscal Year 2022-23 budget process, another $1 million in funding is proposed for the pilot program to run for a second year.

Fiscal Year 2022-23 Recommended Budget

At its Tuesday, June 14 meeting, the City Council held a public hearing on the Fiscal Year 2022-23 Recommended Budget and Five-Year Financial Forecast.

The City of Mountain View maintains fiscally prudent budgeting practices of balancing ongoing expenditures with ongoing revenues and adopting structurally balanced operating budgets.

In recent years, the City has experienced strong revenue growth with a larger-than-normal net operating balance that allowed the City to address infrastructure needs and unfunded liabilities. This situation has helped the City to weather the revenue losses experienced during the past two fiscal years of the COVID-19 pandemic. Although it is difficult to forecast revenues under this climate of extreme uncertainty, the recommended General Operating Fund budget for Fiscal Year 2022-23 is projected to achieve a modest surplus.

The Council will hold another public hearing and consider adoption of the budget at the Tuesday, June 28 meeting. The City's new fiscal year begins July 1.

Middlefield and Moffett Street Improvements

The City plans to repave portions of Moffett Boulevard and Middlefield Road and is exploring potential elements, such as pedestrian crossing enhancements, on-street parking removal, and protected bikeways on Moffett north of Middlefield as well as Middlefield between Moffett and Bernardo Avenue.

Share your input on these potential improvements at a virtual community meeting on Tuesday, June 21 at 6 p.m.

Rengstorff Park Playground Temporary Closure

Due to the Rengstorff Park Aquatics Center construction, the playground at Rengstorff Park is temporarily closed through Monday, June 27.

This closure will allow construction staff to safely demolish the adjacent pathways. The playground will reopen as soon as the demo is complete.

Congratulations to Mountain View's First Chinese Language Civic Leadership Academy Graduates

Earlier this month, the first class of the Chinese Language Civic Leadership Academy graduated. A small ceremony was held at Mountain View City Hall to honor their participation and allow the graduates to share their experiences with local leaders and family members in attendance.

The free, seven-week-long program is designed to improve participants’ engagement with and understanding of local government and City services. It also aims to encourage their civic engagement, leadership and volunteerism in the community. In addition, the Academy prepares individuals to be ambassadors in the community and serve on City Council advisory bodies and committees or take on other leadership roles.

COVID-19 Briefing

CDC Rescinds Order Requiring Negative Pre-Departure COVID-19 Test Prior to Flight to the U.S.

Air passengers traveling to the United States will no longer need to show COVID-19 test results or documentation of recovery from COVID-19 prior to boarding their flights.

Due to the widespread uptake of highly effective COVID-19 vaccines, the availability of effective therapeutics, and the increase of high rates of vaccine- and infection-induced immunity, the pandemic has entered a new phase in the United States, according to the Centers for Disease Control and Prevention. Each of these measures has contributed to a lower risk of severe disease and death across the United States.

Although the requirement is removed, the CDC continues to recommend travelers boarding a flight to the United States get tested for current infection with a viral test as close to the time of departure as possible (no more than 3 days) and not travel if they are sick.
