Karen "Cindy" Castorina - Veteran Service Officer


Cindy joined the US Army as a Transportation Operator and served Active Duty for 9 years. Her first duty station was Fort Campbell. She was then transferred to Fort Eustis, Virginia where she worked in Logistics. Cindy’s wounded warrior journey began in 2018 when she suffered a stroke. She was assigned to the Wounded Warrior Transition Battalion to undergo treatment and recovery. Cindy learned about the programs available to help disabled veterans and their families. Upon medical discharge in 2020, she ultimately earned a fellowship in the House of Representatives where she supported of the representatives and constituents advocating for veterans. She obtained an associate degree in criminal justice from University of Phoenix in February 2024.  

John Meade -

Veteran Service Officer


John Meade joined the US Army right after high school in 1985. John served in the 82nd Airborne Division and advanced to the rank of Sergeant. He then used the GI Bill to graduate from Northeastern Illinois University. John became a Staff Sergeant in the Illinois Army National Guard and then went to Warrant Officer and Flight School, where he began flying the UH 1 Huey and then progressed to the UH 60 Black Hawk. In 2004 John was deployed to Iraq for a year in support of Operation Iraqi Freedom. He has proudly held 10 different ranks in 3 different MOS’s before retiring in 2007 as a Chief Warrant Officer 3. He then spent 29 years as an Investigator for the State of Illinois.

Fernando Sanchez - Administrative Assistant


Upon graduating from Grayslake North High School in 2016, Fernando enlisted in the Army as a culinary specialist. After basic training he was stationed at Fort Hood Texas. He married another Army Specialist in 2017. During their time at Fort Hood, Fernando served in numerous administrative roles. This diversity gave him the skills to manage over $1,000,000 worth of inventory. He also competed and won culinary competitions including his installation’s Chef of the Year competition. Fernando transitioned into the National Guard in 2021. He is currently attending Herzing University, where he expects to complete his Bachelor’s degree in 2025. 

Christina Solis-Munoz - Administrative Assistant



A former Staff Sergeant in the United States Army, serving as an Intelligence Analyst with multiple different units. She is now earning her Bachelor of Science in Legal Studies from American Military University with a projected Graduation date of September 2024. Christina’s dedication to her work matches her commitment to her three children, Lucas, Victoria, and Elliana, and her involvement in church activities. She enjoys exploring the outdoors, cherishing moments in nature, embodying resilience and a passion for personal and professional growth, and most importantly, serving Veterans.

Eric Storm -

Veteran Service Officer


Eric joined the Air Force after high school. He was assigned to the 2d Security Forces Squadron at Barksdale Air Force Base, Louisiana, home of the Global Strike Command where he worked in a military law enforcement capacity as a Security Forces Journeyman. After leaving the Air Force, he progressed from a Safety/Security Officer becoming a Police Officer in Beloit Wisconsin, and then a Veterans Affairs Police Officer at the Captain James A Lovell FHCC.

He has worked with many individuals in crisis, but excelled when it came to helping fellow veterans. These interactions ultimately resulted in the best outcome allowing the veterans to get the help that they deserved. 

Krista Wolfer -

Veteran Service Officer


Krista Wolfer grew up in Southwestern Minnesota. She joined the United States Army in December of 2005, as a Military Police Officer. She was stationed at Ft. Leonard Wood, Missouri, followed by Ft. Lewis, Washington, and then completed her active-duty time at MCAS San Diego, California. After leaving the Army, she obtained her Bachelor's Degree in Criminal Justice at North Park University. Upon graduation, she started working at Lake County, IL, where she was a Senior Probation Officer. Krista joined the VACLC team to be able to pursue her passion for helping the Veterans of Lake County obtain benefits they earned and deserve.

James A Lovell FHCC Now Has Integrated Electronic Health Records

The Captain James A. Lovell Federal Health Care Center (Lovell FHCC) is live on the Federal Electronic Health Record (FEHR). All patients who visit the facility will now receive care that is coordinated through a single, fully integrated health record system. The FEHR also improves the ability for VA and DOD to coordinate care and share data with each other and the rest of the U.S. health care system.


Log in to the new portal: As part of this change, if you are a Veteran who uses My HealtheVet to manage your VA health care online, you will now use the My VA Health patient portal to manage the care you receive at Lovell FHCC.

  • Double-check your account type. Access My VA Health via a verified Login.gov or ID.me account, Premium DS Logon account or Premium My HealtheVet account.
  • Upgrade to a Premium My HealtheVet account for free. By upgrading your Basic account to Premium, you’ll ensure you have access to My VA Health when it becomes available on March 9.
  • Confirm your contact information is up to date. Make sure your contact information is up to date in your VA Profile or through VA.gov. To update, log in to your VA Profile or VA.gov using your verified Login.gov or ID.me account, Premium DS Logon account or Premium My HealtheVet account. You can also contact My HealtheVet or call 1-877-327-0022, on weekdays from 7 a.m. - 7 p.m. CT, if you need additional assistance. If your legal name has changed, you may also need to update your information in DoD’s Defense Enrollment Eligibility Reporting System (DEERS).
  • Secure Messages. Starting March 9, you will use My VA Health to message your providers. In the interim period, you can contact your provider by phone. Please note, conversations in My HealtheVet will not transfer into My VA Health.
  • Bring your third-party insurance to your first appointment with your VA provider on or after March 9. Doing so will help ensure we have the correct information on file for you.

Please note, if you receive care at other VA health facilities that haven’t transitioned to My VA Health, you’ll still use My HealtheVet to manage your care at those facilities.


Dual beneficiaries: Patients who are DoD and VA eligible, meaning they are a Veteran who also has TRICARE benefits, can access health information through the My VA Health and MHS GENESIS patient portals (replacing TRICARE Online Patient Portal) when receiving care at a Lovell FHCC facility. Dual-eligible patients are encouraged to compare each portal on our website under the “Dual-eligible beneficiaries header” or by using the Patient Portals for Dual-Eligible Beneficiaries (PDF) document.


Non patient portal users: Please note, if you do not use My HealtheVet to manage your VA health care online, you have no action to take and can continue to call in or go in person to receive the services you need.

A Primer for using the New FHCC Electronic Records System


We have attached a simplified example of how to sign in and use the new system and the new sign-in options. This is the first of several examples we will provide. Click here for our first chapter.

The Star Act - To Stop Disability Offsets 

Right now, veterans with fewer than 20 years of service and a disability rating of less than 50% have their retirement pay reduced by a dollar for every dollar of disability pay they get.


(Editor's comment - The law requires that a military retiree waive a portion of their gross DoD retired pay, dollar for dollar, by the amount of their Department of Veterans Affairs (VA) disability compensation pay; this is known as the VA waiver (or VA offset).)


Those rules mean an estimated 50,000 retirees are ineligible for concurrent benefits. The average offset was about $1,900 per month in 2022, according to the Congressional Budget Office.


The Major Richard Star Act would remove those restrictions so that all retirees with combat-related disabilities can collect their full retirement and disability benefits.

In a career coaching session last week, a thirtysomething Army veteran was trying to decide whether it was worth it, at his age, to get a certain qualification required for the career he wanted. I thought we should apply “That 70s Rule”: If you are still going to be thinking woulda-shoulda-coulda about it in your 70s, you should definitely get that thing right now.

I learned That 70s Rule from my mom while walking on Virginia Beach a few years ago. I was carefully explaining to her that I decided not to finish the last step of my master's degree -- the 156-page thesis. I didn't really need the degree for my job. They would not fire me without it. Besides, there was so much math involved in the thesis, I would never, ever get it done.

My mom stopped me right there with the waves crashing on our feet. "You know, I'm 70 years old. I have a great life. And I still think about how I should have finished my bachelor's degree!"

Disability Housing Grants Available for Veterans

Veterans and service members with certain service-connected disabilities can receive housing grants from VA to buy, build, or modify a home to meet their needs and live more independently. Changes to your home may involve installing ramps, widening doorways, and more. Find out if you’re eligible for a disability housing grant and how to apply. 

Education Benefits for Survivors & Dependents

If you’re the child or spouse of a Veteran or service member who has died, is captured or missing, or is rated permanently and totally disabled, you may be able to get help paying for school or job training through the Survivors’ and Dependents’ Educational Assistance (DEA) program, also called Chapter 35. Find out if you're eligible for DEA.

Camp Lejeune water contamination health issues


If you served at either of these locations between August 1, 1953, and December 31, 1987, you may be eligible for disability and health care benefits:  

  • Marine Corps Base Camp Lejeune, or 
  • Marine Corps Air Station (MCAS) New River, North Carolina

This is especially important with the passing of the PACT Act that increased support for a wide range of presumptive diseases.

Be sure to file for your property tax exemptions!

Some specifics:

  • If you are 100 % and permanent, there is a new state law that eliminates the annual filing for your exemption. HOWEVER - this law does not take effect until property tax year 2024 which is paid in 2025 - next year.
  • If your disability compensation is between 70 and 100 percent, you are exempt from property taxes and your property's assessed value is under $250,000 - but you must file now to prevent getting billed.
  • If you are less than 70 percent, you are eligible for reductions in your assessed valuation, thus reducing your tax bill by $2,500 - $5,000.

  • There is no federal income tax on VA insurance proceeds

  • 30-49% reduces the assessment by $2,500
  • 50-69% reduces the assessment by $5,000
  • 70% and above exempts you from all property tax.


You may qualify for free assistance with filing from MilTax or IRS Free File. Whether you need some help from a professional or plan to file taxes yourself, check out the following free and discounted options for military personnel and their families.

No matter how you are creating your return, you will need the following information:


Necessary Documents

Filing your taxes requires a lot of documents and personal information so make sure to collect everything you’ll need before you get started. The following is a list of some of those necessary records, but if you’re getting outside help, it’s best to call ahead to make sure you’re not forgetting anything.

  • Photo ID/Military ID
  • Social security cards for you and each family member claimed on the return
  • Wage and earning statement(s), such as Forms W-2, W-2G, and 1099-R
  • Child care costs
  • Investment income forms
  • Receipts for charitable donations
  • Receipts for deductible expenses
  • Your bank routing numbers and account numbers for direct deposit
  • Last year’s returns

W-2 forms are usually available for military members by the end of January and can be downloaded from MyPay website.

What are QCDs and how do you use them?

 

QCD’s – Qualified Charitable Distributions – provide a tax deduction for charitable donations made directly from your IRA to a 501(c)3 not for profit organization. The deductions are defined as pre-tax so they reduce the taxable amount of your RMD (Required Minimum Distribution). Since the QCDs only apply against RMDs, they are only available to Seniors who are required to withdraw an RMD each year. Here’s how the QCD process works.

·      During the year, you direct your IRA trustee to make donation payments to your desired charities. You may also be able to have a set of checks from your IRA account that you can write to your charitable organizations.

·      At the end of the year, you total up all the donations made. You might receive a statement from your IRA trustee providing this.

·      For tax filing, your IRA trustee will provide a form 1099-R showing your IRA withdrawals. If you have withdrawn more than the Required Minimum, you will need to know that because the QCDs can only be withdrawn up to the RMD amount.

·      This is the tricky part – Your gross distribution (box 1) will reflect the total amount of your IRA withdrawal. You will then subtract the QCD amount from the Gross Amount and the remainder is entered into the taxable amount - box 2a. Different tax software handles this slightly different, but you will also need to note that the reduction is due to QCDs.

Veterans of Lake Barrington Shores Honors Vietnam Veterans


Continuing the recent tradition of honoring Vietnam Veterans, the Veterans of LBS and the Signal Hill Chapter of the DAR hosted a ceremony to recognize veterans from the Vietnam era with commemoration pins, a memorial flag and a delightful reception.

National American Indian Veterans (NAIV) has been Congressionally Chartered

 

This now provides a voice to the more than 140,000 native American veterans in the United States.

 

Headquartered in South Dakota, the NAIV is located on the Cheyenne River Sioux Tribal Reservation.


US Senator Mike Rounds, R-SD and Senator Ben Ray Luján (D-N.M.) first introduced this legislation, which grants a congressional charter for the NAIV, in the 116th Congress and again in the 117th Congress, where it unanimously passed the Senate.

 

This Charter is long overdue!

A meaningful, personal memorial


Michael Marcos is a truly humble and generous man who will share his army stories and his struggles with PTSD with other veterans. He shared a story of a Navy man stationed at Great Lakes who visited his restaurant often years after his tour overseas, who turned out to be his Army buddy's friend's brother whom he witnessed being killed in Afghanistan. This memorial provided closure for him and his friend's brother. 



PS. I'm told the food and service at Papa Marcos (Waukegan) is great!


Why the Toyota 4Runner Isn’t Just for Lieutenants


A young officer’s commissioning is a special time. There’s the oath, the first salute, and (apparently) a shiny new Toyota 4Runner in desert tan paint. Toyota must have missed the memo when I took my commission, but they seem to have remembered to send a new 4Runner to just about everyone else.

Toyota does offer a military discount, but so do many other auto manufacturers. There has to be a different reason so many company-grade officers are drawn to an SUV that has remained largely unchanged since 2009. Is there something officers have to do that requires an aging 4x4 platform? Is there a shadowy cabal that connects Toyota’s truck designers and the future leaders of America’s military?

Northern Illinois Food Bank provides food through a network of 900 food pantries, soup kitchens, shelters, youth and senior centers, and has a number of other direct distribution programs to assist hungry neighbors. The Food Bank acquires donated food directly from manufacturers, as well as retail stores through our Food Recovery and Direct Connect programs.


You might have noticed the schedule of mobile food pantries further down in this newsletter. In the newsletter, these only cover Lake and McHenry Counties. However, there are also mobile pantries in 9 additional Counties. In addition there are "Pantry Express" sites where you can order food to be picked up at one of the Pantry Express locations, or, if you meet to mileage requirement, have the food delivered to your home.

How to Get a VA Certificate of Eligibility


If you couldn’t get in on the low interest rates of earlier this year, but you want to get a VA loan or a Native American Direct Loan to buy a house, interest rates are still about one percent below commercial rates. 


The first step is to get your COE. National Guard members and reservists are eligible for a VA home loan if they have completed at least six years of honorable service, are mobilized for active duty service for a period of at least 90 days, or are discharged because of a service-connected disability. See the reservist details here.


In any case, the first step is getting your Certificate of Eligibility (COE). It confirms for your lender that you qualify for the VA or NAD home loan benefit. Learn how to apply for your COE online.

Anyone in Lake County who needs help finding health and human service support can call 211 and get quickly connected to available resources. Lake County 211, provided by United Way of Lake County, is a free, confidential information and referral helpline that will enable Lake County residents to get the help they need 24 hours a day, regardless of the language they speak or where they live.  


The 211 network also answers dozens of crisis hotlines, including the National Suicide Prevention Lifeline.

An off-duty soldier took a train. When the train reached its first stop, a general walked in, and the soldier stood up. The General said, "At ease soldier, sit down." The train reached its second stop, again the soldier stood up, and the General once again said, "At ease soldier, sit down." When the train reached its third stop, again, the soldier stood up. This time, the General looked at him and said, "You don't have to salute every time we reach a stop." The soldier replied, "I want to get off, I missed my stop 2 stations ago."

Disagree with VA's decision on your claim? Veterans can request a higher-level review (HLR) This allows a Veteran or their representative to speak directly with a higher-level reviewer assigned to complete the decision review. Learn how to sign up for an HLR informal conference.

There is far too much in the various issues of Military.Com to write or even extract from them. The trick is to find the pieces that are important to you. Therefore, we have provided a graphic that shows the various dropdown choices. As you will see, there is information on general news – with the choice to see the news for your own branch, service benefits, Job and transition support, military life and family issues. I get several versions, and then I’ll scan for titles that seem to be related to me. For example, I decided to try the the Veteran Jobs tab for Lake County. It provided over 400 postings for Lake County and Northern Cook County. See the dropdowns below. Then you can click on military.com to set up a subscription and select versions that you are interested in.


In addition, there are a wide assortment of resource links (including discounts for vets and families) to find other specific information. You might want to give the magazine a look.

How do you get "Veteran" on your driver's license?


Effective January 1, 2020, it will be easier to get "VETERAN" recorded on your driver's license. To get the “VETERAN” designation, veterans can bring their DD214 or other acceptable discharge document directly to a Secretary of State Driver Services facility.

If veterans choose to add the designation prior to their renewal date, they may obtain an updated driver’s license for $5 and an updated ID card for $10. Veterans over the age of 65 can obtain an updated state ID card at no cost.

A special note - If you are an older Vet and your DD214 was lost in the St. Louis fire in the early 1970's, you can obtain a "certificate" that replaces the DD214. However, for one vet we know, the DMV didn't accept that certificate.


If you need a complete set of your military records

If you need a set of your military records for any reason, you can obtain them by faxing or mailing a request to the National Personnel Records Center. While they will accept a letter (if you get all the right information into it) it is best to use the standard form SF-180 to request it. You can download that form at Standard Form 180
