June 5 Commemoration:
Celebrating 75 Years of the Marshall Plan
|
|
“The truth of the matter is that Europe’s requirements for the next three or four years of foreign food and other essential products – principally from America – are so much greater than her present ability to pay that she must have substantial additional help or face economic, social and political deterioration of a very grave character.”
With these words, spoken on June 5, 1947, at Harvard University, Secretary of State George C. Marshall made the case for massive American investment in the devastated economies of post-World War II Europe. The call he issued that day was to shake off the American instinct to isolate after engaging in an international conflict and to stay engaged in the world at a scale that was unprecedented in American history.

Join us from 12:30 to 3:30 p.m. on June 5, 2022 as we reflect on those pivotal days in 1947 and 1948 (when President Truman signed the plan into law), to share with a new generation of Americans the enduring lessons of Marshall’s leadership during crucial moments in global history. We will gather on the grounds of Dodona Manor to celebrate 75 years of freedom and democracy and recognize the visionary leader who played a key role at a crucial moment
European ambassadors, historians and others will be on hand to reflect on the seminal moment when George Marshall’s singular skills as an ethical leader contributed to a successful plan and generated the broad public and political support it needed to pass Congressional muster.
Refreshments will be provided. Free parking is available at the Loudoun County Government Garage on Loudoun Street.

2022 Memorial Day Observance

On Monday, the Town of Leesburg held its annual Memorial Day Observance on the Loudoun County Courthouse grounds. Marshall Center Board member Lieutenant General Bruce Crawford (U.S. Army, Retired) was the distinguished guest speaker. Members of the Marshall Center staff were privileged to honor those who made the ultimate sacrifice for our country by placing a wreath at one of the war memorials on site. We’re deeply grateful to all who gave their lives to serve and defend our nation and its values.

Marshall Center Hosts Third
Ethical Leadership Conference for Students

On May 20 and 21, we hosted our third edition of Five-Star Character: The George C. Marshall Ethical Leadership Conference.
On Friday, students and their families joined us on the grounds of Dodona Manor for a house tour, dinner and speaker program. We were delighted to have two of our alumni with us that evening to share their experience with students preparing to embark on the program themselves. After an inspiring and informative alumni testimonial, Marshall historian Rachel Thompson shared a few formative moments in Marshall’s youth that shaped his approach to leadership. To close the evening, Col. Mark Elfendahl shared remarkable stories from his 27 years on active duty that tested him as an ethical leader.
The next morning, students joined us at the Ida Lee Park Recreation Center for an immersive, scenario-based approach to the concept of ethical leadership drawing on the life and lessons of George Marshall.

Translating Marshall's Leadership:
Professional ELC Debuts with German Edition
|
|
The George C. Marshall Ethical Leadership Program conducted its first training session with young professionals earlier this month, debuting the curriculum with a cohort of rising leaders who are members of the Frankfurt (Germany) Young Chamber of Commerce.
The group gathered via Zoom for two sessions one week apart. During the first, participants were introduced to Marshall’s legacy and approach to leadership, focusing on the three pillars of selfless service, unwavering integrity and visionary leadership. Attendees journaled on ethical leadership during the week between sessions.
During the second meeting, they shared recent experiences in the workplace as they relate to the three pillars. They concluded the training by engaging in a scenario-based exercise in which they applied the pillars to a real-world business situation.
The group left the session energized to share their experiences with colleagues. Plans are underway for more cross-Atlantic sessions, as well as for the first in-person edition with a group of rising leaders working for a Virginia-based trade association. Effective Ethics:
The George C. Marshall Award in Diplomacy
|
|
The Marshall Center was pleased to sponsor the Virginia Museum of History & Culture’s George C. Marshall Award in Diplomacy. Entrants were asked to show how effective diplomacy, at any time in history, combines selflessness and integrity with national interests, foundational principles for which Marshall himself stood.
The winning entries in the Junior and Senior Divisions received $100 and a family pass to visit Dodona Manor. Edward Burros’ paper “Selling the Marshall Plan: Domestic Debates and Foreign Diplomacy” earned first place in the Junior Division and Mikayla Bartos’s paper “Disastrous Diplomacy: The Impact of the Munich Agreement on World War II and Postwar Czechoslovak Recovery” earned first place in the Senior Division. Well done, Edward and Mikayla! We look forward to your visit.

Americans constantly make moral judgments about presidents and foreign policy. Unfortunately, many of these assessments are poorly thought through. In Do Morals Matter?, Joseph S. Nye, Jr. provides a concise yet penetrating analysis of the role of ethics in US foreign policy since Franklin Delano
Roosevelt's presidency onward. Nye works through each presidency from FDR to Trump and scores their foreign policy on three ethical dimensions: their intentions, the means they used, and the consequences of their decisions. He also evaluates their leadership qualities, elaborating on which approaches work and which ones do not. Regardless of a president's policy preference,
Nye shows that each one was not fully constrained by the structure of the system and actually had choices. Since we so often apply moral reasoning to foreign policy, Nye suggests how to do it better. Most importantly, he shows that presidents need to factor in both the political context and the availability of resources when deciding how to implement an ethical policy-especially in a future international system that presents not only great power competition from China and Russia, but a host of
additional transnational threats.
