Matt J Gray, PhD
Dr. Matt Gray is a Professor of Clinical Psychology at the University of Wyoming. He trained at the National Crime Victims Research and Treatment Center and the National Center for PTSD. His clinic provides evidence-based trauma treatment at little to no cost to the community. His research focuses on sexual violence and intimate partner violence prevention and treatment.
When did you first hear about telehealth? How did you feel about it then? How do you feel about it now?

Matt Gray: I actually started doing telehealth more than a decade before the pandemic. We wrote a small grant in 2006 to provide secure encrypted video conference based services to sexual assault and domestic violence agencies in Wyoming. I was approached by folks in the College of Health Sciences to partner in that work and was initially apprehensive given my limited technology background. It proved to be a very helpful service for distal trauma survivors and was also a great benefit to our Clinical Psychology PhD students who could get more experience providing trauma treatment. I think it’s wonderful now and am glad that it is more widely available and more extensively utilized.


What is your proudest accomplishment with telehealth?

Matt: We published a paper WAY back in 2011 showing that clinical outcomes (i.e., reductions in PTSD and depression symptoms) as well as patient satisfaction levels were comparable to services provided in person. At that time, very little telehealth mental health service delivery was happening – so being able to show that it was viable, effective, and well-received was important and exciting.

Medicaid Summary: Spring 2022
SPRING 2022 HIGHLIGHTED FINDINGS: The main areas where changes were made over the past five months fall in the three buckets that CCHP uses to categorize information within its Policy Finder: Medicaid policy, private payer policy, and regulation of health professionals. A significant number of administrative changes centered around broadening Medicaid reimbursement. In many cases, this was influenced by the COVID-19 pandemic and the expiration of many temporary expansions in telehealth reimbursement that have been in place for the past two years, and which providers and patients have become accustomed.

The information for this summary report covers updates in state telehealth policy made between January and April 2022. Note that in some cases, after a state was reviewed (especially states reviewed in January and February), it is possible that the state may have passed a significant piece of legislation or implemented an administrative policy change that CCHP may not have captured. Those changes will be reviewed and catalogued in the upcoming Fall 2022 edition of CCHP’s Summary Report.

New Federal Funding to Increase Internet Access. On Friday, the U.S. Department of Commerce announced Internet for All, a $65 billion investment included in the Infrastructure Investment and Jobs Act – also known as the Bipartisan Infrastructure Law – that passed last November. The federal National Telecommunications and Information Administration, an agency within Commerce, has opened the application window for several programs that will support efforts in states and U.S. territories to close the digital gap in areas with little or no high-speed internet.

A separate program, the Affordable Connectivity Program, helps low-income households pay for monthly internet service and provides discounts for laptops, tablets, and desktop computers. For more information about these opportunities as they arise, sign up for the newsletter from the Office for the Advancement of Telehealth at HRSA.

Wyoming Telehealth Consortium
The Wyoming Telehealth Consortium is the central meeting space to discuss the programs, success/challenges, and discuss ideas on improving the use of telehealth in the state. The Consortium meets on the last Tuesday of every month, from 3:00 - 4:30 pm. Anyone interested in building telehealth is encouraged to attend.
