Town of PV Settles with Five Star Development
Five Star Development and the Town of Paradise Valley reached a mutual settlement agreement resolving the legal dispute pertaining to the costs of the underground drainage structures and street improvements on the future site of the luxury master-planned development, The Palmeraie.

The agreement includes provisions that:

  • Retain obligations currently in the Development Agreement
  • Resolve outstanding costs 
  • Resolve litigation regarding storm drainage 

Both parties have chosen to work together to enhance and renew their relationship in advance of the development’s upcoming opening.

Update on Lincoln Drive Mill and Overlay Project
Public Works is pleased to report that Lincoln Drive, from Invergordon Road to Mockingbird Lane, received a full mill and asphalt overlay completing the paving portion of the project!

Don’t get too excited yet, there are still a few tasks that need to be completed. Utility adjustments, from 56th St east to Mockingbird Lane, are scheduled for June 14th and June 15th. This will be followed by the application of thermal striping and reflective pavement markers. Finally, the median island noses will be painted completing this extensive project by the end of June.

The Lincoln Drive Mill and Overlay Project is scheduled to be completed by June 30th after which there is a
5-year moratorium on non-emergency construction on Lincoln Drive
Meanwhile, at 56th Street & Doubletree Ranch Road
The Town commenced work on June 7th to install a northbound right turn lane on 56th Street at Doubletree Ranch Road. The improvements will also include new crosswalk and ADA ramps crossing Doubletree Ranch Road.

A one-day closure of the intersection is currently scheduled for Tuesday, June 15th. The closure is required to mill and overlay the intersection with asphalt. All work and temporary striping is anticipated to be completed by June 30th. Final striping will be completed by the end of July in time for the start of school at Cherokee Elementary School.

Maricopa Health Matters Survey
Maricopa County has asked our help to spread the word about its COVID-19 resident impact survey. The survey is short and is open to all Maricopa County residents age 12 and up. To get good representation and be able to analyze data by sub-groups, they are trying to get at least 15,000 responses from all age groups, ethnicities, and corners of the county.

So please, take the survey and share the survey with friends and relatives. It’s available at MaricopaHealthMatters.org in over 12 different languages.
June 10th Town Council Meeting Summary
The Town Council took the following actions at last night’s meeting:

  • Adopted Resolution 2021 13 Adopting the Annual Public Safety Personnel Retirement System (PSPRS) Pension Funding Policy for Fiscal Year 2022
  • Adopted Resolution 2021 14 Designating the Chief Fiscal Officer as the Town’s Filing Agent for the Annual Expenditure Limitation for Fiscal Year 2021/22
  • Adopted Resolution 2021 16 Amendment to the Financial Management Policies
  • Approved Contract No. CON 21 177 PBW to purchase three (3) vehicles budgeted in Fiscal Year 2022 in an amount not to exceed $134,408. The three (3) vehicles will not be purchased until after July 1, 2021 contingent on budget approval. 
  • Authorized the Town Manager to execute contract CON 21 172 ENG with South West Environmental, Inc. in the amount of $11,744.10 for Sewer Manhole Rehabilitation Services and waive the 14 day contract execution wait period.
  • Authorized the Town Manager to execute contract CON 21 173 ENG with Project Engineering Consultants, Ltd. in the amount of $5,225.62 for Sewer Manhole Rehabilitation Design and Construction Administration & Inspection Services and waive the 14 day contract execution wait period.
  • Accepted various donations to the Town.
  • Approved funding for the contract with Trick Dog Technology, a division of My Computer Works, Inc
  • Authorize the Mayor to execute Amendment Three to the Town Manager’s Employment Agreement, CON 19 063 TMG A3, and waive the 14 day contract execution wait period.
  • Approve Settlement Agreement between the Town of Paradise Valley and Five Star Development Resort Communities, et al.
  • Continued the public hearing on adoption of the final budget to June 24, 2021.
  • Approved the Cameldale Estates subdivision sign at 6403 E Luke Avenue, subject to the stipulations in the Staff Report.
  • Authorized the Town Manager to execute contract CON 21 170 ENG with Achen Gardner Construction, LLC in the amount of $303,168.56 for Sewer Rehabilitation Construction Services and waive the 14 day contract execution wait period.
  • Authorized the Town Manager to execute contract CON 21 171 ENG with Project Engineering Consultants, Ltd. In the amount of $23,017.79 for Sewer Rehabilitation Design and Construction Administration & Inspection Services and waive the 14 day contract execution wait period.
  • Adopted Resolution No. 2021 17 authorizing the Town Manager to sign the Intergovernmental Agreement (CON 21 178 TMG) between the Town and City of Phoenix for Fire and Emergency Services.
  • Appointed Kristina Locke to fill a vacancy on the Planning Commission through March 2023

Professionalism

On Monday, Chief Wingert received an email from an Illinois resident about the actions of Officer Jim Bach on a recent call for service. The writer stated:

As I returned home from a recent vacation, I wanted to send a note to your leadership team regarding an incident involving one of your officers on Memorial Day. We were staying at the Scottsdale Plaza Resort and overheard a disturbance involving a young female. We saw one of your officers escorting an out-of-control female and her mother/siblings away from the pool area and back toward their hotel room and he was accompanied by several security officers from the hotel. The girl was repeatedly screaming at your officer, insulting him, ignoring orders, getting close to him and generally being disrespectful. Throughout it all, your officer exemplified everything you'd want and hope for from an officer in an incident like that. He was calm, kept his composure and utilized de-escalating communication to keep the female moving back toward the family's room. The girl slammed the hotel door in in his face - which he again handled with professionalism, turning and stepping away to speak with the girl's mother. He assured her they wouldn't be put out on the street. Again, it was a calm and professional approach to de-escalating a situation. I know your profession is under fire from various corners, in large part over the way some members of the public may view responses to incidents like the one we observed. Yet your officer displayed everything I'd want an officer to represent and only wish someone had their phone out to record his calm, professional demeanor.

Kindness and Caring 

Corporal Bryan Marshall was dispatched to a suicidal subject call and made contact with a 15 year old female.

Corporal Marshall did an excellent job of speaking to her and getting her to admit to sending the text to a friend about suicide. He was also able to facilitate communication about the subject between the young girl and her parents.

High Quality Customer Service

On June 9, 2021, Officer Raja Karim found three garage doors open on his overnight shift. He was able to notify the sleeping residents and have them secure their door to protect themselves and their property. At one of the residences, the front door was unlocked and ajar also.

The Paradise Valley Police Department encourages residents to complete a Nine O’clock Walk. During your Nine O’clock Walk you should remove frequently stolen items including cell phones, firearms, and keys from your vehicles. Lock your vehicle doors before returning to your residence closing and locking both your front door and garage door, prior to setting your alarm. More prevention tips and routines can be located at #NineOClockWalk or on our website.
