Nancy Norton


Ms. Nancy Norton, Director, Office of Acquisition Services, Office of Financial Resources, CDC, is the Head of Contracting Activity and has over 24 years of acquisition experience. She began her federal career in the Army Acquisition intern program at Fort Monmouth, New Jersey, where she supported weapon system contracts and multibillion-dollar services contracts.

In 2006. Mrs. Norton moved to the Centers for Disease Control and Prevention (CDC) in Atlanta, GA, where she worked to be Deputy Director in the CDC Office of Acquisition Services (OAS). During this period, she received the GSA Ida Ustad Award for Acquisition Excellence for tackling complex acquisition challenges supporting the H1N1 vaccine distribution effort.

In 2018, Ms. Norton moved to the National Institutes of Health in North Bethesda Maryland where she initially served as the Director of the Division Of Acquisition Policy and Evaluation (DAPE) and then as the Associate Director, Office of Acquisition Management and Policy (OAMP). Ms. Norton recently returned to CDC in February 2023 as the OAS Director and Head of the Contracting Activity where she continues to champion acquisition innovation and workforce advocacy. 

Kimberly D. Buehler


Ms. Kimberly D. Buehler is the OSDBU for the US Army. Shewas appointed to the Senior Executive Service in August 2019. She currently serves as the Director for the Army Office of Small Business Programs, where she provides executive leadership for all aspects of the Army's small business mission, and oversight over the execution of the small business program at the Army’s contracting activities, equating to over $24 billion dollars of annual spend. She is responsible for the talent management of the Army’s small business professional workforce. Ms. Buehler represents the Secretary of the Army at congressional committee and subcommittee hearings on small business matters and leads strategic inter-agency communication with the Small Business Administration and other agencies and presidential commissions. 


Prior to her assignment as the Army’s Director for Small Business Programs, Ms. Buehler served as the Army’s Director of Procurement Policy in the Office of the Deputy Assistant Secretary of the Army (Procurement), where she led the development and dissemination of contracting regulations, policy, and special projects for over 8,000 professionals. She also served on a detail as the Acting Deputy to the Deputy Assistant Secretary of the Army (Procurement).
