Innovations in the VA Acquisition Lifecycle and VA Acquisition Academy

Dr. Angela Billups was appointed as the Executive Director, Office of Acquisition and Logistics at the Department of Veterans Affairs (VA) on November 26, 2018. As the Executive Director of one of the largest acquisition and logistics programs in the Federal government, Dr. Billups manages and oversees Acquisition Management for enterprise focusing on the end-to-end acquisition, logistics, and supply chain lifecycles -- supporting all Administrations and VA Central Offices. She is an accomplished public servant with vision and insight delivering optimized results, while surrounded by constant change. She has led the way for sustained excellence transforming multi-site organizations while simultaneously building teams and driving consensus. She is a decisive decision-maker, daily demonstrating deliberate actions, strong leadership, accountability, communication, and collaboration. She continuously contributes to and spearhead efforts which increase customer focus, efficiencies, transparency, and accountability -- results driven with a clear understanding that real change involves improved administrative and technical environments. A proven leader, that strategically and continuously build coalitions which improve organizational performance, deliver better outcomes, and delivering exceptional results effectively and efficiently driving mission success. 


She has held positions responsible for multi-billion-dollar acquisition mission areas leading efforts related to training and professional development; coordinating and ensuring implementation of strategies; policies; and systems -- focused on enterprise organizational systems and structures. She has served at 4 Cabinet Level Federal Departments (Defense, Health and Human Services, Education, and Veterans Affairs) as Senior Advisor for Secretaries, Deputies, and Assistant Secretaries supporting global missions. Over the years she has demonstrated expert knowledge modernizing and transforming the federal acquisition environment. She is routinely selected to lead highly visible initiatives, effectively led people and programs -- including complex organizational changes and consistently delivered quality results. 



She performs in high-impact roles supporting the White House, Congress, Office of Management and Budget, Cabinet Level Departments, and Industry, known as a “Thought Leader for Acquisition” -- federal government and industry. Judith Dawson serves as Chancellor of the VA Acquisition Academy (VAAA) within the Office of Acquisition and Logistics (OAL), where she directs and oversees the training of VA’s acquisition workforce. As Chancellor, she serves as executive leader for the Academy's unique business units, whose purpose is to ensure the effectiveness and efficiency of VA acquisitions. Further, she oversees and manages Government-wide impacts on the Federal acquisition workforce by leveraging the Academy's efficiencies, professionalism, standardization, and effectiveness to provide acquisition workforce training across the Department and other Government Agencies.

 

As Chancellor, Ms. Dawson will continue to expand and maintain business and professional partnerships with senior executives within the Office of Management and Budget, General Services Administration, Office of Federal Procurement Policy, Defense Acquisition University, and the Federal Acquisition Institute, as well as with executives from other Agencies and educational institutions. Before becoming the VAAA Chancellor, she served as the Director of Acquisition Human Capital Management Services and the Departmental Acquisition Career Manager (DACM), where she led transformational human capital strategic planning initiatives for over 19,000 acquisition professionals. In that role, she was responsible for Department-wide acquisition workforce programs, business planning, budget formulation, and performance management – including data analytics, succession planning, retention initiatives, professional development, employee engagement, and knowledge management. Before that, she led mission-critical and enterprise-wide acquisition workforce strategic initiatives at the U.S. Department of Homeland Security (DHS). Prior to that, she served as U.S. Department of Health and Human Services (HHS) Director of Acquisition Workforce and Strategic Initiatives and DACM, where she established and monitored vital Department-wide acquisition workforce policies, processes, and practices for over 16,000 acquisition professionals; and played a crucial role in creating Government-wide training models and professional development programs.
