Early Childhood Learning Intensity Instrument (ECLII) Training and Utilization

Applicable to: Mercy Care Complete, Mercy Care RBHA, Mercy Care DD and Mercy Care DCS CHP

AHCCCS has purchased training seats for Mental Health Block Grant and Substance Abuse Block Grant providers with the American Academy of Child and Adolescent Psychiatry (AACAP) to receive training on the Early Childhood Service Intensity Instrument (ECSII) at no cost. While not a required assessment, the ECSII is an available resource as a stand-alone assessment tool, for children birth through five. Use of the ECSII tool can allow for effective identification of infants and toddlers at highest need for intervention and a developmentally appropriate option for assessing the strengths and needs of a young child within his or her environment.

Implementation of the ECSII, in conjunction with the CALOCUS for children six to 18, and the LOCUS for adults allows for a standardized life-span approach for assessing needs of AHCCCS members, regardless of their age. These tools are all available, though not required, for T/RBHA, Fee for Service programs, and Fee for Service providers.

AHCCCS has included a list of MHBG and SABG providers to be prioritized and notified directly of this training opportunity. Additional training seats may be offered to other parties based on interest and availability. AHCCCS will notify the Mercy Care and community stakeholders of training availability, and seats may be filled on a first-come, first-served basis. AACAP will work with AHCCCS and its contractors to monitor training registration and completion activity.

We highly recommend that providers register as soon as possible. Training seats are limited, and we anticipate that training seats will fill up very quickly.

AHCCCS has attached the instructions for accessing the AACAP training. Please see the attachment labeled “AHCCCS (AZ) Promo Code Instructions”. There is an additional attachment labeled “ECSII Patient, Family, and Provider Guide” for review and use as part of the training.

The current online training does include access to a PDF version of the manual that is available for reference when providers log into their courses. AACAP also offers hard copies of the ECSII manual for purchase to those who would like to keep reference guides and appendices handy. The cost per manual is $35.00. Volume discounts may be available, depending on the size of the order.

AACAP is not an accrediting body for either the CALOCUS-CASII, CASII, or ECSII online training courses and therefore is not able to directly grant CEU/CME units for these trainings. However, AACAP does provide a certificate of completion for trainees, that may be used to petition other accrediting bodies to grant CME/CEU units for this training.
