Glaholt named independent reviewer for Ontario Construction Act review: Downey


The Ontario Construction Act will be undergoing a review.


The announcement was made by Ontario Attorney General Doug Downey, who made an appearance during the Toronto Construction Association’s (TCA) AGM and Best of the Best Awards in Richmond Hill Feb. 27. “In the spirit of the 2016 report which led to the modernization of the Ontario Construction Act, I’m announcing here that the government is now embarking on a targeted two-phased review process of that statute,” Downey said.

Construction ranks on the rise


Construction payroll employment increased for second consecutive month in December, reports Statistics Canada in its latest Survey of Employment, Payrolls and Hours. The number of employees receiving pay and benefits from an employer in the construction sector rose by 2,700, or 0.2 per cent, to reach 1,169,800. This followed an increase of 1,200 positions in November. Despite these increases, payroll employment in construction was down by 8,300, or 0.7 per cent, in December from the employment peak that was recorded in July, but the fall-off from the from the summer was not enough to erode the year-over-year gains that have employment in the sector up by 8,700 positions over December of 2022.

Upcoming federal budget must include tax, housing policy changes: RESCON


The Residential Construction Council of Ontario (RESCON) is calling for tax and housing policy changes in the 2024 federal budget to address housing supply and affordability issues.


The budget is expected to prioritize creating the economic conditions to allow for the trend setting central bank policy interest rate to come down from a 22-year high of 5 per cent. The budget is expected to be tabled in Parliament in March or April.

Does competitive bidding attract best results? Experts debate the low bidder dilemma


If the lowest bidder is not always the best bid and there are alternative procurement models available, why is it still being used? Venus Garg, vice-president of major pursuits with AECOM; David Ho, chief procurement officer with Infrastructure Ontario (IO); Sahil Shoor, partner at Gowling WLG; and Bill Woodhead, a partner at Borden Ladner Gervais LLP provided some insight during a recent discussion at the Canadian Institute conference in a session billed Navigating the Risk of the Low Bidder Dilemma: Rethinking Competitive Bidding in Project Procurement.

Building code review open to public


The Canadian Board for Harmonized Construction Codes (CBHCC) is inviting the public to take part in the fourth public review of proposed changes to the 2020 editions of the National Model Codes. Currently underway, the public review period will run until April 29, 2024. Anyone interested in participating in the review can access the proposed changes on the CBHCC’s website and provide feedback.


The CBHCC explained that the public review is an opportunity for all Canadians to participate in the code development process, and the organization encourages anyone interested to review and provide feedback on the changes being considered.

Concrete discussions about industry innovations


More than 60 industry professionals hit Mississauga, Ont., last week for the second annual Concrete Pavement Seminar, presented by Concrete Ontario and the Cement Association of Canada. The day-long event featured several sessions, ranging from updates on key projects and advances in concrete mixes, to technical applications of concrete as a paving medium. In his discussion about the next generation of pavement, the Cement Association of Canada’s Tim Smith discussed how an examination of project timelines can impact both the strength and the carbon footprint of the concrete being poured.
