STPA update from ASPA 2022

2022 Truitt-Felbinger Award

The winner of the Truitt-Felbinger Award in 2022 is Dr. John R. Bartle. Dr. Bartle is the Dean of the College of Public Affairs and Community Service at the University of Nebraska at Omaha and a Professor of Public Administration and Urban Studies.

He is a Fellow of the National Academy of Public Administration, a Congressionally chartered advisory group to the federal government. Dr. Bartle is the former STPA Chair and has made distinguished scholarly contributions to the studies of transportation finance and sustainable transportation. He is the author of more than 60 articles and book chapters and wrote or edited six books on innovative transportation finance, transportation sustainability, and state and local government public budgeting and financial management.

STPA 2022 Best Student Paper Award

The winner of the Best Student Paper Award in 2022 is Mr. Theodore Johnson. Mr. Johnson is a Ph.D. student in Public Administration and Aviation Institute instructor at the University of Nebraska at Omaha.

His manuscript, titled “Quieted Voices: A Phenomenological analysis of the experiences of Black/African-American collegiate aviation students” raises an important question in the current scholarship by exploring factors that have influenced the Black/African experiences as collegiate aviation students within collegiate aviation programs, which could potentially affect the racial diversity in the pilot workforce.

STPA Reception at ASPA

STPA held its annual award dinner in the Hyatt Regency Jacksonville Riverfront hotel where the 2022 Annual American Society of Public Administration (ASPA) Conference took place.

Fifteen people including the two awardees of the year participated in the event. Dr. Can Chen, the Chair of the STPA, granted the 2022 Truitt-Felbinger Award to Dr. John R. Bartle, the awardee. Dr. Jiseul Kim, the Chair of the STPA Student Paper Award, granted the 2022 Best Student Paper Award to Mr. Theodore Johnson, the awardee.

Session: State and Local Transportation Infrastructure Policy and Finance

The first presenter, Dr. Jiseul Kim, presented her research titled, “Federal Grants and State Investment Choices: The Question of Intergenerational Equity in State Highway Finance”.

The second presenter, Dr. John R. Bartle, presented his research titled, “Towards an Innovative Approach of State and Local Infrastructure Finance”.

The last presenter, Dr. Can Chen, presented his research titled, “The Impact of Florida’s Local Option Transportation Fuel Taxes on the Fiscal Behavior of County Governments”. The session was moderated by Dr. Can Chen.
