Does Your Company Have a
 Group Health Plan?
The Texas Propane Gas Association (TPGA) has had a long relationship with Frost Bank. With their insurance division's help, TPGA partnered with Frost for a group plan with lower premiums through what they call a "level-funded plan" earlier this year.
 
What qualifies for a group? Your company has at least 2 or more employees it plans to insure. These plans are typically designed for groups of 50 or less, but at least one insurance carrier has a higher threshold.
 
The level-funded group plans offered through Frost Insurance vary because they are underwritten based on the group's age and health.

In addition to competitive rates, the plan has what they call a claims bucket. Part of your monthly premiums are placed in a bucket and claims are subtracted from the bucket throughout the year; anything left over at the end of the year is split 50/50.
 
The plan is competitive and not for everyone. An insurance carrier who offers the level-funded can choose not to fund a group if it is high risk.

New Entry-Level Driver Training
Requirement & NPGA Program
Compliance for the previously delayed Entry-Level Driver Training (ELDT) requirement is officially required beginning February 7, 2022, for both interstate and intrastate drivers seeking a CDL for the first time before they can even sit for the exam.
Sarah Reboli, the Senior Director, Regulatory & Industry Affairs from the National Propane Gas Association (NPGA) will be coming to the TPGA Fall Technical & Standards (T & S) Committee meeting on Tuesday, November 9, 2021, to update the committee as well as any TPGA members that want to attend on the new ELDT requirement and the new program NPGA is rolling out to help the propane industry comply with the new requirement.

Sarah has been working on the ELDT issue since 2016. TPGA is happy to have her update members on the new regulation and how NPGA's new program can help.

Light-Duty Motor Vehicle
Incentive Program Reopens
The Texas Commission on Environmental Quality (TCEQ) Texas Emissions Reduction Plan (TERP) is now accepting applications for the Light-Duty Motor Vehicle Purchase or Lease Incentive Program (LDPLIP). Rebates are available STATEWIDE for eligible NEW! light-duty motor vehicles purchased or leased in Texas on or after September 1, 2021.

You do not have to be in a bad air quality area. This incentive has no regional restrictions. No matter where you are in Texas, you can take advantage of this incentive.

• Rebates of up to $5,000 are available for up to 1,000 eligible propane and CNG vehicles. Both BI-FUEL or dedicated are eligible. The vehicle must be converted within the first 500 miles after the point of sale.

Applications will be accepted and considered on a first-come, first-served basis until January 7, 2023, or all available funds have been awarded.
