Cemetery road being reconstructed

The City of Mandan recently bid a project to reconstruct Cemetery Rd. The road has been closed since the end of April.


During the winter, the Public Works Department uses an area southeast of the main entrance for snow storage. Due to weight of snow removal vehicles, the asphalt road has severely deteriorated in many areas and is in need of repair. Since the road will continually be used for future snow storage, it needs to be built to withstand the weight of snow removal vehicles. 

                                                                                                                                  

“Based on burials, the site can continue to be used for snow storage for another 25 years,” says Public Works Director Mitch Bitz.


This project includes construction of a concrete paved road from Mandan Ave to the cemetery entrance gate, snow site entrances, and some chip seal and patch work on roads within the cemetery. Street signs were added as an alternate, with plans to involve the public in naming streets within the cemetery.

City Commission hears street improvement protests

In July, a street improvement district proposed to improve Eighth Ave NW from Old Red Trail north to 27th Street NW and 27th Street NW from Eighth Ave NW east to Highway 1806 was formally protested out by owners of 75% of properties in the district. This blocks the City from moving forward with the special assessment district. 


However, City staff and officials have a few different options to make improvements possible:

  • Seek additional cost share participation from NDDOT;
  • Exchange this project for another project in the NDDOT Urban Road Program;
  • Re-examine the district boundary; or
  • Change the project scope to reduce costs.

No matter what, if special assessments are used to fund a portion of the project, a new district will have to be established with another protest period.

Project addressing streets, infrastructure for new high school site moves forward

Another project in the area of the new high school site will construct water and sewer mains, storm sewer mains, asphalt streets, concrete curb and gutter and street lights. This is an area in the north central part of the City, east of Walmart and north of Old Red Trail.  


This street improvement district in the Heck Addition has been split into three separate units to help ensure improvements within the units are special assessed to the benefitting properties:


UNIT 1 – Extends 24th Street NW east to Highway 1806 and creates a future street, Fourth Ave NW, that will divide the property with the high school on the west and out lots east of the avenue. This unit includes water and sewer elements along Old Red Trail to serve the lots and surrounding areas. A water main extension along Eighth Ave NW to properly facilitate development of the high school is also included.

Premier sponsor sought for 2023 Mandan Flowers

The City of Mandan is currently seeking a premier sponsor for the 2023 Mandan Flowers program. This is a program that brings hanging flower baskets and planters to downtown Mandan in the summer. There are 20 poles with 40 hanging flower baskets on Main Street from Sixth Ave NE to Sixth Ave NW plus three poles with six hanging flower baskets around City Hall. Four planters are located along the north side of Main Street from Collins Ave to Fourth Ave NW.

 

The premier sponsor will be recognized on the City’s website, through social media, and in the Mandan Messenger. The sponsors name will also be engraved on a permanent plaque to be displayed in the Ed “Bosh” Froehlich meeting room at Mandan City Hall.

Visit the improved Dykshoorn Park

Have you checked out the improvements to Dykshoorn Park yet? Bring the kids down to play on the new playground and outdoor musical instruments, bring food from a local restaurant for a picnic, or take a stroll downtown to see all the improvements.

 

Parking is available along the south side of Main Street and along the south side of the park, accessed by driving behind the library.

 

Dykshoorn Park improvements include a main entrance off Fourth Ave NW, permanent decorative fencing, shade sails in front of the band shell, meandering walking paths, gas fire pits and more. The last remaining piece to be completed is lighting of the rail pieces throughout the park. Once installed, these lights will be able to be changed with the different celebrations, holidays, and events throughout the year.

 

As a reminder, in 2019 the City Commission adopted Ordinance 1318 which prohibits dogs, cats or any other animals in Dykshoorn Park and Heritage Plaza. The only exception is for service animals.

City welcomes new employees

The City of Mandan recently welcomed new employees in the Assessing, Engineering and Public Works departments.


Karissa Tuggle started as an administrative assistant in the Assessing Department in May. She brings work experience in insurance and banking. Tuggle is the first point of contact in the Assessing office. She answers calls on exemptions, homestead and Veterans credits, as well as processing of sales and building permits.


Thomas Litt was hired as a part-time, real property appraiser assistant. Litt started with the Assessing Department in May and will help throughout the summer with zone reviews, internal and external inspections of residential and light commercial properties, and more. He obtained a bachelor's degree in business administration from University of Mary, has owned and operated his own business for 10 years and has construction experience.


Nick Milbrath joined the City in June as an engineering tech. Milbrath will assist with project inspections, all things related to the geographic information system (GIS), as well as responding to field issues. He was previously employed as a yard operator and safety board member with Blue Flint Ethanol, Underwood. He obtained a GIS certificate from Bismarck State College, has a process plant tech degree and an electric line work certificate. He also served as an engineering intern with the City of Bismarck Public Waterworks Stormwater Department. He served four years in the U.S. Army and has been in the National Guard as a military police officer for 12 years.


Jodi Jangula joined Public Works as an administrative assistant in June. She supports all divisions by receiving and processing calls for service, assist with accounts payable and receivable; billing for landfill accounts and invoicing for damages on traffic signals, signs and fire hydrants stemming from accidents or damages to city property. She comes to the City with experience in customer service and accounts payable.

Grill With a Cop, Aug. 18

Mandan Police Department invites the public to join them for the fifth annual Grill With a Cop event on Thursday, Aug. 18 from 5:30-7:30 p.m. at Eagles Park, Shelter 1. This is a free event for all ages.


Officers and staff will be serving hot dogs, brats and hamburgers to the community. First responder vehicles will also be on display.  

Midwest Flavor Fest hits Dykshoorn Park Aug. 26-27

Midwest Flavor Fest, a premiere food and arts festival, is coming to Dykshoorn Park this month. The event, hosted by BisMan Eats and North Dakota Eats, will showcase some of the region’s tastiest food, along with art and craft vendors and music. The family-friendly event is free to enter. The event kicks off Friday, Aug. 26 from noon to 10 p.m. and continues Saturday, Aug. 27 from 10 a.m. to 10 p.m.
