Ladies and gentleman, please welcome Ms. Hollie Fuller JL POA's new Design Control Board Specialist.

Hollie has a Bachelors Degree in Speech Communications and Public Relations from Miami University in Oxford Ohio.

Her smile is contagious and she looks forward working with the DCB.

President Donna Harran noted that many homeowners have paid the Special Assessment in full which allows all projects to move forward as planned which includes continuation of the North Entrance work already underway. The accounting firm will contact the remaining residents who have not paid to remind them they must select an option to pay.

Sandy Matteson noted that homeowners who use auto pay, through their banking institutions for assessment payments, will need to adjust their payment schedule if they are planning to pay the Special Assessment on a monthly, quarterly, or annual basis. The monies cannot be transferred until owners make their first payment option.

Michael Keyes presented the rationale for outsourcing JL security services as well as adding their paramedic services. Board members agreed to the outsourcing of JL security services to Cambridge. However, some board members would like additional time on making the decision regarding adding paramedic services, therefore a motion was passed to recess the opening of the budget until the next Board meeting on March 16.  

President Donna Harran reported that the JLPOA was notified that the Palm Beach County Zoning Board approved a request for Out of the Blue (Marina) to allow outside use for events. The request was granted by the county in an administrative hearing. Donna Harran stated that two possible avenues had been used by the POA to prevent Out of the Blue from opening to the public. The JLPOA had hoped the meeting regarding this issue be in a public venue allowing input from the community.  Legal action is still being pursued on upholding the covenants in precluding the Marina from holding public events on site.

President Donna Haran acknowledged the current staff shortage has been challenging and thanked the staff, committee members and residents for their support during this time.

Irrigation Pump proposals were reviewed by the Board. The Reserve Task Force requested the Board approve a construction observation contract with Masuen Consulting for the view of Pumps 4, 5, 10 and 11. This cost is $21,120 which is to be used from the special assessment funding. In addition, the Reserve Task Force requests the expenditure of $663,310 for the replacement of the recharge pump and new pump for the #4 location. The expense was approved by the Board unanimously from special assessment funds.

Sandy Matteson shared key dates for the Annual Meeting/Board Election. February 21 is the deadline for those interested in running for the Board but not selected by the Nominating Committee to notify the POA. Meet the Candidates Forum date is March 11 from 4-5:30pm. Questions for candidates should be sent to Kerry Walsh at kerryirv@aol.com. The JL POA Annual Meeting date is March 23, 2023 via a zoom format.

The Nominating Committee has submitted the following candidates’ names for 2021 for a 2-year term. They are:
  • Elaine Bliss
  • Mark Granata
  • Donna Harran
  • Cynthia Mangiafico

Jim Tippet noted that lake bank stabilization is occurring at 3 lake areas on site. It is anticipated that work on the pavers in the pavilions at the South Rec Center will begin in March.

The landscape committee is working on an extension of the phase I area relandscape with designs on the center median after the gate house as their next improvement project. This area is under design and discussion for completion.

The Long-Range Planning Committee is working on an update of the 2020 plan to present to the Board.

Mike Murphy noted that the draft of the  water use agreement is being finalized for the 4 original users to review.

Jupiter U is a unique opportunity for residents to learn about life and government in Jupiter. This year, the complimentary program is going virtual to ensure a safe experience for all attendees. Though the tours will be online this year, they will still highlight and educate residents about their local government as well as their unique Town. The videos will all be uploaded in April and will be available for residents to watch on demand at their leisure. Tours will include the Jupiter Lighthouse, Loxahatchee River Center, Roger Dean Stadium, Jupiter’s Police Department and a welcome message from the mayor.
