One-Year Anniversary of George Floyd's Death
Statements from the Mayor and Chief of Police (issued May 25, 2021)
Mayor Ellen Kamei: “Today, May 25, marks the one-year anniversary of George Floyd’s death. We remember his life and remain committed to rooting out racism and discrimination. We continue to work together as a community to make our city safe and welcoming for all. Over the last year, the City has taken steps to advance racial equity and justice in Mountain View. Our Ad-Hoc Council Subcommittee on Race, Equity and Inclusion has engaged the community in meaningful dialogue. The City has implemented a Race, Equity and Inclusion Action Plan, and the newly formed Public Safety Advisory Board is holding its first meeting this month to discuss and make recommendations on policing and public safety matters. The City of Mountain View stands in solidarity with our Black residents and communities of color. We will continue to take steps to build a community where every individual feels safe, valued and included.”

Police Chief Chris Hsiung: “Over the last year, we have listened intently to our community with regards to questions and concerns they have had with policing across this country. We believe in continuing to listen with an open heart and an open mind, and we are grateful for the many conversations and dialogue we’ve had, and will continue to have, to build out the best possible path forward not just for MVPD, but for the profession. We strive to be what you want and need every day, and we will continue to work to meet that for this community that we love to protect and serve.”

Upcoming City Budget Process
The City of Mountain View will hold a public hearing for the recommended budget for Fiscal Year 2021-22 at the Tuesday, June 8 City Council meeting. A second public hearing is scheduled for the Tuesday, June 22 meeting. At the June 22 meeting, the Council will consider the adoption of the Fiscal Year 2021-22 recommended budgets, appropriations limit, fee modifications, and funding for Fiscal Year 2021-22 Capital Improvement Program. The City’s new fiscal year runs from July 1, 2021 through June 30, 2022.

City Council Study Session on
Downtown Precise Plan Update
The City Council will discuss potential amendments to the Downtown Precise Plan at a study session scheduled for 5 p.m. Tuesday, June 8. The proposed updates primarily focus on historic preservation, design guidelines, ground floor uses and office uses. The agenda will be available at MountainView.Legistar.com the Friday before the meeting.

In December 2019, the Council authorized City staff to update three sub-areas of the Downtown Precise Plan. These sub-areas are Areas A, G and H in the Precise Plan, including portions of the 100-300 blocks of Castro and Hope streets, the 100 block of Franklin (east side), Bryant and View streets (west side), the 600-900 blocks of West Evelyn Avenue, and Villa, West Dana and California streets (north side). The updates are focused on strengthening the preservation of the existing historic character of Downtown Mountain View and promoting active ground-floor uses, such as retail and personal services. The Precise Plan Update is anticipated to conclude in 2022.

Additional Library and Recreation Services to Return
Mountain View Public Library Service Updates Starting June 1
  • In-building browsing will be available Monday—Saturday, 12—6 p.m.
  • 45-minute computer appointments will be available Monday—Saturday, 12—5:45 p.m.
  • Cash payments will be accepted for printing and account fines or fees.
  • Programs will continue to be offered in a virtual format.
  • Grab and Go outdoor holds pickup services will no longer be available.

Recreation Service Updates
Group BBQ Section Added
  • A second group BBQ section is now available for reservation at both Cuesta and Rengstorff parks, allowing for up to 100 people. This change accommodates one group up to 100 people or two separate groups up to 50 people each.

Gym Reservations
  • The City’s Gym Rental program will return after a 15-month hiatus. Mountain View Sports Pavilion and Whisman Sports Center gym reservations will be available starting Tuesday, June 1 for a first come, first serve basis for the month of June. Reservations will be available for full court reservations only at this time with a maximum of 20 people per reservation.
  • The Recreation Division will return to the quarterly lottery application process for the July through September quarter.
  • Applications are being accepted now and are available online at MountainView.gov/depts/cs/rec/facilities/gym.asp.
Recreation Swim Returns
Recreation swim will return this summer as a pilot with reservation-based programs beginning Memorial Day weekend.

Similar to the Lap Swim Appointment System, the Recreation Swim Appointments will be available for a 45-minute time slot on MountainView.gov/Aquatics.

Patrons will have access to a predesignated portion of the pool and can have up to six members in their household for their section.
Rent Relief Programs and Mediation
COVID-19 Rent Relief Interactive Webinars
Have questions about rental assistance or what options are available if your tenant is behind in rent due to the pandemic? Learn more, including how to apply for emergency rental assistance programs, through the City's tenant and landlord focused webinars. The webinars will include information about the State’s and the City's COVID-19 Rent Relief programs.

The next webinar dates and times are:
  • Tuesday, June 15 at 3 p.m. – Landlord Focused
  • Wednesday, June 16 at 7 p.m. – Tenant Focused (English/Spanish)


The City is collaborating with Project Sentinel and the Community Services Agency of Mountain View and Los Altos on these webinars.
In-person Application Assistance for Rent Relief Programs
In coordination with the County of Santa Clara, the Community in Action Team, the Community Services Agency and Project Sentinel, the City is hosting another joint event to help people sign up for emergency rent relief as well as learn about the COVID-19 eviction protections. Bilingual support in English and Spanish will be provided. Ambassadors from the City’s Spanish Civic Leadership Academy will also assist residents with their rent relief sign-ups.

  • Location: Outside front entrance area of the Mountain View Senior Center, 266 Escuela Ave.

Youth and Community Activities
Strength in Diversity Event
The Youth Advisory Committee will host a "Strength in Diversity" event on Friday, May 28 from 6 to 7 p.m. via Zoom. The event is teen-led and focuses on diversity, race and inclusion. Teens will present talks, stories, performances and more. Register in advance to attend the event at MountainView.gov/Diversity.
Dance-A-Thon
Dance your way into the summer with the Recreation Division's first Virtual Dance-A-Thon. On Saturday, June 5 at 10:30 a.m., stream the Dance-A-Thon LIVE over YouTube. Recreation Division instructors will lead the audience through various dances such as belly dancing, Latin dance and more. All ages and abilities are encouraged to participate. Yellow Tier and Beyond
On May 19, Santa Clara County officially advanced to the least restrictive Yellow Tier of the State's Blueprint for a Safer Economy.

California plans to reopen the economy on June 15. That's when the State is expected to end all tier-based regulations in their new Beyond the Blueprint Guide.

On the mask wearing front, on June 15, the State also intends to implement the Centers for Disease Control and Prevention’s guidelines around face coverings to allow fully vaccinated Californians to go without a mask in most indoor settings. Until then, the existing guidance around masks remains in place around the state.
Updated COVID-19 Regulations
The latest County of Santa Clara public health order went into effect May 19, lifting most of the local rules that were in place while the public continues to follow the California's Department of Public Health requirements.

The new local public health order does require the following:
  • Requires all businesses and governmental entities to determine the vaccination status of their employees (and onsite contractors and volunteers).
  • Requires all individuals, businesses and governmental entities to comply with the State’s May 3 Guidance for the Use of Face Coverings.
  • Requires businesses and governmental entities to comply with the County Health Officer’s Mandatory Directive for Unvaccinated Personnel.
  • Requires businesses and governmental entities to continue to promptly report COVID-19 cases amongst their personnel to the County Public Health Department, and that all youth programs (including schools, camps, sports programs and other youth programs) continue reporting COVID-19 cases.
Drop-ins Welcome at Mountain View Community Center Vaccination Site
The vaccination clinic, operated at the Mountain View Community Center by the County of Santa Clara Health System, is back to operating from 8:30 a.m. to 4 p.m. Monday through Friday. The County is currently vaccinating all individuals 12 years of age and older who live, work or attend school in Santa Clara County.

As of this week, the Community Center site no longer requires appointments. Anyone who lives, works, or goes to school in Santa Clara County may drop-in during operating hours to receive the vaccine without an appointment. However, individuals can still schedule a vaccination appointment at the Mountain View site by visiting www.sccFreeVax.org.
Youth Vaccination Events in Santa Clara County
The County of Santa Clara has scheduled more youth vaccination pop-up events, including here in Mountain View. Crittenden Middle School, 1500 W. Middlefield Road, will host a vaccination event on Wednesday, June 2, 12-7:30 p.m. There will be free boba tea and reusable straws, while supplies last, for those getting vaccinated.

Mobile Vaccination Program Continues
The Mountain View Fire Department continues to deliver COVID-19 vaccinations to eligible Mountain View residents who are homebound, as well as other family members in the home. Convenient COVID-19 Testing Sites in June
The next County of Santa Clara COVID-19 testing event is scheduled for Tuesday, June 1 at the Mountain View Center for the Performing Arts from 9:30 a.m. to 4 p.m. Appointments can be scheduled seven days in advance with up to 700 testing appointments available. To make an appointment, visit sccFreeTest.org.

Also, a new COVID-19 testing opportunity is coming to Mountain View in June. A mobile testing bus will offer free appointment-based COVID-19 testing on Saturday, June 26 from 10 a.m. to 6 p.m. at 460 Bryant St. in Mountain View (Lot 12). Individuals will need to register for a patient ID prior to registering for an appointment. To register and book appointments, call 1-888-634-1123 or visit lhi.care/covidtesting.

COVID-19 testing is free, safe, easy, confidential, open to all ages and does not affect immigration status.
