Spring Social presents awards, spotlights 303 Battery

SEAW’s Spring Social in June was a highly successful event that was the chapter’s first in-person event in more than 2 years. As a younger engineer with little experience meeting new people from other firms, I found it very rewarding and refreshing to meet with industry colleagues while speaking face to face in a professional setting. As most of us are aware by now, this connection simply is not as valuable over Zoom, and I look forward to attending future chapter meetings.

The meeting began with the presentation of SEAW awards and scholarship recipients. The scholarship recipients all had outstanding merit and qualifications, and all demonstrated strong and ambitious goals towards contributing to our profession. The SEAW awards for lifetime achievement and for Engineer of the Year were equally inspiring. Seeing the decades of service toward the institution of structural engineering and being recognized by peers was an emotional moment for everyone involved.
Hanna Saed and Carrie Cassidy present the innovative 303 Battery Street project at the SEAW Spring Social in June.  
The evening program then shifted towards a presentation on the 303 Battery Street project. 303 Battery Street is a high-rise apartment building that avows being the first net-zero energy high-rise in the world. The presentation was conducted by Hanna Saed of DCI Engineers, the engineer of record, and Carrie Cassidy of Sustainable Living Innovations (SLI), the developer. The building relies heavily on solar panels, greywater reuse, heat recovery, energy data tracking for each unit, and other emergent technologies as the engine driving its reduced carbon impact. The building also showcases a unique method of product delivery by using prefabricated floor and wall panels with integrated MEP systems. There are 10-20 different panel types per building that can be used for future building design. The panels minimize onsite waste and the number of trades required on the jobsite, including painters and dry wallers. 
 
The prefabricated construction offered many unique structural challenges. The panel systems are non-load-bearing and are sandwiched between steel structure, with the exception of the exterior panels that distribute wind loading. Bays are typically twenty feet each-way featuring lightweight concrete on metal decking. The lateral system featured braced frames. The tight fit-up of the prefabricated elements presented the necessity for rigorous structural details that minimized construction tolerances. This led to some situations where design and detailing was actively changing and improving as the job went on. Performance-based fire design was incorporated into the project to determine the behavior of structural members from fires in likely locations, including within the lobby or directly outside the building on the street. The result of these studies led to changes in the member design, including encasing several beams within a concrete-filled HSS. Between transferring thermal loads and reducing tolerance very few project details were typical. 
 
The success of 303 Battery Street and its incorporation of prefabricated design and net-zero sustainability target have potentially large ramifications for the high-rise industry. The first building of its kind, SLI anticipates that their continually growing experience with the construction of these buildings will further reduce cost. Large towers incorporating these systems rely on atypical construction techniques and ultimately have a more intelligent, a more conscious, and a more informing product that management may use to enhance the environmental and social impacts of their tenants.

Four Students Receive SEAW Scholarship Awards

The SEAW Scholarship Committee recognized four recipients at the Seattle Chapter Spring Social in June, awarding a total of $15,000. SEFW has used individual and corporate charitable donations to fund the awards program since 2012. Craig Roberts, Chair of SEFW, first addressed the audience to share news from SEFW and support for the scholarship program, and then Jessica Jenness of the Scholarship Committee made the presentations.  
 
In total, the SEAW Scholarship Program has awarded $220,500 since 1985 to 83 total students. The recipients for the 2022 awards are as follows: 
Jessica Jenness of SEAW recognizes 2022 Scholarship recipient Katrina Springer. 
Andrew Hodge, EIT, LEED AP, received a $5,000 SEAW Scholarship. He completed the blended architectural engineering program at California Polytechnic State University, earning both his BSCE and MSCE at the beginning of June. At Cal Poly, Andrew was involved with SEAONC and the College of Architecture and Environmental Design’s Student Diversity, Equity, and Inclusion Committee. He was able to study abroad in Vilnius, Lithuania, where he completed coursework with Lithuanian students and studied Northern European architecture and history. Andrew had a structural engineering internship at ZFA Structural Engineers in Santa Rosa and will begin full-time work in the fall at Mackenzie in Portland. In his free time, he participated in Cal Poly’s Line Dancing Club, where a few of his favorites are the Chill Factor, Boomerang, and Nothing But You. Originally from Wenatchee, Andrew graduated from Eastmont High School. 
 
Benjamin Terry, EIT, received a $5,000 SEAW scholarship. He graduated from University of Washington with a BSCE in 2020 and is finishing up his MSCE at UW while working part time at Degenkolb in Seattle. Ben will defend his thesis on structural instabilities in marine turbine blades in August, and then hopes to work full time. At UW, Ben was active with the Concrete Canoe Club, Engineers Without Borders, and research with the Structures Lab. He has a black belt in Taekwondo, enjoys hiking and mountain biking, and is a cellist for the Northwest Symphony Orchestra. Originally from Sammamish, Ben graduated from Skyline High School.  
 
Levi Arnold, EIT, received a $2,500 SEAW scholarship. He earned a BCSE from Gonzaga University in 2021 and will graduate with his MSCE from Washington State University in December 2022. While an undergrad, Levi volunteered time with the Mead School District, both as a STEM Academy Leader and as a judge for the SEFW-supported Popsicle Stick Bridge Competition, helping students break their bridges and then analyze the failures. Levi was a research assistant and teaching assistant at Gonzaga and WSU and participated in ASCE, ACI, AISC, and SEAW activities. Some outdoor activities he enjoys include hiking, four-wheeling, golfing, skiing, and snow shoeing. Originally from Colbert, Levi is a graduate of Mead High School.  
 
Katrina Springer, EIT, received a $2,500 SEAW scholarship. She just received a BSCE from Gonzaga University and is heading to Stanford to pursue an MSCE. Katrina served as an intern for three summers with KPFF Special Projects, where she particularly designing waterfront structures. At Gonzaga, Katrina participated in several honor societies, the ASCE student chapter, and the Society for Women Engineers, for which she served as vice president this year. Katrina was a Gonzaga Club Tennis team captain and also enjoys softball, volleyball, and basketball. Originally from Woodinville, Katrina graduated from Woodinville High School.  
 
Congratulations to these students! We look forward to working alongside them in the structural engineering profession in the coming years. 
2022 Seattle Chapter Engineer of the Year

Forty years ago, Bill Mooseker served as President of the Seattle Chapter and established the Engineer of the Year award. The award has been given for a variety of reasons, sometimes because of a particular project, sometimes because of a significant service, etc. 
 
This year’s recipient is Kai Ki Mow. Kai Ki meets the requirements in all of the SEAW nomination categories. 
Kai Ki Mow addresses the audience after receiving the 2022 Seattle Chapter Engineer of the Year Award in June. 
  • Service to SEAW and the profession: Kai Ki has been a member of the SEAW Earthquake Engineering Committee since 2002, and has just completed a term of nearly 6 years as Chair of that committee. He was a member of the Task Group that drafted the White Paper 1-2009 "Special Reinforced Concrete Shear Walls as Building Frame Systems for Mid- and High-Rise Buildings." Kai Ki is also a corresponding member on the SEAW-WABO Liaison Committee, and the SEAW Disaster Preparedness and Response Committee (DPRC). 
  • Technical: Kai Ki is a voting member on the ASCE 7 Main Committee. He also is an active participant in the code development process at the local, state, and ICC levels. He most recently displayed his technical skills by participating on the Task Group investigating the early adoption of the multi-period response spectra (MPRS) of ASCE 7-22 as an alternative to the ground motion hazard analysis requirements in ASCE 7-16.  
  • Nurturing: Kai Ki was one of the speakers at the SEAW 2008 Seminar on "Seismic Design Using the 2006 IBC and ASCE 7-05." He has also served as guest speaker on various occasions for the SEAW Young Members Group and ASCE Young Members Forum. Kai Ki is passionate about promoting STEM education to the next generation of engineers, and has served as a mentor for the ACE Mentor Program.   
  • Visibility: Kai Ki served on the delegation of architects and engineers performing ATC-20 post-earthquake rapid building damage assessment for fifteen days in Haiti after the January 12th, 2010 M 7.0 Port-au-Prince Earthquake. He stated that this was a memorable and life-transforming experience.    
 
Kai Ki was recognized at the SEAW June Social. When you next see him, please thank him for all of his efforts.   
Announcement from SEAW Seattle Chapter Elections Committee 
2022 Elections Committee: Jeff Dragovich (Chair), Patrick Lindblom, and Owen Kohashi
 
In accordance with our Bylaws, the Seattle Chapter Elections Committee was formed by the Seattle Chapter President, Shalini Prochazka. All elections shall be conducted by the Elections Committee, a Committee of three (3) Members SEs appointed by the President. This Committee shall warrant to the membership the proper conduct of the nomination and the elections in accordance with these bylaws. 
 
On May 6, 2022 it had been (10) days following the announcement of candidates from the Nominating Committee. The Nominating Committee informed the Elections Committee that the nominated members were presented to the membership as required by our Bylaws. No additional nominations were received from the membership. The Nominating Committee sent the names of nominees to the Elections Committee the election.  
 
The Elections committee directed the Executive Director to Call for Elections of Seattle Chapter Officers and Board Members. The Elections Committee reviewed and approved the email Notice of Call for Elections and reviewed the results collected by the Executive Director. The Elections Committee hereby gives Notice that the Elections were conducted properly and in accordance with our Bylaws.

The following Officers and Board Directors have been elected by the Membership and were installed at the Spring Social on June 21, 2022.

SWR Report Expected at End of July

The Wind Engineering Committee (WEC) Report presents the following report for July:   
 
Washington/Oregon Special Wind Regions (SWR) Study – CPP has completed the preliminary draft report for all the special wind regions in Washington State and along the Columbia River. The SEAW WEC has reviewed and commented on the draft report. These comments have been forwarded to CPP for incorporation into their final report. Receipt of the final report is expected by the end of July. 
ASCE 7-16 Figure 26.5-1B 
The SEAW WEC will review CPP’s final report and incorporate it into a SEAW White Paper. The White Paper and attached report will be submitted to the SEAW State Board for approval. SEAW’s final recommendations will then be submitted for adoption by the Washington State Building Code Council, and eventually for inclusion in ASCE 7 and the IBC.   
 
City of Bellevue Kzt Map – A Wind Load Factor Map following the format of the existing City of Seattle Wind Load Factor map for rapid determination of Kzt and shoreline exposure factors will be generated for City of Bellevue consideration and potential adoption.  
 
Update to the 2004 SEAW commentary on wind code provisions (ATC 60) – The NCSEA CAC Wind Engineering Subcommittee is proceeding with this update effort. An outline is being developed for the new commentary in order not to duplicate commentary in ASCE 7 or other publications.

SEAW Participates in WAsafe Cascadia Rising Exercise

WAsafe completed its first call-up drill during the Cascadia Rising Regional Exercise, held June 13 – 15, 2022. For the Exercise, I “played” the Lead Coordinator role. This is what happened:

  • On June 13, I (as Lead Coordinator) used the WAserv system to email the 366 WAsafe members an Alert, asking them to be prepared to respond to a 9.2 magnitude earthquake along the Cascadia Subduction Zone that had occurred on June 9. 
  • On June 14, at about 6PM, I sent a WAserv mass-email that requested volunteer Building Safety Evaluators (BSEs). Within 24 hours of sending that email more than 140 WAsafe members used an online questionnaire to respond to the request. Of those 140, more than 100 said they were available to volunteer. Of note: all 50 of the SEAW members who completed the questionnaire indicated they would be available! A terrific turnout and an almost unbelievable percentage of positive responses – thank you for “playing” in the Exercise with us!  
  • On June 14, WAsafe eventually fielded a request for BSEs from the City of Seattle. As an observer in the “simulation cell” at the King County Office of Emergency Management, WAsafe and SEAW member Paul Brallier witnessed how the communication chain (City-to-County, County-to-State Emergency Operations Center [SEOC], SEOC-to-WAsafe Coordinator) can be broken, but this could be attributed partially to the limited number of folks in the chain who were participating in the Exercise. 
The Microsoft Office Forms program allows real-time tracking of responses with colorful graphics; these example graphics summarize a few responses to the BSE availability questionnaire. A total of 152 responses were tallied! 
  • On June 15, at about noon, I emailed a smaller group, selected from those who said they were available, to ask if they could respond to the fictitious request by the City of Seattle for two weeks service as WAsafe BSEs. I especially want to thank SEAW members Scott Tinker and Francesca Renouard for their forbearance and helping me work through problems with my second questionnaire that I put together that very morning. Fortunately, the second questionnaire has already been revised into a template to work from for the next drill and in an actual event.
 
So what did we learn? Important lessons and take-aways: 
 
  • SEAW members are responsive and very willing to help. 
  • In the event of an actual emergency, electrical power and internet will be necessary so we can run a response online. (Although we do keep backup lists of phone numbers.) 
  • We need to work with Building Officials on how to estimate their BSE needs, how to word their requests, how to communicate to those up the agency hierarchy, and to have a better understanding of expectations. For example, an agency should allow at least two full days from the date it requests BSEs to work its way up the communications chain and to allow for back-and-forth communications with the WAsafe Coordinator(s) to coordinate the request. 
  • We need to firm up communications channels with the State SEOC, review protocols, share phone numbers. (For example, my cell phone didn’t recognize the caller was from the Duty Officer at the SEOC.) 
  • Within WAsafe, we need to practice and train WAsafe Coordinators on how to use WAserv communications, how to use the Microsoft Office Forms used for questionnaires, and how to manage the resulting data from the questionnaires.  
  • We need to run more communication drills within WAsafe in the near future, while the lessons are fresh in our memories.

Resume - Customize your resume to this announcement! A generic resume does not work. Use the “Specialized Experience” in the announcement to show you have the required skills at the next lower grade with dates, grade, duties/experience CLEARLY explained.  It's going to take more than a one page resume, but don’t go much over 4 pages if you want it to be read. Include the phone number for your supervisors. Look at the list of responsibilities/duties for hints of what is important to the supervisor and elaborate on those topic in your resume. More resume writing tips provide in the announcement under “Required Documents”.

As chair of the SEAW Public Information Committee, I am challenging you to help raise awareness of the SE profession’s vital contribution to society.  
 
In October 2021, the NCSEA launched a brand and marketing initiative to do just this. The campaign’s tagline, “We SEE Above and Beyond,” describes the valuable ways structural engineers contribute to the design and construction of built structures and resilient communities. Structural Engineering Excellence (SEE) serves as a guiding principle for the profession.
